SAN DIEGO (KGTV) -- San Diego Police and National City firefighters used “scare tactics” this Halloween with elaborate haunted stations, touted as safer alternatives to traditional trick-or-treating on dark streets.The Southeastern Division police station building on Skyline Drive was transformed into a walk-though “haunted station," with room after room of zombies, creepy clowns and ghouls, some played by department employees in costume.“It’s all in good fun, for the kids to save a safe place to go, to get a little scared but in a safe environment,” San Diego Police Chief Shelley Zimmerman said before she took a tour of the haunts.Joseph Lemon, Jr. does not let his 11-year-old daughter Ananda do traditional trick-or-treating.“It’s not as safe as it used to be, and you have to go and x-ray the candy and all of that," Lemon, Jr. said. Zimmerman said about 500 families tour the haunted station each year.In National City, the training tower at Fire Station #34 on East 16th Street became “Tower of Terror” for the tenth year in a row.Hundreds of people lined up throughout the night to walk through the maze of haunted rooms and be scared by ghouls, played by students from Sweetwater High School and firefighters.They also had candy, a costume contest, a bounce house and less-scary games for the little ones.National City Police say just after 8:30 p.m. several juvenile males threw eggs at the event.No one was hit and there was no damage to any property. SAN DIEGO (KGTV) - San Diego Police homicide detectives investigated Monday the death of a woman whose body was discovered by her sister.Officers were called to the home in the 4000 block of Van Dyke Ave. between Polk and University Avenues just before 9 a.m., police said.A woman went to the home to find her sister, who she had not seen since Saturday. When there was no answer at the condominium, the sister contacted the landlord.Upon entry, the woman found her 36-year-old sister lying dead on the floor.Family has identified the victim as Muna Kuri. San Diego Police say her death was a homicide. 611

SAN DIEGO (KGTV) — San Diego County schools are one step closer to bringing students back to campus. If we get off the state’s watchlist Friday, kids would be allowed back in-person in as soon as two weeks.But, some districts tell ABC 10News they would still need more time.Supervisor Nathan Fletcher hinted at a victory for the county Thursday afternoon.“Yesterday we were below the state guidance, today we’re below the state guidance,” said Fletcher. “Tomorrow if we’re below the state guidance that will remove us from the state monitoring list.”RELATED: San Diego County case rate under watch list threshold for second straight dayThose metrics are based on having fewer than 100 cases per 100,000 residents over two weeks. Social distancing and mask requirements were in place. They tell us over the six-week period they did not have a single case of COVID-19.Superintendent David Miyashiro says even if the county can welcome students back, they would still need time to prepare.“To say we’d be able to open right away, I don’t feel comfortable with that,” said Miyashiro. “The short answer is as soon as possible starting with our most vulnerable students.”San Diego Unified says they’re using their own criteria that goes beyond the state standards. It calls for rigorous contact tracing before they’ll reopen in-person.Escondido Union High School District starts a fully virtual school year on Aug. 25. SAN DIEGO (KGTV) -- San Diego Mayor Kevin Faulconer Monday signed an executive order that will allow certain businesses and places of worship to operate outdoors.In light of California’s restrictions on indoor operations and activities, the executive order will permit businesses such as gyms, churches, barbershops and hair/nail salons to “expand their operations into private parking lots,” City of San Diego officials said.The order takes effect immediately, although Faulconer said the state will have to amend its regulations for salons and barbershops to operate outside.Faulconer said, “Right now, we need to give our small businesses every tool possible to get through this difficult time or they might shut down for good. By allowing more and more businesses to operate outdoors, we are delivering solutions to help San Diego’s small businesses get to the other side of this pandemic while putting thousands of San Diegans back to work safely and responsibly with proper physical distancing.”The San Diego City Council will vote on the newest executive order into a city ordinance at a later date.On July 13, Gov. Gavin Newsom announced restrictions on indoor operations across the state as coronavirus cases surged in California.Earlier this month, Faulconer signed an executive order that allowed restaurants within the city to move their operations outside.Notable parts of that order included allowing restaurants to establish sidewalk cafes and use private parking lots for dining. 1503

SAN DIEGO (KGTV) - San Diego Police announced Tuesday the arrest of a man suspected of sexually assaulting an elderly woman in a nursing home in Hillcrest. Detectives took Lusean Arline, 48, into custody Monday for the crime which occurred Oct. 27. Police did not release the name of the nursing home, but administrators with Balboa Nursing and Rehabilitation Center confirmed with 10News the attack happened in their facility.Police said the 88-year-old victim was inside the nursing home when Arline illegally entered the facility. He sexually assaulted the woman, who was in her bed, officers said. San Diego Police Sex Crimes Unit investigators collected evidence at the scene, including male DNA which was processed by the Crime Lab and loaded into the Combined DNA Index System (CODIS). Arline is currently being held on a parole violation.
