BEIJING, Aug. 6 (Xinhua) - Temperatures as high as 41 degrees Celsius continued to grill south China this week, but local Chinese are popping up with cool ways to cope with the heat.Every morning this summer, thousands of residents in the eastern Chinese city of Hanzhou rush to air-raid shelters, not to escape air attacks, but summer heat.In the capital of Zhejiang Province, many city dwellers have found their summer resorts in the city' s nine bomb shelters, which were dug beneath hummocks in the 1960s to defend against "American imperialist invaders" .In one shelter in southern Hanzhou, elders are watching swordsman TV opera or playing mahjong, while children play hide-and-seek in the labyrinth-like place.Temperatures inside the shelter were 22 degrees Celsius, compared to 38 degrees Celsius outdoors, according to a LED screen above one entrance."We old folks don' t like to be cooped up in air-conditioned rooms," said Ye Chulin, a local retiree. "Here the air is fresher and we can associate with many friends."The shelters, with benches, LCD TVs, and other newly installed comforts, were opened to the public free of charge and have apparently seen more visitors than back in the Cold War years.In fact, more than 3,000 residents frequent the shelters to find relief from the summer heat every day, said Cheng Zhiguo, an official with the municipal civil air defense administration.A resident surnamed Xu told Xinhua that spending his leisure time in the shelter could save him ten yuan (1.5 U.S. dollars) in air-conditioning costs per day."And this is not just about saving money, but it is also more environmentally friendly," added Xu.In the neighboring province of Jiangxi, residents are swarming into free, air-conditioned libraries to stay cool, and to learn!In the Jiangxi Provincial Library, chairs in all reading rooms are fully occupied. Latecomers have to read sitting on the floor or leaning against the wall.

BEIJING, Aug. 11 (Xinhua) -- China's central government has urged more efforts to be made to ensure this year's grain output, a government statement said Wednesday.A string of policies have been rolled out to support autumn grain production, said the State Council, China's cabinet, in the statement released after an executive meeting chaired by Premier Wen Jiabao Wednesday.Autumn grain production is key for China to meet its annual output target as it accounts for 70 percent of the total production.The Ministry of Finance will allocate 1.1 billion yuan (162.4 million U.S. Dollars) to subsidize purchases of fertilizer and pest control, the statement said.Wen urged efforts to restore production in disaster-hit regions at the meeting, after large swathes of farmland have been affected by floods in recent months.Wen also stressed the application of technology and weather forecasting at the meeting.China's summer grain output declined 0.3 percent year on year to 123.1 million tonnes this year, the first fall in seven years, according to the National Bureau of Statistics.

HAIKOU, July 16 (Xinhua) -- Typhoon Conson landed at Yalong Bay of Sanya City, in south China's island province of Hainan, late Friday, causing casualties.Conson made landfall at 7:50 p.m., packing winds of up to 126 km per hour at the center, according to the disaster prevention office of Sanya, a tourist resort.It brought heavy rains and strong winds to Sanya, uprooting trees, pulling down billboards and light poles and partly cutting power supply.A security guard was buried in debris after a giant billboard toppled at about 7:26 p.m.. The man was found dead at about 11 p.m. after rescuers pulled away the billboard with the help of machines.A motorcycle rider was hit by a falling billboard and died at the site at about 8 p.m..The typhoon is expected to hover in the island for about 9 hours before it enters Beibu Bay on Saturday morning.The city had recalled to port all fishing boats by Friday noon and almost 40,000 people across the island had been relocated by 4:30 p.m..The typhoon, the first to hit China this year, has triggered high waves and cut some village roads.

  

BEIJING, Aug 20 (Xinhua) -- Chinese President Hu Jintao and other state leaders have made donations to help the relief and reconstruction work in Zhouqu County, which was devastated by a massive mudslide .Former President Jiang Zemin donated as well.Other state leaders who donated include Wu Bangguo, Wen Jiabao, Jia Qinglin, Li Changchun, Xi Jinping, Li Keqiang, He Guoqiang and Zhou Yongkang, all Standing Committee members of the Political Bureau of the Central Committee of the Communist Party of China.So far, over 200 million yuan (29 million U.S. dollars) have been raised among Party members and staff of the central state organs.The death toll from the mudslide that hit the county in northwest China's Gansu Province had risen to 1,407 as of 4 p.m. Friday, with 358 still missing.

  

LUOYANG, July 11 (Xinhua) -- Chinese President Hu Jintao has stressed economic restructuring, agricultural production and the role of grass-root party organizations during his visit to the city of Luoyang in central Henan province.Hu visited state-owned enterprises, research institutes and talked with local farmers during this trip from Friday through Sunday.At Citic Heavy Industries Co., Ltd., the largest manufacturer of mining machinery in China, Hu learned that the company had shifted focus from manufacturing to research and development. He said innovation is the lifeblood of a company.He also visited a tractor manufacturing plant and a bearing producing company, both enjoying rapid growth thanks to restructuring. Hu asked officials at the two companies to continue with their restructuring and their ongoing expansion through innovation.Hu also visited two research institutes. At China Aviation Lithium Battery Research and Development Center, Hu asked the center to seize the opportunity as the new energy industry is booming and the market demand for lithium batteries is expanding.At another research institute, Hu stressed the role of talent in scientific and technological research.Hu also urged the province to to do a good job in agricultural production this year, as Henan contributes the largest share of crops in China.Hu urged village-level party organizations to serve the interests of farmers while visiting a local village.Hu visited farmers at a corn field and asked about the yields and price of corn. Hu told farmers that supporting grain production is a long-term policy and the state will again boost such support in the future so farmers can earn more and increase their wealth by planting grain.Hu said China would continue to give priority to the development of rural areas, agriculture and farmers during the 12th five year plan, China's development blueprint for the next five years.Hu noted that China's grain yields have increased for 6 consecutive years, and this year the summer yield of grain is another good harvest, despite earlier bad weather.Hu said, however, that Henan, as China's bowl of grain, should take on the responsibility to safeguard the nation's food security and enhance its agricultural production capacity.While visiting a local village, Zhouli village of Mengjin county, Hu requested village-level party organizations to work for the interests of farmers.Hu added that the party organization plays a critical role in improving the standards of living for farmers.Zhouli village was relocated to its present site to make way for a water conservation project in the Yellow River in 1995. Since then, the per capita annual income of local farmers rose from 680 yuan (100 U.S.Dollar) to its current 4,950 yuan now, and farmers now have access to running water, cable TV as well as other public services.Hu said the government would continue providing favorable policies to farmers so they might lead better lives.At the end of his visit, Hu urged continuing efforts to transform the economic growth pattern, adjust the economic structure, increase the amount of indigenous innovation, continue to promote energy conservation, emission reduction and environmental protection as well as reform and opening up.
