RICHMOND, Va. - Governor Northam announced Wednesday that he has signed several new laws to reform policing and criminal justice in the Commonwealth. These reforms include measures banning no-knock warrants and limiting the use of neck restraints by law enforcement. The laws also require law enforcement officers to intervene or report when they see wrongdoing from colleagues, and banning sexual relations between officers and justice-involved individuals.“Too many families, in Virginia and across our nation, live in fear of being hurt or killed by police,” said Governor Northam. “These new laws represent a tremendous step forward in rebuilding trust between law enforcement and the communities they serve. I am grateful to the legislators and advocates who have worked so hard to make this change happen. Virginia is better, more just, and more equitable with these laws on our books.”Governor Northam signed the following bills that reform policing:Senate Bill 5030, sponsored by Senator Locke, omnibus police reform legislation, which incorporates a number of critical reform measures passed by the House of Delegates:House Bill 5099, sponsored by Delegate Aird, prohibits law enforcement officers from seeking or executing a no-knock search warrant. With Governor Northam’s signature, Virginia becomes the third state in the nation to ban no-knock warrants.House Bill 5049, sponsored by Delegate Helmer, reduces the militarization of police by prohibiting law enforcement from obtaining or using specified equipment, including grenades, weaponized aircraft, and high caliber firearms. Governor Northam amended this bill to clarify that law enforcement agencies can seek a waiver to use restricted equipment for search and rescue missions.House Bill 5109, sponsored by Delegate Hope, creates statewide minimum training standards for law enforcement officers, including training on awareness of racism, the potential for biased profiling, and de-escalation techniques. Governor Northam made technical amendments to this bill to align it with Senate Bill 5030.House Bill 5104, sponsored by Delegate Price, mandates law enforcement agencies and jails request the prior employment and disciplinary history of new hires.House Bill 5108, sponsored by Delegate Guzman, expands and diversifies the Criminal Justice Services Board, ensuring that the perspectives of social justice leaders, people of color, and mental health providers are represented in the state’s criminal justice policymaking.House Bill 5051, sponsored by Delegate Simon, strengthens the process by which law enforcement officers can be decertified and allows the Criminal Justice Services Board to initiate decertification proceedings.House Bill 5069, sponsored by Delegate Carroll Foy, limits the circumstances in which law enforcement officers can use neck restraints.House Bill 5029, sponsored by Delegate McQuinn, requires law enforcement officers intervene when they witness another officer engaging or attempting to engage in the use of excessive force.House Bill 5045, sponsored by Delegate Delaney, makes it a Class 6 felony for law enforcement officers to “carnally know” someone they have arrested or detained, an inmate, parolee, probationer, pretrial defendant, or post trial offender, if the officer is in a position of authority over such individual.House Bill 5055 and Senate Bill 5035, sponsored by Leader Herring and Senator Hashmi, respectively, which empower localities to create civilian law enforcement review boards. HOUSTON, Texas – Fifty years ago, when the first man walked on the moon, most of the country was glued to a television set, watching in awe. It was a historic and captivating moment, made possible by people like Jerry Woodfill. “I, at Johnson Space Center in Houston, am the last engineer that worked directly on the Apollo mission to the moon,” said Woodfill. “I was the alarm system engineer.” There was only one alarm system engineer for the Apollo 11 mission. “John Kennedy put it like this, when he spoke before Congress on May 25, 1961, ‘we send a man to the moon and we want him to return home safely to the Earth,’” Woodfill said. “Now the guy that was responsible, I think, for returning him safely, that was my assignment.” It was a job well done, because the three astronauts that went to the moon for the first time, all made it back safely. Jerry Woodfill would go on after Apollo 11 to be a part of the Apollo 13 mission and continued to work for NASA for more than five decades. In fact, at 76 he is still working at the Johnson Space Center in Houston with no plan on retiring anytime soon. Part of the reason he wants to stick around at NASA is because of a seemingly new resurgence of excitement about space and there’s a new mission to go back to the moon. “In certain areas [going back to space this time] it’s more exciting,” said Woodfill. “Our technology level has so much advanced.” With better technology now, and more of an understanding of space, Woodfill, knows it is going to be easier to get a man and woman to the moon and the possibilities are greater. This time, the plan is stay on the moon longer, NASA is planning to have a satellite space center called Gateway orbit the moon. Astronauts could live on Gateway and go back and forth to the moon’s surface. There, this time around, astronauts will focus on a part of the moon’s surface where there are craters. In those craters, satellite imaging shows there is ice water. Astronauts hope to find that water, and other elements that could lead to a possible fuel source to head to Mars. Woodfill, who was a part of the first mission to the moon, hopes to still be at NASA for the first manned mission to Mars. “There’s something inside of me that says we can come up with something. That could make it doable. You know it the next 10 years. Something could happen,” he said. If it doesn’t happen while the Apollo mission alarm engineer is still around, he hopes the generation that gets to see a man on Mars will be as excited about it as he would be. “I thank the Lord that I was able to work for NASA and be involved in aerospace, and not just aerospace but all the technology that contributed to doing the things we’ve done,” said Woodfill. “There are 30,000 things from a pacemaker in your heart to an advanced hearing aid that came because we went to the moon.”There are likely to be thousands of more technological advances on earth as a result of NASA heading back to the moon again. 2999

DENVER – The man who was detained after driving his car through a crowd of protesters rallying for Breonna Taylor says he had no intention of hurting anybody and was only defending himself after his vehicle was surrounded by demonstrators outside the Colorado State Capitol building in Denver Wednesday night.“I was driving to go pick up a client and I saw a commotion, I saw police lights at 14th and Lincoln and so when I was there, at the Capitol, I wasn’t really looking left, I was looking right to see the accident and by the time I turned, I started getting surrounded by people,” said Jonathan Benson, who claimed demonstrators yelled, kicked and even used a hammer on his windshield as they tried to get him to leave the area.Video from AIRTRACKER7, as well as from reporters on the ground, showed the small crowd of protesters surrounding Benson’s vehicle and blocking his way. The driver, who was going north on Lincoln Street, had slowed down as he reached the protesters in the area, eventually pulling up and parking his vehicle in front of the Capitol building.
