TIANJIN, Oct. 4 (Xinhua) -- The United Nations' chief climate change negotiator applauded China on Monday for its efforts in dealing with the challenge of climate change, saying she was impressed by the determination of the Chinese people and their government.Christiana Figueres, executive secretary of the United Nations Framework Convention on Climate Change(UNFCCC), made the remarks in China's northern city of Tianjin at a welcoming reception held by the Chinese government.A new round of UN climate talks is being held in the port city on Oct. 4-9 in preparation for the year-end Cancun summit in Mexico."Here in Tianjin, I have seen much evidence of determination," said Figueres."(I saw the) determination of the government of China to reduce their CO2 emissions per unit of GDP by up to 45 percent by 2020, (and the) determination of the people of China to turn China into the world's leader in renewable energy technology and to find a visionary balance among economic development, poverty eradication and climate protection."Figueres also praised the host city, saying, "(I saw the) determination of the government of Tianjin, China's fourth-largest city, to be a model city for the circular economy, a pilot city for low-carbon growth and an exemplary city for sustainable development.""A striking example is the Tianjin Eco-City project between Singapore and China and with significant private sector investment, which will provide eco-friendly housing for some 350,000 people," she added.More than 3,000 delegates from 177 parties and observer states and over 200 non-governmental organizations are attending the Tianjin gathering, the final one prior to the United Nations Climate Change Conference to be held in Cancun at the end of this year.Figueres concluded her speech at the reception with a Chinese proverb, "Zhong Zhi Cheng Cheng," which means "With everyone's determination, we can do anything." She also urged all the participants to make concerted efforts to reach a consensus during the climate talks.

DALIAN, Sept. 26 (Xinhua) -- Russian President Dmitry Medvedev on Sunday called on the young in Russia and China to pass on the friendship forged during World War II.Medvedev made the call in a meeting Sunday morning with more than 20 veteran Chinese and Russian soldiers who participated in China's War of Resistance against Japanese Aggression (1937-1945), part of WWII.The Russian leader, who arrived in the northeast China's port city of Dalian Sunday morning, first laid flowers at a monument commemorating Soviet Union war martyrs. In the following meeting with Chinese and Russian veterans, Medvedev said Russians and Chinese forged profound friendship in their joint fight against the Nazis, and such friendship constituted the solid foundation for the relationship between the two countries. The Russian President thanked Russian and Chinese veterans for their contributions to peace. He also thanked China for renovating the memorial, which was one of more than 70 memorials commemorating Soviet Union war martyrs throughout China. All those memorials had been refurbished to mark the 65th anniversary of the victory of WWII.Dalian was the first stop of Medvedev's three-day visit to China. This was also Medvedev's second state visit to the country since he assumed presidency in May 2008.Later Sunday, Medvedev flew to Beijing to continue his state visit to China.During his stay in Beijing, Medvedev will hold talks with Chinese President Hu Jintao and call on other Chinese leaders, including top legislator Wu Bangguo and Premier Wen Jiabao.Medvedev will also travel to east China's metropolis of Shanghai, where, on the next day, he will meet with Chinese Vice President Xi Jinping and attend events marking the Russia Day at the ongoing World Expo, which runs from May 1 to Oct. 31.

TAIPEI, Sept. 5 (Xinhua) -- Cai Wu, honorary chairman of the mainland-based China Friendship Association of Cultural Circles, said on Sunday that he and his colleagues would work to promote cross-Strait cultural exchanges and cooperation "in a comprehensive manner" with Taiwan."We are willing to build a cross-Strait cultural exchange platforms with a more open and pragmatic attitude," Cai remarked on the eve of Monday's cross-Strait cultural forum. He noted that his delegation would move forward based upon the agreements and proposals expected to be reached during the upcoming cultural forum.Further, the delegations hope to draw up cross-Strait cultural exchange policies that would bring tangible benefits to people on both sides, Cai said.Cai began his visit to Taiwan Thursday to attend the cross-Strait cultural forum at the invitation of the Taiwan-based Sheen Chuen-Chi Cultural and Educational Foundation.More than 150 experts from both sides of the Taiwan Strait will discuss the development of cultural industries across the Strait at the forum. The forum is jointly sponsored by the mainland association and the Taiwan-based foundation.

BEIJING, Oct. 18 (Xinhua) -- U.S. probe into Chinese clean energy policies, dubbed Section 301, will harm the United States itself by revealing more of its own subsidies to new energy businesses, Zhang Guobao, head of the National Energy Bureau, said Sunday evening. The U.S. Trade Representative's office started the investigation on Oct. 15 in response to the United Steelworkers Union's complaint on Sept. 9 that China's support for its renewable energy industries gave Chinese producers unfair edges over competitors."Chinese subsidies to new energies companies are very small, but the United States had subsidized the new energy enterprises with 4.6 billion U.S. dollars in cash in the first nine months of 2010, including 3 billion U.S. dollars to wind power enterprises," Zhang said.Zhang rejected charges that China's wind power bid prefers Chinese enterprises and has discriminated against foreign companies."China has no discriminatory items on new energy equipment producers," Zhang said. Many foreign wind power equipment producers participated in bidding in China and some won biddings from 2003 to 2005, Zhang said. But chances for them to win have been dropping as they offer prices much higher than the Chinese companies, Zhang said."In contrast to China's open attitude, the United States issued a bill in 2009 to subsidize renewable energies, energy efficiency and smart power grid sectors. Among the subsidies, 25.2 billion U.S. dollars went to the renewable energy sectors," Zhang said. The subsidized U.S. solar power sectors are required to use domestically made equipment in the six-month rule starting Aug. 16 in 2010, Zhang said."How much on earth has China exported new energy products to the United States?" Zhang asked."We have only exported three wind turbines to the United States, or less than 10,000 kw (of generating capacity). The U.S. General Electric Company, however, exported 80,000 kw of wind turbines to China in 2005 and the figure increased to about 340,000 kw in 2009," Zhang said, adding that its total wind turbine exports to China topped 1.13 million kw in the past five years."China's wind power (equipment) market stood at 85 billion yuan in 2009, about 21 percent of which was imported from overseas," Zhang said, adding that it showed China's wind power provided large opportunities for foreign producers to send exports to China.China and the United States should carry out dialogues in new energy sectors, Zhang said. The United States had proposed to communicate through video meetings on Oct. 12 with China on new energy products, but it also had been postponing the dialogue before declaring the probe on Oct. 15."I was very much astonished at it, wondering what the United States wants. Do they want fair trade, a normal dialogue or transparent information? ...Judging from the procedures, I believe (politicians of) the United States are more willing to get votes," Zhang said.In a statement Saturday, China's Ministry of Commerce (MOC) expressed "regret" over the U.S. probe on Chinese clean energy products and said China would defend its interests in the World Trade Organization (WTO) rules."The union's complaint is groundless and irresponsible" as both parties should act in line with the WTO rules, said an official with MOC's Bureau of Fair Trade for Imports and Exports in its statement. The statement said the United States was subsidizing up to 2,300 energy-related programs, including clean-energy projects.

SHANGHAI, Oct. 23 (Xinhua) -- An official of one of China's top government think tanks called on Saturday for the readjustment of the nation's breakneck expansion of the auto industry as an explosion of new cars on China's roads aggravates problems with pollution and congestion.Liu Shijin, deputy director of the Development Research Center of the State Council, told a forum that the government should shift its guidance to automakers from mere pursuit of output capacity to environment-friendly and energy-saving targets. Also, auto manufacturers should strengthen their safety and quality control standards, he said.Sales of domestically-manufactured autos rose 36 percent year on year to reach 13.14 million units in the months through September, as lower-priced automobiles have become more affordable for better-off Chinese people, according to data released by the China Association of Automobile Manufacturers (CAAM) on Oct. 12.In fact, annual sales and production could exceed 17 million, CAAM said.Although the expansion has brought an industrial boom to the country and boosted domestic demand, it has also triggered widespread concerns over the country's energy capacity, pollution levels and notorious traffic jams.In Beijing, the increasing number of private cars, along with heavy rainfall and a spurt in holiday travel, caused a record 140 traffic jams on a single Friday evening last month. In some parts of the city on that day people spent nearly two hours on what would normally have been a 15-minute commute.Further, Liu said increasing social problems arising from the country's industrial boom has made its future development unsustainable, which is a test for the government. He also suggested government allow market forces to play a larger role in allocating resources, and also permit uncompetitive producers to be phased out.
