ZHENGZHOU, Nov. 10 (Xinhua) -- Chinese President Hu Jintao has urged to establish and improve the mechanism of democratic self-governance of villages that can both secure the Communist Party's leadership and safeguard villagers' rights.     In a recent written instruction, Hu called on local officials to make efforts to improve the grassroot governance mechanism in rural areas in line with the basic conditions of the country.     Other leaders including Vice President Xi Jinping have also made similar instructions.     In a meeting on Tuesday in Zhengzhou, capital of central China's Henan Province, Li Yuanchao, head of the Organization Department of the Communist Party of China Central Committee, urged officials to study the leaders' instructions.     The building of grassroot governance organizations in rural areas must be strengthened, and the village-level democracy and self-government mechanism must be further improved, Li said.

BEIJING, Dec. 28 (Xinhua) -- Chinese Premier Wen Jiabao Monday asked auditors to keep a close eye on public investment projects to help avoid embezzlement and waste of public funds.     Jerry-built projects and vanity projects should be strictly forbidden with the help of closer follow-up scrutiny of public funds, said the premier in a meeting with participants at a national auditing conference.     The National Audit Office (NAO) statistics showed that altogether 234.7 billion yuan (34.51 billion U.S. dollars) of public funds have been misappropriated and 16.3 billion yuan wasted during the first 11 months this year. As for now, special attention should be paid to fiscal and financial risks, he said.     He also called for giving full play to the role of auditing in the fight against corruption and severely cracking down on corruption.     China carried out audit among more than 20,000 government officials including provincial level cadres and bosses of large state-owned enterprises this year. Cases involving 67 senior officials and 164 others were handed over to judicial authorities, said the NAO.

Li made the remarks when meeting with heads of some of the delegations attending the third meeting of ministerial level officials of the executive committee of the Global Nuclear Energy Partnership(GNEP) in Beijing.     Li said China is ready to deepen international cooperation in this respect by promoting mutual benefit and win-win of all parties. He expressed the wish that GNEP partners should adhere to the principle of equality and seeking common ground through consultation.     He hoped that the partners should reach consensus on the basis of thorough consultation so as to realize common development.     Li said nuclear energy is a quality, highly efficient clean energy. The peaceful use of nuclear energy is an important task for the human kind to achieve sustainable development.     As the most populated developing country in the world, China has made active effort to develop new energy, including nuclear energy, Li said.     This is conducive not only to improving standards of energy supply and meeting the demands for economic, social development and improvement of people's living standards, but also good for environment protection and harmony of energy and environment, Li said.     The GNEP ministerial meeting will be held in Beijing on Friday. Delegations from 42 countries and two international organizations will attend the meeting, including the International Atomic Energy Agency.

  

BEIJING, Oct. 28 (Xinhua) -- A senior Chinese mainland official on Wednesday urged media organizations across the Taiwan Strait to cover more stories on cross-Strait relations and report news events in an objective and comprehensive manner.     Jia Qinglin, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), made the remarks in a meeting with a group of Taiwan media representatives led by Chiang Pin-kung, chairman of the island's Straits Exchange Foundation (SEF).     Media organizations play an irreplaceable role in promoting information exchanges, helping people on both sides better understand each other and eliminating estrangement, Jia said.     In light of the bright prospect of the peaceful development of cross-Strait relations, media exchanges between the two sides are facing unprecedented opportunities, he said.     Jia called for an early establishment of resident media bureaus on both sides and closer cooperation between news organizations to promote traditional Chinese culture.     He encouraged the staff of the media industry to seek common ground while shelving differences.     On behalf of the SEF and the people in Taiwan, Chiang expressed gratitude for the mainland's donations and assistance after the island was hit by Typhoon Morakot in August.     Mainland's donations, which were transferred to Taiwan mainly through the mainland-based Association for Relations Across the Taiwan Straits (ARATS), will be used for reconstruction in Taiwan, Chiang said.     Chiang also stressed the need for media at both sides to carry out further communication and cooperation.     According to Jia, the ARATS and the SEF had initially agreed to have the fourth round of talks in Taiwan's Taichung in mid or late December.

  

BEIJING, Jan. 7 (Xinhua) -- The annual per capita GDP in Beijing was expected to top 10,000 U.S. dollars in 2009 as the national capital expected an over 9.5 percent economic growth for the same year, said an official with the municipal economic planning agency Thursday.     Beijing expected to rake in financial revenue totaling 202.7 billion yuan (about 29.8 billion U.S. dollars), up 10.3 percent year on year, said Zhang Gong, head of the Beijing Municipal Development and Reform Committee.     The income of urban and rural residents were estimated to rise by 9 percent and 12 percent respectively in 2009 compared to 2008 figures, said Zhang.     Government policies and investment had helped boost local industries amid the global downturn, Zhang said. The city's industrial added value was expected to grow by about 8 percent and the service sector by more than 10.5 percent in 2009, accounting for 73.5 percent of Beijing overall economic strength.     Beijing also strengthened infrastructure construction in 2009 to raise its capability for sustained development, Zhang said. The length of highways and track traffic lines in operation reached 884 kilometers and 228 kilometers respectively currently. The city still has 276.7 kilometers of track traffic line under construction, he said.     The annual per capita GDP in Beijing was more than 9,075 U.S. dollars in 2008 and the figure was 7,370 U.S. dollars in 2007.
