America's aging infrastructure is expected to be a hot topic for voters in the upcoming midterm elections.Lawmakers on both sides want to fix it, but there’s one major sticking point: how do you pay for it?President Donald Trump has proposed a trillion plan to improve aging roads, bridges and tunnels across the country.Transportation Secretary Elaine Chao told Fortune magazine there's one sticking point between the two parties.“How do you pay for it, is the toughest question,” says Chao. “There are many ways of paying for the infrastructure proposal, and I would say the majority of them are not ones I could get consensus from in this audience.”One way that Republicans propose to raise money will impact most Americans directly.“A gas tax increase and a diesel tax increase of about 15 cents a gallon for gas and 20 cents for diesel to help fund this, because we do need to fund infrastructure upgrades,” says Republican strategist Ryan Williams. “We can't make the money appear out of thin air.”Republicans also want to raise money by letting private sector businesses help finance projects.Democrats have come up with their own trillion-dollar plan.“Where's the money [going] to come from? We don't want to increase our deficit. The tax bill's done that enough,” says Sen. Chuck Schumer (D-NY). “We say take some of those tax breaks from the wealthiest Americans and put them in middle class jobs.”Democrats want to increase the tax rate on the rich, raise the corporate income tax and reverse cuts to the estate tax.But the Democrats admit, as of now, their plan has little chance of going anywhere.“These are all ideological steps the Democrats are taking, because they don't control the House or the Senate,” says Democratic strategist Tiffany Cross.Both sides do agree they don't expect any action to be taken on infrastructure until after the midterm elections. 1887

An off-duty Forrest City, Arkansas police officer was shot and killed inside of his home Saturday afternoon from a gunman who sprayed dozens of bullets into the officer's home. An eyewitness told WREG-TV that Officer Oliver Johnson, Jr. was inside his home when someone in a vehicle sprayed the home with as many as 40 bullets. At least one of those bullets struck Johnson. Johnson's family attempted to perform CPR on the officer before paramedics arrived. Police told WREG that they do not believe Johnson was the target. "It was an encounter between the suspects and another group outside of the apartment," West Memphis Police Captain Joe Baker told WREG.  "This hits everyone a little close to home in law enforcement. ARLINGTON, Texas (AP) -- Fernando Tatis Jr. homered twice, including a grand slam for his major league-leading 11th of the season, and the San Diego Padres routed the Texas Rangers 14-4 to stop a five-game losing streak.Tatis had a career-high seven RBIs, and the 21-year-old's first career slam pushed him past Mike Trout, who started the night with 10 homers.However, Tatis’ home run in the top of the eighth inning drew the ire of Rangers manager Chris Woodward. Already leading 10-3, Tatis stepped to the plate with the bases loaded and worked the count to 3-0. The shortstop crushed the next pitch to right field for his first career grand slam.According to Padres beat writer AJ Cassavell, Woodward said after the game: “There's a lot of unwritten rules that are constantly being challenged in today's game. I didn't like it, personally. You're up by seven in the eighth inning; it's typically not a good time to swing 3-0. It's kind of the way we were all raised in the game. But, like I said, the norms are being challenged on a daily basis, so -- just because I don't like it doesn't mean it's not right.”In response, Padres starter Zach Davies told Cassavell: “Make sure your 3-0 pitch is a little bit better.”Former Rangers top prospect Jurickson Profar took part in the Padres’ scoring spree with a two-run double in a five-run second inning.Jordan Lyles, a former Padre, took the loss. As many NFL fans question the patriotism of kneeling NFL players, the spotlight is now turning to the fans themselves. The Green Bay Packers handed out small American Flags during the Packers-Lions Monday Night Game, as part of the NFL's Salute to Service Military Campaign. "During the National Anthem, everybody was waving (their flags) and singing," Marine veteran Tegan Griffith told WTMJ.  "It made me feel very good."However, by halftime, Griffith says she and her fellow veterans noticed many of the flags were discarded."We started noticing people leaving (flags) on the ground, next to food wrappers and beer cups," Griffith explained.  "We found a couple on the bathroom floor.  The veterans I was with started to get a little upset."After the game, the flags were seen everywhere."It looked like red, white, and blue confetti," described Phil Olson, a season ticker holder.  "People were walking all over them.  It struck me as unpatriotic."After the game, both Olson and Griffith told WTMJ they spotted several fans picking up the extra flags."I'm going to tell the Packers they they shouldn't hand out flags because it's the wrong venue," Olson said. "Every game, the Packers will give out a souvenir with the Packers logo on it.  Everybody takes the (souvenir) home.  But after this game, hardly anybody wanted the American flag."The Packers released a statement on the matter:"We distributed more than 77,000 United States flags as part of the Salute to Service theme of the game. We were particularly pleased with how they contributed to the festive atmosphere of the game, especially during the national anthem. We received a lot of positive feedback. We often have fan giveaways and this one was very popular. Our stadium- and guest-services teams picked up any flags they noticed on the ground." 1897
