SAN DIEGO (KGTV) — San Diego County will plan their own guidance around trick-or-treating and celebrating Halloween next month while staying safe during the pandemic.County Public Health Officer Dr. Wilma Wooten said the county will develop guidance surrounding how to safely celebrate the holiday while adhering to public health orders. Wooten added that they will also take cues from the Centers for Disease Control and Prevention and the agency's guidance as well.Wooten said the county plans to have those recommendations by the end of the month."During the cloud of the pandemic, we have to get joy where we can. So we will be awaiting CDC guidelines but we'll be coming up with a process, a protocol," said Wooten. "We don't think it's an appropriate activity during a pandemic. ... You know, there's no guarantee when you go trick-or-treating that your child goes up to a house where the person who opens the door is wearing a face covering. And when you don't know the people opening the door, there's no guarantee they're not sick and that the candy they're passing out that they've touched may not be safe for you to want your child to be sharing."Wednesday, San Diego County reported 247 new coronavirus cases, bringing the region's total to 41,324. SAN DIEGO (KGTV) - San Diegans on the hunt for a job can now get some help from the Central Library in downtown.They're launching a "tie-brary" where people can borrow work necessities just like checking out a book. “It can be extremely costly, and you want to look professional and at your best when you go into these interviews, and that’s a burden that could set you back," said District 6 Councilman Chris Cate.Cate's office donated ,000 to help launch the tie-brary. “So if you want to check out a tie for a job interview that you're going to be having you can come down to the library and check out a tie, or check out a portfolio, or whatever you need for that job interview. And then you return it just like you're returning a book," said Cate. Cate's office will be collecting ties during April to continue helping with the effort. 851

SAN DIEGO (KGTV) - San Diego gun owners could soon face more requirements when it comes to storing their firearms.City Attorney Mara Elliott announced the proposal Tuesday. It would require gun owners to store their guns in a Department of Justice approved lockbox or trigger lock, unless the owner or authorized user is carrying the firearm or it is in their immediate control. Elliott said state law requires locks to accompany guns sold in California but does not always require their use. "Safe storage laws work when it comes to protecting our kids," said Elliott, who made the announcement next to a playground at Mission Bay. Elliott pointed to the 2013 death of 10-year-old Eric Klyaz, who was fatally shot when playing with a gun in a friend's garage. "Two families were torn apart that day, but the impact of his death cut deeper than that," Elliott said. Violators would face up to six months in jail and a ,000 fine. Elliott said police wouldn't be doing door-to-door checks, but could cite someone when responding to a different call.Still, Michael Schwartz, who heads the San Diego County Gun Owners PAC, said law is duplicative and that education is the better approach. "This is something that invades someone's choice in their home," he said. "Whether or not you have a child, maybe you're a single woman who lives at home, and now she's taking away a number of choices that a single woman has to be able to defend herself in her own home."The proposed ordinance says it will not substantially burden a person's ability for self-defense at home. SAN DIEGO (KGTV) — San Diego Police have released officer bodycam footage of a fatal shooting involving a man in Mountain View earlier this month.San Diego Police say 39-year-old Jose Alfredo Castro-Gutierrez was shot and killed after officers responded to the 300 block of South Pardee Street just before 5 a.m. on Oct. 19 over reports of a violent disturbance involving a weapon.According to police, Castro-Gutierrez was staying at a home as a guest when the residents were woken up by him. He had reportedly been acting paranoid and ripped a metal curtain rod from a window and began breaking windows and other objects in the home.Video shows Castro-Gutierrez crawl through a window in the front of the home and run toward police, before officers fired their weapons and fatally struck him. A metal pole was found near him.Three officers fired at Castro-Gutierrez: One officer fired a bean bag round, another officer fired a Taser, and a third officer fired several rounds from his service pistol, SDPD says.Officers started first aid at the scene, but Castro-Gutierrez was pronounced dead at the hospital. The officer who fired his service pistol was identified as Isai Castillo, a two-year veteran of SDPD assigned to Southeastern Division.Gene Iredale, the attorney who represents Castro’s family, says they are planning to file a wrongful death action. He says the lethal force was not warranted.“This was a tragic combination of negligence and callousness that led to a needless death,” Iredale said.Iredale says his client leaves behind a wife and a one-year-old child. He says Castro is a Mexican citizen and a legal resident of the U.S. His wife lives in Mexicali, but Castro has been working and renting locally.He says Castro also has a history of mental illness.“This was a person in a mental health crisis and was paranoid,” Iredale said. “His last word as he rushed towards the officers was ‘ayuda,’ ‘help me’”In a recorded video statement provided to ABC 10News by Iredale, Castro’s wife was emotional, saying the family is shocked at what happened, calling her husband’s death an injustice. SAN DIEGO (KGTV) — San Diego County reported 634 new coronavirus cases on Friday, the highest number of new cases reported over one day thus far.The new cases were out of 9,224 tests reported to the county on Friday — a 7% positive result — and bring the region's COVID-19 case total to 22,489 cases.County health leaders also reported seven more deaths due to the virus on Friday. The victims died between July 7 and July 15 and include three women and four men, whose ages ranged from early 50s to mid-90s. All had existing chronic conditions. The county's death toll is now at 472 deaths.Two new community setting outbreaks were also reported, both traced to restaurants, the county says. The county does not name the businesses that community outbreaks are traced to, officials have previously said. In the past week, there have been 13 community outbreaks — nearly double the county's trigger of seven outbreaks in seven days.RELATED: Gov. San Diego's case rate trigger is greater than 100 cases per 100,000 people over 14 days, while the trigger for investigations is 70% or less within 24 hours of notification over seven days.The county is also still well above the state's case rate threshold of no more than 100 cases per 100,000 people, or more than 25 cases per 100,000 people and higher than 8% positivity.The new numbers come as California announces that counties that are on the state's watch list for 14 consecutive days will not be allowed to reopen for in-person school in the fall.
