SAN DIEGO (KGTV) - Police are seeking the public's help identifying two armed robbery suspects they say hit a Carmel Valley gas station last month.A man entered the Shell gas station located at 3861 Valley Centre Drive just after 11 p.m. on Oct. 25, San Diego Police (SDPD) said in a release. The man asked the station clerk to use the bathroom and when he returned, he was armed with a machete and wearing a mask.The man demanded money from the cash register and the clerk complied, SDPD said.The man then fled westbound from the gas station.Police said the clerk noticed a woman driving a gold-colored pickup truck, believed to be a Toyota Tacoma with an extended cab, toward the man as he was running away. The clerk told police he had recognized the man and woman inside the store a few days prior to the robbery.The man described as white, in his late 20s to mid-30s, about 5-foot-7, and with medium build. He was last seen wearing a black hooded sweatshirt with a white California bear on the front, blue jeans, a dark grey or blue baseball cap with "Ford" on it, and blue Keds shoes.He was also carrying a green backpack and has a wraparound band-style tattoo on his left arm.The woman was described as white, in her 40s, with long dark hair, and was last seen wearing a black shirt and black pants.Anyone with information is asked to call SDPD's robbery unit at 619-531-2299 or Crime Stoppers at 888-580-8477. 1435

SAN DIEGO (KGTV) - Port of San Diego Commissioners saw the latest draft of the new Port Master Plan this week while allowing people who live in the area one more chance to weigh in on the region's future.The Port Master Plan is a 51-page document that will guide development along the San Diego Bay. This is the Plan's first update since it was created in 1981."For the first time, we include elements, or chapters of goals, objectives, and policies that will guide issues that apply Bay-wide, not just specific to individual locations," says Lesley Nishihira, the Port's Planning Director.The new Master Plan calls for more hotel development, with nearly 4500 new rooms on Harbor Island and the Embarcadero. But it prohibits new hotel rooms on Shelter Island, the Coronado Bayfront, and the Silver Strand.RELATED: Planned park could impact USS Midway MuseumIt also includes provisions for height restrictions on new buildings, a plan to turn the parking lot at Navy Pier into park space, and commercial industry use guidelines along the Bay.Port employees have been working on it for nearly eight years, with the Port Commissioners holding 40 meetings about the Plan, as well as dozens of public forums.But critics say it is too focused on tourism and industry and does not do enough to help out San Diego residents who live along the Bay, particularly in low-income areas south of the Convention Center."The status quo isn't good enough for the community," says former City Councilman David Alvarez, who has been vocal in his criticism of the new Plan. "We've seen the pollution. We've seen the impacts; the parking problems, the lack of access to the water (for low-income residents)."Alvarez brought these issues up at a public comment session on Monday. He says, to his surprise, the Commissioners voted unanimously to make sure more Social and Environmental Equity issues go into the Plan.Port employees say they will include specific policies in the final draft to ensure all San Diegans can benefit from the Bay."We'll take a closer look at those policies and see where we can include more information to make sure we're truly addressing the issues as needed," says Nishihira.Port employees are now finishing the Final Draft of the new Master Plan. It should be completed by the summer of 2021. SAN DIEGO (KGTV) - New advertisements against Measure B riled up supporters, who spoke out against the massive development Friday.The commercial states, "Measure B the Newland Sierra project, is a luxury development," something supporters vehemently deny."What I think is disingenuous is making people feel fearful of what can happen in this development," supporter Melinda Vasquez said.Friday, dozens gathered in Kearny Mesa to advocate for Newland Sierra's development project. The group included teachers and firefighters who want more affordable home options in San Diego.RELATED: El Cajon takes risks to help lower cost of housing"Home ownership has become less of a reality for families like mine," Cindy Lopez said. She is a first generation American (her parents moved from Mexico) and a teacher. She teaches first- and second-graders, and comes home to a 12-month-old."Even though she's a toddler we're going to be expanding soon in the future and we're going to need that space, that affordable space to grow our family," Lopez said she is always budget conscious for her family.The county's existing general plan calls for 99 homes and up to 2,000,000 square feet of commercial property with open space. They said the development will have a spread of apartments for seniors and low low income, affordable town-homes, and individual homes. The highest bracket in the chart showed 1,570 or more. SAN DIEGO (KGTV) - Most above-ground power lines in San Diego may soon be gone.The City of San Diego has an aggressive plan to move the lines underground, and they want your input at a meeting next week.People in Ocean Beach aren’t looking forward to the headache during construction, but can’t wait until the power poles are gone.Wayne Samuel works at Ozzie's Import Auto in Ocean Beach. The process to move utility wires outside his business underground has already begun.“So far they’ve taken underground connections from building to power grid,” said Samuel.A map of the plan shows there are 1,000 miles left to transfer underground. The city plans to bury 15 miles a year.The project will be funded by a surcharge on your SDG&E power bill that you’ve been paying since 2002. The city says you won’t see an increase in your bill, even though the price tag is in the billions.The reason for going underground? Fire safety and aesthetics.“I think it’s a good idea getting billboards and power lines out of the visible view of the public,” Samuel said.Arthur Harral has lived in Ocean Beach for more than 40 years. He’s dealt with the pre-construction and paid for the surcharges, but doesn’t mind.“It’s a wonderful deal. In some states across the country, in Colorado, they have them underground, and I’m all for it in San Diego,” said Harral.Construction will last 18 to 36 months. SAN DIEGO (KGTV) — More than 0,000 went missing from New Hope Friendship Baptist Church in 2008 and 2010, according to new Sheriff’s Department investigation report Friday.The investigation was an Internal Affairs probe into Lt. Devera Scott. Scott was also the treasurer for New Hope Friendship Baptist Church during the time the money went missing.The report claims Scott admitted to church officials she took the money. However, the church told investigators they did not want to press charges as Scott had promised the church she would it pay it all back through monthly payments, and a portion of her retirement.The church also told investigators they were in the business of forgiveness and did not want to ruin Scott’s career, according to the documents.Investigators also learned that Scott made the church a beneficiary to a 0,000 life insurance and accidental death and dismemberment insurance policy.The internal investigation became public Friday, following the ruling of a San Diego judge. The decision comes after local media, including 10News, sued to keep police unions from blocking departments from releasing records related to officer misconduct.The San Diego Sheriff's Department was not part of the suit and has been releasing cases pursuant to SB1421, according to sheriff's department Lt. Karen Stubkjaer.Scott retired from the sheriff’s department on March 22, 2013, before the investigation into the missing church money was complete according to the documents. No charges were ever made against Scott.Other court filings suggest Scott might have been facing financial problems at the time.10News reached out to the church for comment.
