BEIJING, March 1 (Xinhua) -- China's central government has allocated 28.6 billion yuan (4.2 billion U.S. dollars) to support farmers, the Ministry of Finance said in a statement Monday.The bulk of the funding -- 18.6 billion yuan -- would be used to subsidize farmers in growing improved varieties of crops such as rice, corn, and cotton.The other 10 billion yuan would subsidize purchases of farm machinery such as sowers and reapers, said the statement issued to Xinhua.The funding aimed to improve motivation in agricultural production, and stabilize the country's grain production, according to the statement.Farmers across the country would be eligible for the subsidies.The funding was on top of 86.7 billion yuan of subsidy funding to grain-growing farmers nationwide in February.The financial support for agriculture came as severe drought continued in the nation's west and south.The National Meteorological Center (NMC) issued a drought alert on Sunday warning the severe drought would continue over the next three days.The State Flood Control and Drought Relief Headquarters said Saturday the drought, which started at the beginning of February, had affected 69.6 million mu (4.64 million hectares) of arable land and left 12.7 million people and 8.4 million heads of livestock short of drinking water.

BEIJING, Feb. 23 (Xinhua) -- Danish Prime Minister Lars Loekke Rasmussen earlier this month expressed his appreciation for Chinese Premier Wen Jiabao's important and constructive role in the Copenhagen conference, a Chinese Foreign Ministry spokesman said Tuesday.Rasmussen made the remarks in a letter to Wen on Feb. 12, said spokesman Qin Gang at a regular press conference.Premier Wen on Jan. 29 wrote a letter in reply to Rasmussen concerning the Copenhagen Accord, reiterating China's support for the Accord and the country's climate change commitments.Wen said in the letter that the Copenhagen Accord which resulted from the UN climate change conference in the Danish capital last year laid the foundation for advancing international cooperation on climate change and enabled future negotiations to take place.Rasmussen replied on Feb. 12 that he fully agreed with Wen on his evaluation, saying that he was inspired by China's support for the Accord, Qin said.The Chinese government had reported its emission cuts progress to the Secretariat of the UN Framework Convention on Climate Change (UNFCCC), reaffirming a reduction of carbon dioxide emission intensity per unit of GDP by 40 to 45 percent by 2020 against 2005 levels.Rasmussen welcomed the China's emission cuts progress. NAIROBI, Feb. 11 (Xinhua) -- Somali pirates have released a fishing boat from Taiwan, China, and all of its crew held since April, a regional maritime official said Thursday."The Taiwanese ship was released this morning. The fishing vessel which has a crew of 30 from various Asian nationalities was seized in April last year," Andrew Mwangura, East Africa's coordinator of the Africa Seafarers Assistance Program, told Xinhua.The Win Far 161 was seized last April 4 near an island in the Seychelles, more than 1,100 kilometers off the coast of Somalia.The ship carried a crew of 30 -- 17 Filipinos, six Indonesians, five from the Chinese Mainland and two from Taiwan, China.Mwangura said 27 crew members were said to be safe, though a Chinese sailor and two from Indonesia died in captivity.The coordinator could not confirm whether a ransom was paid to secure the release of the 700-ton ship and crew.Piracy has been rampant off Somalia since the country slid into chaos after warlords toppled military dictator Mohamed Siad Barre in 1991.Somali pirates now hold at least seven ships and more than 160 crew members.The hijackings have prompted the international community to deploy security forces in the area to deter the pirates.
