BEIJING, Dec.23 (Xinhua) -- China is tightening regulation on foreign investment in the real estate sector to crack down on speculation, according to a statement from the Ministry of Commerce(MOC) on Thursday.The ministry urges local authorities to increase checks and supervision on property investment that involved foreign investors and strengthen risk controls on the sector, said the statement posted on the MOC web site.According to the statement, foreign-funded developers are not allowed to make profits through buying and reselling real estate projects, which will be strictly monitored by the MOC along with the Ministry of Land and Resources and the State Administration of Foreign Exchange.The ministry also required local authorities to tighten scrutiny over foreign-funded investment companies and not to allow those companies to enter the real estate businesses, while closely examining the exact amount of foreign funds used in new real estate projects.Foreign direct investment(FDI) into China's property sector jumped 48 percent to 20.1 billion U.S. dollars in the first eleven months of this year, compared to a 17.73 percent growth in the total FDI in the same period, according to earlier MOC data.China introduced a group of measures to crack down on property market speculation and rein in skyrocketing home prices since the beginning of this year, including prohibiting the issuance of mortgage loans for third home purchases and raising down-payments.The government is also guarding against possible "hot money" inflows that might complicate China's policy to fight inflation.Property prices in 70 major Chinese cities rose 0.3 percent in November, month on month, and 7.7 percent year on year, according to the National Bureau of Statistics.

WUHAN, Jan. 5 (Xinhua) -- China is building museums and shooting a blockbuster movie in honor of the 1911 Revolution, whose centenary will be celebrated this year on both sides of the Strait.Also known as the Xinhai Revolution, the uprising in 1911 was remembered for creating the Republic of China, the first republic in the Asian history.Its spiritual leader, Sun Yat-sen, was also the founder of the Kuomintang (KMT).The Republic of China, however, ended its rule after the KMT was defeated by the Chinese Communist Party (CPC) and retreated to Taiwan in 1949.Both the Chinese mainland and Taiwan have promised a grand celebration of the revolution's 100-year anniversary, which will fall on October 10 this year.On the mainland, an epic movie depicting the revolution will hit the screen in September to recall the event.Named Xinhai Revolution, the movie stars over 70 leading Chinese actors and actresses, including Jackie Chan, Li Bingbing, and Winston Chao.It is another blockbuster China has made to present landmark revolutions.The previous film was Founding of a Republic, which hailed the 60th anniversary of the birth of the People's Republic of China in 2009.Apart from encouraging people to attend the cinema, many Chinese cities are also arranging exhibitions featuring the revolution.In the central Chinese city of Wuhan, where the revolution began, a new museum, the 1911 Revolution Museum, will be opened on the eve of the centenary.The city has also mounted a global search for lost materials and artifacts related to the revolution, said He Xiaoxu, the chief of Wuhan Bureau of Culture."The city government will assist in the work of gathering materials for the museum and fund the purchases," said He.So far, the museum has received 40 pieces of artifacts retrieved by purchases and 70 by donations, including three from Taiwan.The three artifacts, including one photograph and two calligraphies by revolutionary figures, were contributed by the leader of a Taiwan-based exchange promotion organization.Yang Yi, spokesman for the Taiwan Affairs Office of the State Council, said the Chinese mainland supported a joint celebration of the anniversary with Taiwan."The commemoration of the revolution will help unite people across the Strait in achieving the great rejuvenation of the Chinese nation," said Yang.

BEIJING, Dec. 1 (Xinhua) -- China and the Democratic People's Republic of Korea (DPRK) Wednesday pledged to cement legislative ties.The pledge came out of talks in Beijing between Chairman of the Standing Committee of the National People's Congress (NPC) of China Wu Bangguo and Chairman of the DPRK Supreme People's Assembly (SPA) Choe Tae Bok.In his opening remarks, Wu said the meeting was his third with Choe this year.The first meeting took place when DPRK leader Kim Jong Il visited China in May. Choe was then a part of Kim's entourage.Wu and Choe then met on the sidelines of an international parliamentary leaders' meeting in Geneva in July."Three meetings in one year reflects our special relationship," Wu said, adding that he expects Choe's visit to boost bilateral relations and ties between the two nations' legislatures.Saying China and DPRK are good neighbors, Wu noted that China-DPRK relations have withstood the tests of changes in the international arena.China-DPRK relations have witnessed significant progress this year, Wu said, citing DPRK leader Kim Jong Il's two visits to China during which Chinese President Hu and Kim reached a number of important agreements.Wu said it is the unswerving principle of the Communist Party of China and the Chinese government to cement and develop friendly ties with the DPRK.China hopes to work with the DPRK to carry out the consensus of their leaders while maintaining high-level exchanges and stepping up strategic consultation, Wu said.Choe hailed China's remarkable achievements of the reform and opening-up and China's modernization drive, expressing hope the Chinese people will make further progress in building socialism with Chinese characteristics.On legislative ties, Wu said the NPC and the SPA play crucial roles in their countries' politics.The NPC hopes to work closely with the SPA on state governance and legal system building while boosting communication and consultation on international and regional parliamentary organizations, Wu said.Choe began a five-day visit to China Tuesday. BEIJING, Dec. 6 (Xinhua) -- China's government-run welfare lottery has raised a total of 164.5 billion yuan (24.8 billion U.S. dollars) for public welfare funds over the last 23 years, the Welfare Lottery Distribution and Management Center (WLDMC) announced Monday.Total sales of welfare lottery tickets had amounted to 500 billion yuan (75.2 billion U.S. dollars) since the lottery started operation in 1987, said a statement issued by the WLDMC.Half of the funds were allocated to social welfare projects organized by local governments, and the rest to public welfare funds or projects administered by central authorities, including the Ministry of Civil Affairs (MCA), said the statement.The civil affair authorities for the past 23 years had supported more than 200,000 projects for the public good, the statement said.The projects included social welfare institutions, child welfare associations, homes for the aged in villages and towns, and community service centers.The WLDMC is administered by the Ministry of Civil Affairs, which was authorized by the State Council to raise welfare funds through lottery sales in 1987.

BEIJING, Jan. 16 (Xinhua) -- Beijing should be tolerant and open-minded toward migrants as it tries to manage its fast-growing population in the next five years, said a Beijing political advisor responding to a government plan to limit the city's population.Excessive growth of Beijing's population, partly as a result of the influx of migrants, has brought tremendous pressure on the environment and resources, said Wu Yongping, a member of the Beijing Municipal Committee of the Chinese People's Political Consultative Conference (CPPCC) on Sunday.But migrant population also made great contributions to the capital city's development, said Wu, also deputy director with the School of Public Policy and Management, Tsinghua University,."Beijing, as a city belonging to the people of the whole country, should have the quality of openness," Wu told a press conference on the sidelines of the annual session of the Beijing Municipal Committee of the CPPCC.Also, Beijing should open to the entire world as only a tolerant and open-minded city could maintain its momentum of sustainable development, Wu said.Wu's remarks came in response to a draft development plan submitted Sunday to the annual session of the Beijing Municipal People's Congress, the local legislature.According to the draft plan, Beijing will rein in the "unordered and excessive" growth of its population during the next five years.By the end of 2009, Beijing's population had reached nearly 20 million, far exceeding the State Council-ratified target of controlling the population to within 18 million by the year 2020.
