BEIJING, Nov. 26 (Xinhua) -- The National Development and Reform Commission (NDRC), China's economic planner and price regulator, said Friday it has asked local governments to crack down on some gas stations selling diesel above the state-set prices.NDRC investigators found some gas stations have been selling diesel above state-set prices in the provinces of Sichuan, Hubei, Henan, Zhejiang, Jiangsu, Liaoning, Jiangxi and Shanxi and Chongqing Municipality.The NDRC has requested local governments to punish the offending gas stations.The stations were ordered to stop overcharging and turn over illegal incomes to authorities, according to a statement on the NDRC web-site.Also, the stations would receive punitive fines, it said.Among the violators, Yueyuan gas station in Xichang, Sichuan Province, sold No. 0 diesel for 9 yuan (1.35 U.S. dollars) per liter, as against the state-set 6.55 yuan.The NDRC said that consumers can call 12358 to complain about diesel overpricing and the price regulators will respond quickly.The latest measures were adopted in the wake of those publicized Tuesday, which were aimed to stop some refiners and diesel wholesalers from overcharging.An unprecedented diesel shortage has hit China's cities and markets, leading some wholesalers and gas stations to sell diesel above the state-set prices.Due to the diesel shortage, some enterprises suspended production and express deliveries turned into "snail deliveries."People found that it took much longer for buses to arrive and even some crematories found it hard to get enough diesel for cremations."We can't find enough diesel. Ten of the trucks in our company can't go out to deliver cargo. Our businesses are affected," said Du Zhanhai, head of a freight transportation company in Tangshan, north China's Hebei Province.The deadline for China's planned reduction in energy consumption is approaching. The country announced that it would reduce energy consumption by 20 percent per GDP unit during the 11th Five-Year Plan (2006-2010).

BEIJING, Jan. 12 (Xinhua) -- Traffic congestion has eased "obviously" in Beijing since authorities launched a string of new, stricter traffic rules and opened five new subway lines last month, a local transport official said Wednesday."On average, the duration of traffic jams has been reduced by more than two hours per day, from 3 hours and 55 minutes before the new year to the current 1 hour 45 minutes since Jan. 1," said Li Xiaosong, deputy director of the Beijing Municipal Committee of Communications.Li's committee has unveiled an index system of Beijing's traffic congestion, the first for the city.According to the system, 0-2 signified traffic was "smooth," 2-4 "generally smooth," 4-6 signalled "slight congestion," 6-8 "moderate congestion," and 8-10 "heavy congestion," Li said."Before the New Year, Beijing's congestion index usually stood above 8.2, but it has been 6 since Jan. 1," she said.Li attributed the improvement to the new traffic rules and subway lines.Massive traffic jams have long been a headache for Beijing, a city of 20 million people and 4.8 million vehicles. Last year, an average 2,000 new cars hit the city's streets every day.On Dec. 23, authorities in Beijing announced they will slash new car registrations to ease traffic gridlock. This year, the city will allow only 240,000 vehicles to be registered, about a third of the number of last year.Moreover, Beijing municipal government agencies and public institutions were prohibited from increasing the size of their vehicle fleets over the next five years.Other measures include higher parking fees in the city's central areas, and stricter traffic rules for cars registered outside Beijing.An odd-even license plate number system was introduced to allow cars to be driven every other day in peak hours in some congested areas.Beijing opened five new suburban subway lines on Dec. 30 with a combined length of 108 km, bringing the city's total number of subway lines to 14 and the total length to 336 km.Beijing was building more subway lines, Li said.The number of lines in the city would reach 19 by 2015. Then, their combined length would total 561 km. By 2020, the total subway length would increase to 1,000 km, she said."Developing public transport, especially rapid rail transit, is an important move for Beijing to ease traffic congestion and improve urban functionality," she said.Li Feng, who lives in Daxing, a suburban district in southern Beijing, told Xinhua Wednesday that he had felt the positive changes in Beijing's traffic."I used to drive at a speed of only 20 km per hour when I entered and left the city in the morning and evening rush hours, but now I can drive at 40 km per hour," he said.Yet many people are waiting to see the long-term effect of the measures as Beijing still faces pressure from the huge demand for private cars.The Beijing transport authority on Sunday revealed it had received 215,425 new car license applications, after this month's application period closed late Saturday night.But only a tenth of the applicants will get license plates this month, after a lottery is held on Jan. 26.

BEIJING, Dec. 13 (Xinhua) -- China is trying to have more workers and farmers and fewer university graduates working as public servants because university graduates may have achieved academically, but farmers and workers often have grass-roots life experience.But achieving the goal has not been easy -- for the government, and workers and farmers as well.The annual National Public Servant Exam on Dec. 5 attracted more than 1 million candidates for 16,000 vacancies around the country, according to Nie Shengkui, a senior State Administration of Civil Service official.For the first time, it was stipulated that workers and farmers were preferred for some of the positions, in a move to make the exam more inclusive.As part of the pilot project, a total of 14 positions in grass-roots branches of central government departments at the county-level or below - including customs, taxation and rail police - in the regions of Guangdong, Sichuan, Xinjiang and Gansu were reserved for workers and farmers.Including more grass-roots workers and farmers in the exam is an improvement in the civil servant selection process, said Zhao Shuming, a professor of human resource management at Nanjing University in east China's Jiangsu Province.Compared with university graduates, workers and farmers are suited to some public service positions that involve work with grass-roots people, Zhao said.However, according to Nie, only 62 workers and farmers of the 171 qualified applicants took the exam."The competition in the public service exam is fierce, and I believe many workers and farmers lacked the confidence to take the exam," said Li Zhen, an official in Sichuan's provincial Department of Human Resources and Social Security.Li said that to his knowledge, there were no workers and farmers that took the exam in the province."Become a civil servant? BEIJING, Dec. 10 (Xinhua) -- China Friday protested two Japanese local assembly members' landing on an isle of the Diaoyu Islands, saying the move seriously infringed China's territorial sovereignty."The Diaoyu Islands and its adjacent islets have been an integral part of the Chinese territory since ancient times," Foreign Ministry spokeswoman Jiang Yu reiterated Friday night.According to reports, two members of the municipal assembly of Ishigaki, Okinawa Prefecture, landed on an islet of the Diaoyu Islands and stayed there for a while Friday morning.Jiang said China has lodged a solemn representation and voiced strong opposition to the Japanese side.
