SAN DIEGO (KGTV) -- A Baja Beach Cafe employee is suing her employer and her former manager, alleging sexual harassment, negligence and sexual battery. Allison Biagioni has worked at Baja Beach Cafe in Pacific Beach Cafe for three years. Biagioni says her former manager sexually harassed her multiple times. Biagioni says the incident that made her come forward was this past January at a birthday party with coworkers. Biagioni says, the manager at the time, groped her, kissed her, and put her hand in his crotch. He also allegedly made inappropriate comments towards Biagioni in front of other coworkers. Biagioni's attorney, Anna Yum, tells 10News the incident was reported to San Diego Police, but 10News is not naming the former manager because he was never arrested or charged with a crime. The Baja Beach employee says she expressed her concerns with another manager and to human resources, but says the manager tried to dissuade her from moving forward with her complaint. SAN DIEGO (CNS) -- Unemployment numbers continue to decrease across San Diego County from a high of 25% in May, a report released Thursday from the San Diego Association of Governments found.The region's unemployment rate is estimated to be 15.9%, the SANDAG report found, 1.8% lower than the previous week and 9.1% lower than this time last month.According to the report, the number of unemployed people in the county began to drop when Gov. Gavin Newsom announced the state was moving into Stage 2 of his four-stage reopening roadmap on May 8. The report also credits local politicians for getting people back to work."Elected officials in the San Diego region have worked aggressively to help businesses reopen as quickly as possible, which contributed to approximately 150,000 workers returning to work in the past month," a summary of the report said. "However, there are still roughly 270,000 unemployed people in the region (down from 425,000 in early May)."San Diego County moved into Phase 3 of reopening in early June, which allowed in-store retail, restaurants, manufacturing facilities, hair salons and barbershops, bars, zoos, movie theaters and hotels to resume operations with appropriate social-distancing rules in place. On June 19, nail and facial salons and tattoo and massage establishments were allowed to reopen.The unemployment rate of 15.9% in the region is still 50% higher than it was at the peak of the Great Recession -- 10.8% in 2009 -- which signals that there is still a long way to go to return to the unemployment levels recorded in March 2020, before the start of the public health crisis.The most affected ZIP Codes remain those in the southern and central part of the region. The five ZIP Codes still experiencing the highest unemployment rates are Golden Hill, College Area, City Heights, San Ysidro and Logan Heights. These areas have an average unemployment rate around 20%.The five ZIP Codes with lowest unemployment rates are Del Mar, Carmel Valley, Rancho Santa Fe, Chula Vista NE and Rancho Bernardo W. These areas have an average unemployment rate of around 12%. 2114

SAN DIEGO (KGTV) - A gas leak prompted a major freeway closure in the heart of San Diego County early Wednesday, lasting hours and causing delays just as long.The leak was reported just before 11 a.m. near Ulric Street and Friars Road in Mission Valley. State Route 163 was closed in both directions from Interstate 805 to I-8 shortly after.San Diego Gas and Electric said crews must let the line "bleed out," which could last hours. SAN DIEGO (KGTV) -- A man died Saturday night following an officer-involved shooting in El Cerrito. Police say they received a call just before 8 p.m. from a 70-year-old woman who said her 52-year-old nephew attacked her with a brick at a home on the 5800 block of Adelaide Avenue. Two officers responded to the scene and found the woman, who they say had been hit in the head and chest. Officers found the man in the backyard of the home and tried to arrest him, but they say he struggled.Witnesses say the suspect then picked up a shovel and started swinging at police. "He continued quickly advancing on the officers while swinging the shovel, prompting one officer to fire his Taser, while the second officer fired his service weapon," San Diego Police said in a news release. The suspect was struck by gunfire at least once and died at the scene, police say. The man's identity isn't being released at this time. The suspect’s aunt is expected to be okay and no officers were injured in the incident. The department says one of the officers is a four-year veteran of the department while the other is a 16-year veteran. SAN DIEGO (KGTV) - A former San Diego Unified School District student and football player is suing the district.The lawsuit filed by Jason Srouy alleges he was never informed of the potential financial and legal risks of participating and playing an organized sport if a lawsuit were to be filed alleging any negligent or other claims against the student-athlete.In 2018 Srouy and the school district were sued by a referee. The referee was injured during a 2015 game and claimed it was done on purpose. He alleged Srouy had a history of unsportsmanlike conduct known and encouraged by the coaching staff.At the time Srouy told 10News he was playing wide receiver during the game, tasked with blocking the opposing cornerback. During the block, he says the opposing player fell onto the back of the referee's legs, injuring the official.In a previous interview, Srouy said after learning of the lawsuit a school official led his family to believe the district would help him; however that was not the case. “It wasn’t on purpose, it was an accident, I didn’t mean to hurt anybody," said Srouy.Srouy’s attorney tells Team 10 he was eventually dropped from the lawsuit but not before racking incurring more than 5,000 in costs and fees.A spokesperson for the district says they can’t comment on pending litigation. 1323
