SAN DIEGO (KGTV) -- Saturday marks the first day of the electric scooter and motorized device ban on San Diego's beach boardwalks. They include La Jolla Shores, Pacific Beach, Mission Beach, and the bayside walk area of Mission Bay.The ban comes after multiple reports of wipeouts, severe injuries, and even deaths. It was finalized by a 5-4 city council vote in December. For the first 30 days, San Diego Police will be issuing warnings. After that, they will be giving out citations. Despite being illegal, the scooters will be geo-fenced to 3 miles-per-hour on the boardwalks. This is slower than the average walking speed and the safest way to enforce the ban.10News met Felicia Minton and her mommy group, walking along the boardwalk in Mission Bay. She said she feels much safer since the ban went into effect. "Is it a good thing. I think people are naturally starting to understand that it's not the safest way of transportation," Minton said. Some people said it is not fair to be lumped in with e-scooter renters who are not good at what they do.We also met Will Brockett, who owns and rides a device called the "One-Wheel." It resembles a skateboard with one giant motorized wheel in the center of the board. "I just hit 1,300 miles on it," Brockett said. He is in a Facebook group of enthusiasts who go on group rides, mostly in Mission Bay, including the boardwalk. Before the council vote, his group submitted a petition to stop the ban, arguing that as responsible owners, they take care of their rides and prioritize safety. "You don't ride completely hammered after a Saturday night, on a dark street with no safety gear," Brockett said. California law defines a motorized scooter as a vehicle that has two wheels, handlebars, a floor-board that can be stood up while riding, and a motor. But the local prohibition includes ALL electric devices, including e-scooters, e-bikes, Segways, and one-wheels. "If somebody is acting with no regard for safety or pedestrians, that falls on the individual. Not on a whole group of individuals," Brockett said. SAN DIEGO (KGTV) - San Diego Sheriff's Deputy Richard Fischer was re-assigned to administrative duties after a woman's allegations of inappropriate behavior surfaced this week.Now, a San Marcos woman is alleging Fischer did the same thing to her last year.    The woman is accusing Fischer of inappropriate conduct and touching in August of 2016, according to her attorney, Dan Gilleon.RELATED: Woman claims she was groped by San Diego deputy, files claim against department"Her house was burglarized during in the day and Fischer was one of the deputies that arrived to investigate the burglaries. They all leave," Gilleon said of his client's claims.Later, Gilleon said she heard a knock at her door."It's Deputy Fischer again. She opens the door and he looks at her and says, 'It looks like you could use a hug,' and without her consent reaches in and hugs her," Gilleon said.Gilleon added Fischer knew no one else was home."It shocks her, she's startled. The hairs going up on the back of the next," Gilleon said, alleging Fischer then uses the same ruse as another woman claims - asking to use the bathroom."Now he's deeper into the house and hugs her again. Now she's resisting and walks him to the door and he says - don't worry. I'll be in the community and I'll be keeping an eye out for you," Gilleon said.The second woman saw a news story about the other woman's similar allegations and recognized Fischer, according to her attorney."When she saw the story she knew word needed to get out. She wanted the other woman to know the same thing happened to her and she wanted the community to know this is what he is out there doing," Gilleon said.   Gilleon is filing the second claim next week.An SDSO spokesman told 10News  he will look into this second allegation and issue a statement. 1894

SAN DIEGO (KGTV) — San Diego State University's effort to construct a new stadium in Mission Valley received a massive backing Thursday.SDSU officials announced a -million donation on behalf of local philanthropist Dianne Bashor. The gift is the lead donation toward the stadium project and one of the single largest ever made to the school, officials said."I think the students and people of San Diego benefit from everything we do with this property," Basher said during a press conference Thursday. "My husband and I always felt when we get things, we give things. "This is an extraordinary gift and an important investment in the future of SDSU."In November, the City Council voted unanimously to move forward with the process to allow the university to buy the Mission Valley land. SDSU has offered the city .2 million to purchase the 132-acres that encompasses SDCCU Stadium. The land was appraised at .2 million by David Davis, a certified appraiser hired jointly by the city and SDSU. SDSU says the park is designed to accept 100-year flood conditions and accommodate any overflow from nearby Murphy Canyon Creek.Demolition of the existing stadium is expected to cost - million, SDSU says.University officials add that the stadium project could be altered to expand for up to 50,000 seats in the event that the NFL decides to return to San Diego.SDSU still needs approval from the California State University Board of Trustees on the stadium's environmental impact report, campus master plan, and draft sale agreement. The school is zeroing in on March 2020 to close escrow on the sale. SDSU intends to break ground on the site in 2020 and complete the redevelopment by the mid-2030s. SAN DIEGO (KGTV) -- Several University Heights residents are searching for a parrot they say flew out of their home and hasn’t been seen since. According to the owners, the 18-year-old parrot named Lily flew out of their home on Rhode Island Street on January 7. According to a Lily’s owners, the bird can fly but isn’t used to it. The parrot has a blue chest and head and the rest of her body is green. The search is becoming more and more dire, according to Lily’s owners. "It really feels very impossible,” said Mary Beth Cruden. On top of Lily not having food and water, nights have been cold across the county. "Really devastated about it. I loved the bird, the bird loved me,” William Smith told 10News. Lily’s empty cage now sits at the end of the driveway. Bird experts say if she smells something familiar she may come home. The family is hoping someone spots their beloved pet. "I would expect her to come walking up that street on her little two feet, she's practically a human being,” Smith said. Smith says if you spot Lily on the ground, hold your fingers close to her chest and she should hop on. Then hold on tight. The pair is offering a 0 reward to anyone who returns Lily. 1203

SAN DIEGO (KGTV) — San Diego Police say there may be more victims of a sexual assault suspect arrested last month.Juan Carlos Cordero, 35, was arrested on March 21 for multiple sexual assaults, police say. Based on the evidence though, police are looking other possible victims or persons with information.The crimes may have occurred between early 2015 and March 2019.Cordero is currently in custody and being held on million bail.He's described as a Hispanic male, about 6-feet tall, weighing 185 pounds, with neck length brown hair and unshaven. He also may have identified himself as "JC."Police said Cordero would approach intoxicated women at bars and nightclubs and convince them to go back to his apartment or hotel, where he sexually assaulted them. SDPD added he may have met women through online dating apps, where "he meets us with them, has them consume alcohol and/or drugs, and sexually assaults them."
