(KGTV) -- Deputies arrested a man they say kidnapped his girlfriend’s 8-year-old son early Wednesday morning.According to the San Diego County Sheriff’s Department, the alleged kidnapping happened on the 300 block of Hillside Terrace at 2:15 a.m.Authorities say Guillermo Cruz, 32, was intoxicated when he drove to his girlfriend’s house, jumped a balcony fence, and abducted the woman’s sleeping 8-year-old son. Deputies say Cruz is not the child’s father.After calling 911, deputies spotted the vehicle Cruz was driving and pulled him over before making the arrest. The young boy was unharmed.Deputies say they noticed Cruz had an empty vodka bottle in the car with him. He was arrested on multiple charges, including child abduction, kidnapping, child endangerment, driving under the influence and burglary. 832

(KGTV) - A six-year-old Vista boy said he was approached by an unknown man in a car Monday night who asked him if he wanted pizza.Erika Bristow said her son was playing on their driveway when the man drove up and tried to get the boy’s attention.“He definitely realized immediately it wasn’t a safe situation,” Bristow said of her son, who ran inside to tell them about it.Her son has special needs and is normally very friendly, according to Bristow. So over the past year, she and her husband have been reinforcing the “stranger danger” lesson. Earlier this week they said the topic was even addressed during their son’s karate class.After his son told them about what happened, Craig Bristow said he ran out to the driveway to look for the car. He said he saw it up the street parked behind some trees before the driver sped back down the road.He said he caught a look at the car and the driver but was too distracted to take down the license plate.“All those thoughts are coming through your mind. It’s like a parent's worst nightmare,” he said.They called the sheriff’s Ddepartment, which sent out patrols, but they could not locate the car. The Bristows described the vehicle as a new, white Honda Civic hatchback with roof racks and a sunroof.The family said they did not get any pictures of the car and so far have not heard from any of their neighbors if the car was captured on surveillance cameras.Erika Bristow said the incident has shattered her sense of safety on their winding, quiet street in Vista.“One hour I’ll just cry. It’s anger. It’s rage. Earlier today, I wanted to punch a wall, I wanted to scream,” she said.Anyone with information is urged to contact the San Diego County Sheriff's Department. 1742

WASHINGTON (AP) — Federal officials are outlining new rules that will let operators fly small drones over people and at night. Most drones will need to be equipped with remote identification that can be tracked by law enforcement officials. The final rules announced Monday by the Federal Aviation Administration could boost the commercial use of drones, which has been slowed by regulatory hurdles. UPS, Amazon.com, and Google parent Alphabet are among many companies exploring the potential for making deliveries to consumers with drones.“These final rules carefully address safety, security and privacy concerns while advancing opportunities for innovation and utilization of drone technology,” said U.S. Secretary of Transportation Elaine L. Chao.The FAA issued the following three operational requirements:1. Operate a standard Remote ID drone that broadcasts identification and location information of the drone and control station;2. Operate a drone with a Remote ID broadcast module (may be a separate device attached to the drone), which broadcasts identification, location, and take-off information; or3. Operate a drone without Remote ID but at specific FAA-recognized identification areas.According to the FAA, the Remote ID will help mitigate risks associated with expanded drone operations, such as flights over people and at night, and both rules support technological and operational innovation and advancements. 1436

  

WASHINGTON — Congress is defying President Donald Trump on removing Confederate symbolism from the military.The Senate on Thursday joined the House in approving legislation that would rename bases like Fort Bragg and Fort Benning that are named for Confederate officers.The Senate vote was an overwhelming 86-14 vote. Earlier this week, the House passed the measure with a 295-125 vote.The Senate passage opens the door for the Senate and House Armed Services Committees to open negotiations for a final version of the bill. Once that bill is passed, it would head to Trump's desk.Even if Trump were to veto the bill, Thursday's vote indicates that Congress could override it and make the bill a law.Trump has said he favors that military bases keep the names of Confederate military leaders, despite efforts from Pentagon officials to change the name. Trump says renaming the bases would be re-writing history; critics say it's inappropriate for U.S. military bases to bear the names of those who fought on the side of slavery and against the Union.There are currently 10 Army bases throughout the U.S. named after Confederate generals, as well as a number of smaller military institutions with such names.The legislation would approve 1 billion in spending for the military and also includes a 3% pay raise for the troops. 1335

  

VISTA, Calif. (KGTV) -- A Navy veteran accused of torturing and disfiguring his neighbors’ dogs decided Tuesday to represent himself in court.The accused attacker, David Herbert, told the jury room repeatedly that he didn’t do it, adding that authorities have the wrong man.Prosecutors in the case say the evidence and video show there’s no mistake. Herbert is accused of such torture as gouging out a Husky’s eye and pouring acid on another. Prosecutors say they have several smoking guns, including a bloody bat and saliva samples with DNA from the dogs taken from Herbert’s car and home.The most compelling evidence in the case is surveillance video of a missing dog Herbert is seen driving away with. The dog was never seen again.Other neighbors further detailed the alleged abuse inflicted on the two Huskies. One of the dogs was dumped at Camp Pendleton and, when that failed, Herbert reportedly broke into their home, gouging out one of the dog’s eye and forcing another to ingest antifreeze.Both families said they moved, terrified Herbert would hurt their children. Herbert faces up to 16 years in prison if convicted. 1150
