ADDIS ABABA, Jan. 28 (Xinhua) -- The on-going political crisis in Cote d’Ivoire should be and can be solved peacefully, Chinese Envoy and Assistant Foreign Minister Liu Zhenmin told Xinhua here on Friday, ahead of the 16th African Union (AU) summit scheduled for Jan. 30-31.Liu was in the Ethiopian capital Addis Ababa, the headquarters of the 53-member African bloc, to attend the summit as special envoy of the Chinese government.Cote d'Ivoire has been trapped in a political impasse since the landmark presidential run-off held on Nov. 28. BEIJING, Jan. 21 (Xinhua) -- Chinese authorities issued an order on Friday to crack down on various election irregularities prior to the upcoming election of a new term of party committees, people's congresses, governments and political consultative conferences at provincial, city, county and township levels.The Central Commission for Discipline Inspection and the Organization Department of the Communist Party of China Central Commission jointly issued the order to guarantee an honest and orderly election.The order says election irregularities, such as winning votes through pulling strings with voters, or bribing key officials who have a say on one's promotion, or manipulating votes by means of threat or deceit, are strictly frobidden.The order also prohibits officials from favoring candidates who are family members or friends, or disclosing election-related information which might alter the results of elections.China holds local elections for party committees, people's congresses, governments and political consultative conferences every five years.

WASHINGTON, Jan. 20 (Xinhua) -- Officials from China and the United States on Thursday signed a new agreement to support panda breeding, research and conservation efforts by the two countries, an exciting news for numerous American fans of the cute animals.Zang Chunlin, Secretary General of the China Wildlife Conservation Association, and Dennis Kelly, Director of the U.S. Smithsonian's National Zoo, signed the Giant Panda Cooperative Research and Breeding Agreement.Under the agreement, a pair of giant pandas, Mei Xiang and Tian Tian, will remain at the National Zoo in Washington D.C. for five more years.Also in attendance at the signing ceremony at the National Zoo was Chen Naiqing, wife of China's Ambassador to the U.S. Zhang Yesui, U.S. Secretary of the Interior Ken Salazar and Mary Kaye Huntsman, wife of U.S. Ambassador to China Jon Huntsman.On behalf of the Chinese embassy and Ambassador Zhang, Chen expressed appreciation to the National Zoo for taking care of these giant pandas and to all American people for their love for them."Although the weather is cold today, the friendship between our people keeps us warm," she said. WASHINGTON, April 5 (Xinhua) -- NASA and co-researchers from the United States, the Republic of Korea and Japan have found a new mineral named "Wassonite" in one of the most historically significant meteorites recovered in Antarctica in December 1969, the U.S. space agency said on Tuesday in a statement.The new mineral was discovered within the meteorite officially designated Yamato 691 enstatite chondrite. The meteorite likely may have originated from an asteroid orbiting between Mars and Jupiter. Wassonite is among the tiniest, yet most important, minerals identified in the 4.5-billion-year-old sample.The research team, headed by NASA space scientist Keiko Nakamura-Messenger, added the mineral to the list of 4,500 officially approved by the International Mineralogical Association."Wassonite is a mineral formed from only two elements, sulfur and titanium, yet it possesses a unique crystal structure that has not been previously observed in nature," said Nakamura-Messenger.In 1969, members of the Japanese Antarctic Research Expedition discovered nine meteorites on the blue ice field of the Yamato Mountains in Antarctica. This was the first significant recovery of Antarctic meteorites and represented samples of several different types.As a result, the United States and Japan conducted systematic follow-up searches for meteorites in Antarctica that recovered more than 40,000 specimens, including extremely rare Martian and lunar meteorites.Researchers found Wassonite surrounded by additional unknown minerals that are being investigated. The mineral is less than one-hundredth the width of a human hair or 50x450 nanometers. It would have been impossible to discover without NASA's transmission electron microscope, which is capable of isolating the Wassonite grains and determining their chemical composition and atomic structure."More secrets of the universe can be revealed from these specimens using 21st century nano-technology," said Nakamura- Messenger.The new mineral's name was approved by the International Mineralogical Association. It honors John T. Wasson, professor at the University of California, Los Angeles. Wasson is known for his achievements across a broad swath of meteorite and impact research, including the use of neutron activation data to classify meteorites and to formulate models for the chemical makeup of bulk chondrites.

HAIKOU, Jan. 28 (Xinhua) -- China's aviation authorities on Friday started to allow helicopters to fly in low-altitude airspace over the tourist island of Hainan on a trial basis for the first time. The aim is to eventually open a part of the country's tightly-controlled airspace to private aircraft.Four helicopters were manned by eight pilots from Shanghai-based Zhengyang Investment Group, a leading domestic firm in the general aviation industry. They are expected to conduct test flights in the sky, 1,000 meters above the ground in Hainan in the next two months.The flight test will collect data for low-altitude flying and test the ground control system's response to emergencies, said Zou Jianming, chairman of Zhengyang Investment Group.Hainan is the first place in China to conduct test flights of private aircraft in low-altitude airspace, said Jiang Sixian, deputy governor of the province. Domestic and foreign firms are both welcome to invest in Hainan's general aviation sector to develop world-class tourism here.China's low-altitude airspace is controlled by the Air Force and the Civil Aviation Administration of China (CAAC). Every private aircraft flight needs approval, and the procedure can take from one day up to a week.But last November, the State Council and the Central Military Commission said that part of the low-altitude airspace would be opened to promote the country's general aviation sector, including the purchase and use of private planes.General aviation refers to the part of the aviation industry that excludes flights for military, law enforcement and public transport. China has only 900 aircraft, 80 airports and fewer than 10,000 pilots in the general aviation segment.The market for general aviation in China is valued at only 13 billion yuan (1.98 billion U.S. dollars) but is expected to grow by 15 percent annually until 2020, Hainan aviation officials said.
