SAN FRANCISCO (AP) — As many as 100,000 Californians are eligible to receive payments for the damages they suffered from a series of devastating wildfires over the last several years. But tens of thousands of them have not sought compensation.They face a Monday deadline to file claims against Pacific Gas & Electric, the utility blamed for many of the fires and required to cover a wide range of wildfire-related losses as part of its bankruptcy plan.Concerned that as many as 70,000 victims may miss out on payments, attorneys filed court papers Friday to alert the bankruptcy judge that wildfire survivors — many still traumatized and struggling to get back on their feet — aren't aware of their rights to file a claim."People really are overwhelmed and don't understand what they need to do," said Cecily Dumas, an attorney for the Official Committee of Tort Claimants, a group appointed by the court to represent all wildfire victims in the bankruptcy."Renters, lower-income people were simply too exhausted by their day-to-day circumstances to deal with it," she said.PG&E filed for bankruptcy protection in January as it faced billions of dollars of damages from wildfires that have killed scores of people over the past couple of years and destroyed thousands of homes. The investor-owned energy company set aside .4 billion for payouts to wildfire victims and mailed 6.2 million claim forms to possible victims, calling attention to the process through websites, email, social media, and radio and television ads.However, many victims said in court papers supporting a deadline extension that the legal notice didn't reach them because they have been displaced, or if they did receive it they mistook it as a scam.Some said they thought they couldn't pursue a claim because PG&E is bankrupt, or that they weren't eligible to make a claim since they already received money from their insurance company.Others thought they couldn't make a claim without a lawyer."I thought I wasn't a victim because I got out alive," said Elizabeth Davis, 91, who lost her mobile home in a wildfire that essentially wiped out the town of Paradise nearly a year ago. "I never received any information that PG&E has billions of dollars available. I thought I was not qualified to make a claim."A man who said his house in Paradise was destroyed by fire three months after he bought it said he learned through social media that he could recover money from PG&E for his losses. Ryan Mooney said he believes there are countless people like him who don't know they can file claims "or what they will lose if they don't."Mooney said he and his wife and his aunt and uncle who lived close by barely escaped the fire after they woke up to the smell of smoke and saw a wall of flames coming over a canyon."All of us are still grappling with the trauma to this day," he said. "We are constantly planning fire escape routes and putting together emergency kits. SAN DIEGO, Calif (KGTV) - In an effort to calm people's fears about new streetlights equipped with cameras and sensors, the City of San Diego will hold a public forum Wednesday night to answer questions and explain what the new technology does, and does not do.The meeting is from 5:30 to 7 pm, at the Malcom X Library on 5148 Market Street.Over the last two years, the city has installed more than 3,000 new streetlights that have "Smart City" technology built into them. The footage from the cameras isn't accessible to the public, and the cameras are not for surveillance. According to the city, the footage has already been used to help SDPD solve a handful of crimes.Hooven also says the cameras will use GPS technology to ensure they only get footage of public spaces, and not areas that are expected to be private. The system uses a process called "curtilage" to blur any areas that shouldn't be shown.Hooven says the city is ready to answer any other questions people have about the new lights at Wednesday's meeting."Technology is coming and we're trying to embrace it to provide a lot of benefits to the city and save us money," she says. SAN DIEGO, Calif. (KGTV) - Shane Harris is a civil rights activist based in San Diego and also the president and founder of The People’s Alliance for Justice. He said after George Floyd was killed in Minneapolis, a conversation started among activists and he was called to go to the epicenter of the tragedy. He brought with him ,000 to donate to the Floyd family, money that was possible thanks to a match from Mark Arabo and Sam Nejabat. Harris spent the weekend following the killing in Minneapolis, meeting with other activists, leading and participating in protests, visiting the site where the killing happened and also talking to the Floyd family. He said the Floyd family impressed him with their desire to end the violence and now move forward with active change. Harris stood behind the Floyd family as they addressed the world, offering support as George Floyd’s brother spoke. “He was really focused on peace. What do we need to do to resolve these issues in America? How do we address reform moving forward? How do we put an aggressive plan together?” said Harris. Harris is returning to San Diego Tuesday evening and is bringing with him that message of active change. “Enough is enough, we need deliverables for our community. The looters and the rioters are not where the message should be focused, but it should be focused on black-led organizations and institutions that gravely need support from our allies,” said Harris. He said there are a few examples of change within the community that will make a difference. First, he cited the importance of AB 392, a bill that was inspired after the Sacramento killing of Stephon Clark by a policeman. I think it's frequently confused when you see incidents like in Minneapolis." Much of their final efforts is focused on getting supporters in the South Bay."We're putting people out in their own neighborhoods, talking to neighbors they already know, making sure they're filling out their absentee ballots," said Joe Biden campaign staffer Jack Hurley.Biden opened an office in the Eastlake neighborhood of Chula Vista shortly after the Iowa Caucus. While Biden does not have as big a staff or infrastructure as other campaigns, they have seen a boost in volunteers since Biden won the South Carolina primary. "I want to see change and I wanted Joe Biden to be that change, and that means I needed to get to work," said Russell, who walked in to the Biden office Monday to volunteer.Bernie Sanders has a large organization in San Diego, based out of its headquarters in Barrio Logan. Monday, teams worked in shifts to train volunteers to canvass the South Bay, focused particularly on San Ysidro. "Our goal is turning out voters that a lot of them haven't actually voted before. "But I realize as I share my personal Bernie story with all the doors that I knock on that I have a lot of commonalities with people."The Sanders campaign is particularly working to utilize a relatively new law in California that allows ballot delivery, meaning that campaign volunteers can pick up voters' ballots and deliver them to be counted. Because Sanders emphasizes turnout out non-traditional voters, especially young voters and people of color, ballot delivery could provide a boon, making it easier people who perhaps may not have gone to the polls to cast a ballot.The Mike Bloomberg campaign is also working to reach LatinX voters in the South Bay. It was a special time for him and his wife, Kelly.“We got to see Tom Petty right before he died, so we're super thankful,” Memeo said. They had a great time, so decided to go again this year.“So we got the tickets, and then all this stuff happened,” Memeo said.He bought the tickets through Vivid Seats. It cost roughly ,800 for their entire family. “That’s a lot for anybody,” he said.Meanwhile, his family got devastating health news. Kelly’s cancer returned. Danny said her prognosis is not good, with an estimated 12 months left to live.“[We’re] thankful for 12 months, thankful for family,” Danny said. “But wow, what a difficult year for a lot of people.”Back in July, Kaaboo officially announced there would be no event this year. “All pass holders will have the option for a full refund,” said a statement on its website.Because Danny’s family bought tickets through a different site, it’s a different story. As of Monday morning, he did not have any luck getting his money back.“They just said… when it does get rescheduled, you’ll get those tickets and you can sell them if you don’t want them,” Danny said the company told him.Vivid Seat’s website said that if an event is canceled, customers “will receive a Rewards Cash loyalty credit for 110% of the full value of your order total.”For postponements, customers “will need to hold onto [their] tickets for now.”Team 10 contacted Vivid Seats and informed them of the Memeo family’s situation.A spokesperson said they would refund them immediately.“Vivid Seats was happy to refund Kelly.
