BEIJING, Sept. 6 (Xinhua) -- China will unswervingly promote the policy of reform and opening up, while creating sound environment for foreign companies operating in China, Vice Premier Wang Qishan told senior U.S. officials Monday.Wang exchanged views on China-U.S. ties and economic and trade cooperation with Lawrence Summers, head of U.S. President Barack Obama's National Economic Council, and Deputy National Security Adviser Tom Donilon, in a meeting in Beijing.Wang said the two countries should bolster cooperation in areas such as economy and trade, investment, finance, new energy and infrastructure upgrading, as their economies are interdependent and complimentary to each other.China is ready to work with the United States to well implement consensus reached by state leaders of the two countries, for sustainable, healthy and steady development of bilateral ties, he said.Wang said the international community should enhance cooperation because the world economy, though on the way to recovery, still encounters twists and turns.He said China is focusing on the change of the growth pattern for more balanced development of the economy.Summers and Donilon briefed Wang on the U.S. economy and the Obama administration's measures to stimulate the economy and create jobs.They stressed that the United States and China should strengthen coordination in macro policies and promote cooperation for a strong, balanced and sustainable growth of global economy.Also on Monday, Li Yuanchao, member of the Political Bureau of the Communist Party of China (CPC) Central Committee, met with the two U.S. officials.Li, also head of the Organization Department of the CPC Central Committee, said the Sino-U.S. ties had maintained a stable development since President Obama took office.China would work with the United States to enhance dialogues and cooperation, while properly handling the differences, to push forward the bilateral ties, he said.8 Summers said the United States attached great importance to the U.S.-Sino relations and firmly believed that the two countries had broad interests and faced with common challenges, including sustainable development of global economy, regional security and climate change.He said the United States was committed to working with China for a positive, cooperative and comprehensive relationship in the 21st century.Chinese Foreign Minister Yang Jiechi also met with Summers and Donilon on Monday. BEIJING, Oct. 14 (Xinhua) -- China shut down 1,355 small coal mines with a total production capacity of 125.19 million tonnes by the end of September as part of efforts to restructure its mining industry, the National Energy Administration (NEA) said Thursday.The latest figures indicate that the NEA had surpassed its annual target of eliminating 121.67 million tonnes of outdated production capacity this year.According to the NEA, 1,539 small and dangerous coal mines with 121.67 million tonnes of outdated capacity had to be closed in China this year to meet the country's requirement for preventing deadly accidents and reducing carbon dioxide emissions and pollution.The energy watchdog also said it would strengthen inspection on small coal mines for the rest of the year and ensure that the mining restructuring plan be completed as scheduled this year.China has long relied on coal to fuel its rapid economic growth. About three-fourths of its electricity is generated from coal-fired power stations, according to the NEA.

BEIJING, Sept. 16 (Xinhua) -- China is expressing its concern about the European Union's investigations into Chinese-made wireless wide area networking (WWAN) modems, said a spokesman for the Ministry of Commerce (MOC) on Thursday.Yao Jian, the spokesman, made the remarks after the EU said it was conducting an anti-subsidy investigation into the devices.The EU launched investigations of anti-dumping and supporting measures on the WWAN modems from China on June 30, 2010. It is the first time the EU has made simultaneous triple investigations on a China-made product, Yao said.The move is unheard of for World Trade Organization members when dealing with trade remedy cases in practice, Yao said. The Chinese public and people working in the industry showed strong dissatisfaction towards the EU's practice.The WWAN modems are high-tech products that are constantly updated. These Chinese-made modems promote the advances of the technology and created new market fields which benefited the EU consumers, Yao said.The EU's investigations will disrupt normal trade and hurt the interests of EU consumers, he said.Yao further stated that the EU's move is also running counter to the deepening China-EU friendship.He said he hoped the EU could take actions based upon relevant laws and the facts and keep their promise on being opposed to trade protectionism, lest it damages China-EU economic and trade relations and also the EU economy.China will take corresponding measures within the rules of the World Trade organization in due time, he added.The investigation is the largest trade remedy investigation case against China, involving a total value of 4.1 billion U.S. dollars in exports.Wireless modems send or receive data as a radio signal.The 27-member EU is China's biggest trade partner. China is the EU's second-biggest trade partner and is its biggest source of imports.China's main exports to Europe are machinery and domestic goods, including clothes and shoes. While the EU's main exports to China include industrial machinery, transport equipment, chemicals and high-end consumer goods.Concerning the request for consultations from the United States about China's alleged anti-dumping and anti-subsidy duties on U.S.steel exports and China's policies on the electronic payment market, China has received the request and will resolve the issue based upon WTO rules, said MOC officials.U.S. trade representative Ron Kirk filed a statement with the WTO Wednesday, claiming China imposes duties on U.S. steel exports and discriminates against suppliers of electronic payment services from the U.S.China's policies on electronic payment services are consistent with the country's commitment to the WTO and the anti-dumping and anti-subsidy duties on U.S.-made steel are also in line with WTO rules, according to the MOC.U.S. is China's second largest trade partner.

BEIJING, Aug. 26 (Xinhua) -- China is enacting various measures, such as increasing its annual grain harvest and creating new grain safety legislation, to ensure a food-secure society, according to an official of the country's top economic planning body.Zhang Ping, minister in charge of the National Development and Reform Commission (NDRC), said in his report to China's top legislature on Thursday that China would increase its grain output capacity to an annual yield of 550 million tonnes by 2020, which would be a rise in output from 530.8 million tonnes in 2009.Zhang said the country would further strengthen its grain production capacity, by means such as improving infrastructure construction, especially the farmland irrigation system, expanding the use of fine breed and high-productivity technology, improve farming methods and upgrading the farming industry's ability to resist disasters.China's total grain demand is expected to reach 572.5 million tonnes by 2020, and to maintain a food self-sufficiency rate of 95 percent, at least 540 million tonnes of grain would be needed by then, Zhang said.Zhang added that the NDRC and other food administrative agencies were working together in a draft law on food and grain.According to Zhang, China has established a preliminary emergency response system for grain safety, strengthening the production, storage, transportation and distribution of food and grain during emergency situations.

BRUSSELS, Oct. 5 (Xinhua) -- Chinese Premier Wen Jiabao urged Tuesday the European Union (EU) to objectively and fairly treat the RMB exchange rate issue as that would benefit the EU, China, and the world economy.Wen made the remarks while meeting the Euro Group troika, including Euro Group President and Luxembourg Prime Minister Jean-Claude Juncker, European Central Bank President Jean-Claude Trichet and EU Economic and Monetary Affairs Commissioner Olli Rehn.The meeting took place on the sidelines of the two-day eighth Asia-Europe Meeting (ASEM) Summit in Brussels as China is under external pressure to appreciate its currency.Wen said China would further reform its formation mechanism of the yuan exchange rate to increase the currency's flexibility.China's central bank has announced on June 19 a series of steps of reforms. The Chinese currency has so far strengthened by about 2 percent against the U.S. dollar.China would also continue to expand import from the EU and strive to balance the trade, said Wen, adding that China was committed to transforming its economic development pattern, restructuring the economy and increasing domestic demands.Wen called on both sides to develop healthy ties from a strategic perspective as the EU has become China's largest trading partner while China stands as the EU's important exporting market.As the world economy was gradually recovering with uncertainties still hovering high, China and the EU should work together to combat the international financial crisis, Wen added.The Euro Group leaders appreciated China's support for the euro and the euro zone, saying the EU and China were good partners and enjoy extensive common interests.They also said the EU rejected both trade protectionism and currency war, and agreed differences and problems should be solved by dialogues.In a speech to the Greek parliament on Monday, Premier Wen said China supported a stable euro and would not reduce its euro-bond holdings.The three Euro Group leaders also held talks with China's Finance Minister Xie Xuren and central bank governor Zhou Xiaochuan here on Monday. Wen said the talks were "detailed and friendly".
