Matt Dobbs.Police say two women were driving in the area when they were confronted by a man with a handgun."The man manipulated the slide of the gun as if he were loading it and pointed the gun towards the women," according to a SDPD news release. SAN DIEGO (KGTV) — San Diego's Board of Supervisors announced 11 legally enforceable health orders to combat the spread of the coronavirus pandemic.The new health orders included:All public or private “gatherings,” defined as any event or convening that brings together 50 or more people in a single room or single space at the same time, such as an auditorium, stadium, arena, theater, church, casino, large conference room, meeting hall, cafeteria, or any other theater, church, casino, large conference room, meeting hall, cafeteria, or any other indoor or outdoor space, are prohibited. All non-essential gatherings of any size are strongly discouraged;All bars, adult entertainment establishments, and other business establishments that serve alcohol and do not serve food, shall close;All restaurants and other business establishments that serve food shall close all on-site dining. All food served shall be by delivery, or through pick-up or drive thru. Social distancing shall be required for persons picking up food on site.All businesses shall enact social distancing, increased sanitation standards, and shall make every effort to use telecommuting for its workforce. All businesses shall suspend any policy or procedure requiring doctor verification for sick or other leave approval;All public or private schools, colleges, and universities shall not hold classes or other school activities where students gather on the school campus. Parents of school-aged minor children shall take steps to ensure said children are not participating in activities prohibited by the Order and that social distancing requirements are practiced;A strong recommendation is made that all persons who are 65 years old or older, have a chronic underlying condition, or have a compromised immune system self-quarantine themselves at home;“Non-essential personnel,” defined as employees, contractors, or members of the public who do not perform treatment, maintenance, support, or administrative tasks deemed essential, are prohibited from entry into any hospital or long-term care facility. All essential personnel who show any potential signs or symptoms of COVID-19 shall be strictly prohibited from entry into hospitals or long-term care facilities;Hospitals and healthcare providers shall take measures to preserve resources including delaying non-emergent or elective surgeries or procedures where feasible;Hospitals, healthcare providers, and commercial testing laboratories shall report all COVID-19 test results to the Public Health Officer immediately after such results are received;All persons arriving in the county, from locations as found on the Centers for Disease Control and Prevention (CDC) Warning Level 3 Travel Advisory shall be subject to 14-day home quarantine, self-monitoring;A strong recommendation is made for persons exhibiting mild to moderate symptoms of COVID-19 to self-isolate themselves in their place of residence unless seeking medical treatmentThe new orders go into effect at 12 a.m. Tuesday."It is not a request, it is not a suggestion. SAN DIEGO (KGTV) - SeaWorld is seeing an unusually large number of sea lion rescues along the local coastline this winter."Most of those rescued are coming in emaciated and dehydrated," said Jennifer Zarate, SeaWorld Senior Animal Care Specialist.Zarate says since early December, SeaWorld has rescued 25 sea lions along the coastline."Definitely a little concerning," said Zarate.That is about three times the amount they normally see. Usually, rescue season begins in March, so these rescues are coming early. Those needing rescuing this winter are younger than normal, less than two years old. The cause is a mystery, but Zarate says those early winter storms could be playing a role. The big swells may be tiring the pups out, causing them to burn too many calories. The weather may also be impacting their food sources.."The winter storms may be pushing schools of fish out further than seal lion pups can get to. That's probably the reason why they might not find as much fish as they normally would," said Zarate. After being rescued by SeaWorld, the pups now doing well. So far, medical tests haven't turned up anything else unusual. The pups are gaining back weight as expected. Next week, the first three of those recently rescued will be released.SeaWorld says the coastline in Orange County has also seen an increase in sea lion rescues. SAN DIEGO (KGTV) — Santa Ana winds have fueled the most destructive wildfires in San Diego’s history, including the Cedar Fire in 2003 and the Witch Creek Fire in 2007.But why do Santa Anas form and what makes them so effective at spreading fire?Typically, during the day, San Diego’s winds blow from the ocean to the shore. These onshore winds tend to carry a lot of water vapor.However, Santa Ana winds blow the opposite direction, from the east to the west, and they have all the ingredients fires need to spread.“Strong winds,” said National Weather Service San Diego meteorologist Philip Gonsalves. “They’re typically very dry, and we usually end up with warmer conditions.”Strong. Dry. Hot. A fourth key factor elevating the fire danger is the timing of this wind pattern.“They typically occur in the fall, which is that time of the year when the fuel moistures are very low, and so the fuels are primed for ignition,” Gonsalves said.Winds flow from areas of high pressure to areas of low pressure. Santa Anas form when there is high pressure over the Great Basin, located in Nevada and parts of Utah, and low pressure over Southern California.The winds are coming from the desert, but that’s not why they’re hot. They are hot for the same reason that air coming out of a bicycle pump is hot, Gonsalves said. It’s because the air is getting compressed.As the winds flow west out of the Great Basin, they travel over mountains. At high elevations, the air is very cool, but as the winds move downslope into lower elevations where the pressure is higher, the air gets compressed. That compression rapidly drives up the temperature in what’s called the Adiabatic Process.This process also dries out the air, and dry air can heat up much faster.As the winds move downslope, they pass over ridges and through canyons, which act like funnels, speeding up the winds.Santa Ana winds can pop up any time the Great Basin is cooler than Southern California, typically from September to May. But peak season is considered to be October.The Santa Ana event on Tuesday is falling a little before the peak season because of the positioning of highs and lows in the Northern Hemisphere, Gonsalves said, but the end result is the same: strong, dry, warm winds and extreme fire danger. 2281
