And now Marian Walter is getting the red carpet treatment for her 106th birthday.Staff at Merrill Gardens at Oceanside say they were shocked to learn Walter was turning 106 because she's one of the most alive, intelligent, and funny people they've ever met.Walter was born in Brooklyn in 1913 and went on to earn a PhD. in Romance Languages and Literature at the University of North Carolina. She speaks seven languages and loved traveling the world. "Italy has just everything in the way of art, you know? It was wonderful. I hated to leave there!" said Walter. Her advice on staying forever-young is to work hard and never stop learning. "Learn as much as you can under any conditions you can do it!" said Walter.As for her birthday wish for the world, "Happiness, decentness. God wants us all to get along with one another. To help one another. To understand one another." Walter has two daughters, four grandchildren, and three great-grandchildren. SAN DIEGO (KGTV) — San Diego's shifting real-estate market could mean new opportunities for entry-level home buyers.A new study from realestate.com says the rate of appreciation for homes at the lower third of the price range are appreciating at 2.2 percent annually. That's a large drop off from the 10.4 percent price growth those homes saw from 2017 to 2018. “Those homes, priced in the bottom third of the market, have been appreciating the fastest and have seen the least inventory in recent years and price cuts are becoming more common as the balance between buyers and sellers is trending toward evening out," said Skylar Olsen, director of economic research for Zillow Group, which owns realestate.com "That’s not a huge surprise, as annual home-value appreciation has been well above historic norms for some time, and was due to slow back toward normal.”The typical entry level home in San Diego County is now worth 4,500. That's still a hefty price for San Diego renters who are paying an average of about ,000 a month and struggling to save for a down payment. Still, down payment assistance programs are available through the County and San Diego Housing Commission. Additionally, potential buyers can qualify for an F.H.A. loan with as little as 3.5 percent down. And Veterans can buy homes with nothing down through a V.A. loan. Carlos Espinoza and his wife Esther are buying a two-bedroom condo in Rancho Penasquitos for 9,000, the full asking price. They put 12 percent down, which they accumulated by increasing contributions to Carlos's 401(K), then borrowing from that fund. "Save as much as you can, even though sometimes you may feel like it's not enough," Carlos said. SAN DIEGO (KGTV) – Several Latina community leaders, including some elected officials, met virtually Tuesday to show how much the COVID-19 pandemic has changed the way of life for San Diego County’s Latina population.Among panelists was National City Mayor Alejandra Sotelo-Solis, who said the coronavirus has hit her city in many ways. Solis pointed out that many that are affected are working class families, where the average income is about ,000 for a family of four.“Which means there may be both parents working one or two jobs. And when it comes to childcare or access to WIFI that’s working, to make sure they have access to health care; it’s imperative as leaders and as Latinas that we bridge those resources to those in most need,” said Sotelo-Solis.Sotelo-Solis also highlighted the importance of having discussions about the COVID-19 vaccine. Leaders within the Chicano Federation say even though Latinos make up the most positive COVID-19 cases locally, the level of confidence in a new vaccine is still low. They point to a number of factors, such as lack of access, not enough information or lack of trust, as contributing to that mindset.Sotelo-Solis volunteered to participate in one of the vaccine studies, and she said there is a call to action to get involved in this coronavirus fight.“Just as it took us months to get used to feel comfortable about wearing facial coverings and masks, it’s going to take conversations to discuss what you’re going to put in your body. But, doing it in ways so people understand and not create more fear or confusion because that’s not what this is for,” the mayor said.A key part in what she believes is needed to make sure the gaps that have been created by this pandemic are closed.Assemblywoman Lorena Gonzalez, and the mayors of Chula Vista and Oceanside were also participants in the Tuesday panel.According to Latina-focused nonprofit MANA de San Diego, the burden on Latino households comes as households already had lower pre-pandemic wages, less access to health care and job-related benefits. Latinas in particular have faced increased job losses and threats of economic insecurity, they said.Chula Vista Mayor Mary Salas, a member of SANDAG's Board of Directors, shared that while Latinas comprise around 17% of the county's population, around 60% of that population is working in the three industries most impacted by job loss during the pandemic -- tourism, retail and education. Latinas account for 14% of total county employment, but 20% of employment in those sectors.Data from SANDAG paints a bleak picture in regard to Latinas during the pandemic. When compared to the white population, Hispanic populations are almost three times as likely to live in areas that have been highly impacted by COVID-19 and unemployment. Additionally, Hispanic residents account for a significant portion of essential workers, and many became unemployed due to temporary business closures as a result of COVID-19.A total of 70% of Hispanic households are in ZIP codes with above average unemployment, 49% in ZIP codes with above average COVID-19 cases and 42% of Hispanic households are in ZIP codes with both above average.More than 100,000 San Diegans have tested positive for the virus, and 57% of those have been Hispanic or Latino."As the pandemic grows in severity and stay-at-home orders are strengthened, it is the county's Latina population that will continue to face a disproportionate amount of risk and negative impacts," a statement from MANA de San Diego said.A Harvard, NPR and Robert Wood Johnson Foundation study also found 46% of Latino households have used up "most or all" of their savings during the pandemic, with an additional 15% reporting they had no savings before COVID- 19 hit the United States.The same study found 66% of Latino households with children report serious problems caring for their children, including 36% who report serious problems keeping their children's education going."MANA de San Diego will continue to do our part in creating upward social mobility for Latinas," said Inez Gonzalez Perezchia, MANA de San Diego's executive director. SAN DIEGO (KGTV) - San Diego Police said a mother was drunk and driving her children when she crashed going the wrong way on a Rancho Bernardo street Monday morning.The crash happened about 4:30 a.m. on Camino del Norte, just west of Interstate 15. The woman drove her Chevy SUV east in the westbound lanes of the road, hitting a man in a Jeep Liberty.Officers told 10News the mother, who is in her 30s, had her 8-year-old child in the backseat with her 2-year-old child in a car seat. An infant was also in the car, unrestrained.RELATED: Check traffic conditionsThe infant was taken to Rady Children’s hospital with major injuries. The other children had minor injuries and were rushed to Palomar Hospital.The mother, who had minor injuries, was also taken to Palomar Hospital, along with the male driver of the Jeep. SAN DIEGO (KGTV) — Some San Diego Police Department officers are being isolated as they await test results for coronavirus, according to SDPD Chief David Nisleit.Those officers were exposed to the virus and are currently under isolation, Chief Nisleit told 10News anchor Jim Patton. A police spokesperson added that officers have been self-reporting possible exposure, both on-duty and off-duty. A medical expert then determines if they should be tested. "We're taking great care of them, absolutely," Nisleit added.Precautions are being taken by law enforcement across the county. A spokesperson from Oceanside Police says they're doing more phone or online reports when possible. Dispatch and officers are also asking more questions about cold and flu-like symptoms.A video from the Chula Vista Department tells the public, "We may ask you to wear a mask."Starting Friday, Chula Vista Police will be taking an extra step. A spokesperson says they'll strongly suggest officers wear protective equipment for all interactions with the public closer than six feet. The San Diego Sheriff's Department, along with El Cajon, Chula Vista, Oceanside, and Carlsbad Police say none of their officers has tested positive.
