SAN DIEGO (KGTV) — The Chargers dramatic win over the Kansas City Chiefs on Thursday clinched the team its first appearance in the NFL Playoffs since 2013.Only this time, the Bolts are representing Los Angeles, not San Diego. “The players deserve it,” said San Diegan John Velarde. “The Spanoses? SAN DIEGO (KGTV) -- A 2-year-old girl allegedly abducted by her father in Chollas View, triggering an area Amber Alert, was found safe in Escondido Tuesday morning, San Diego police said.According to police, young Charli-Fae Harris was last seen with her father, Lafayette Harris, in the 1000 block of 47th Street at around 5:30 p.m. Monday.Police were notified of the girl’s disappearance by her mother. SDPD officials confirmed 31-year-old Lafayette Harris is under a restraining order related to domestic violence.After an Amber Alert was issued for the child and her father, police located Harris’ white Saturn vehicle in a parking garage near UC San Diego shortly before 6 a.m. However, Harris and his daughter were nowhere to be found.Harris was eventually tracked down at a construction site near UC San Diego Health System in La Jolla. ABC 10News learned Harris, who works at the construction site, was taken into custody without incident.Charli-Fae was found safe just before 8:15 a.m. in an Escondido apartment. Escondido Police said a woman connected to the child's father was watching the news when she realized she had the child police were looking for in her care, so she then called police to alert them. It's unclear if she knew the child had been taken.The girl will be reunited with her mother later Tuesday.Police said Harris will most likely face kidnapping charges and charges related to violating the restraining order against him, and said there could be more charges added as the investigation continues. 1536

SAN DIEGO (KGTV) - A 46-year-old Oak Park man is being held without bail in San Diego's Central Jail after San Diego Police say he kidnapped a toddler and molested her.Francisco "Freddy" Diaz faces 8 felony counts, including burglary, kidnapping sexual assault and lewd and lascivious acts on a child under the age of 14. His alleged victim is just three years old.The girl's father, Silvester Soltero told 10News he was working on his car when, unbeknownst to him, the "strange" man who lived next door broke into a bedroom window, grabbing his sleeping daughter.Soltero said Diaz' mother brought his daughter home, but she didn't have her pants. “I grabbed my daughter and I was like, baby what happened?" Soltero said his daughter proceeded to tell him the man touched her private parts.  When the father asked who the man was. Soltero said his daughter pointed out Diaz."I lost it," said Soltero.When the father approached Diaz he became hostile.  “He started screaming if you snitch on me I'll kill you," recalled Soltero.The men fought.  Soltero showed a bruise where he said Diaz tried to poke him in the eye with a fork.Eventually, Diaz ran off, but San Diego Police caught him a short distance away.That's when Soltero said things got worse.  He soon learned his neighbor was a registered sex offender.“They should have told me, they should have told me I was living next to a pedophile, If I had known I wouldn’t have brought my daughter around here, there’s no way in hell," he said.Court records show Diaz was convicted in 2006 for molesting three girls on the playground adjacent to Oak Park Elementary School, which is right across from his mother's house.  He was sentenced to eight years in prison, in part because he already had a criminal history.  In 2000, Diaz was convicted of making a terrorist threat and assault with a deadly weapon.Court records show Diaz is schizophrenic and abuses drugs, specifically methamphetamines. A psychologist is quoted in court documents saying, "If he can remain in treatment, and avoid drug and alcohol abuse, he should not pose a danger to the community's children."12 years later, Diaz finds himself back under the legal microscope.Soltero wants to know why a registered sex offender could live right across from a school full of potential victims, and right next door to the home where Soltero's daughter and three other children live.San Diego Police say Diaz was in full compliance with the terms of Megan's Law.  He is required to check in with police every year and he does so, said Lt. Jason Weeden.  Because Diaz' child molestation convictions were misdemeanors, he doesn't have to steer clear of schools and playgrounds.Silvester Soltero says if that's true, the law should be changed.  “If you’re a sex offender you shouldn’t be by a school, period," he said.Diaz will be arraigned before a judge Wednesday.  Soltero says he will be there to make sure justice is done. 3102

SAN DIEGO (KGTV) — A driver heading the wrong-way on Interstate 805 died following a fiery crash with another vehicle Saturday.A Mitsubishi Lancer traveling the wrong-way on southbound I-805 near the I-8 connector collided with a Toyota SUV just before 3 a.m., according to California Highway Patrol. The collision sparked a fire, engulfing both vehicles, CHP said.Both drivers were transported to a nearby hospital with life-threatening injuries, according to California Highway Patrol. The wrong-way driver later died. Another vehicle received minor damages in the wreck. That driver received minor injuries.CHP was still investigating where the wrong-way driver entered the freeway. It's not clear if alcohol or drugs was a factor in the crash.A portion of I-805 was closed as crews cleared the scene, but was reopened before 7 a.m. Saturday. 855

SAN DIEGO (CNS) - The unemployment rate in the San Diego-Carlsbad Metropolitan Statistical Area dropped to 7.7% in October, a drop of 1.2% from September, according to figures released Friday by the state Employment Development Department.According to the EDD, total non-farm employment in San Diego County increased by 21,500 jobs month-over-month -- from 1,386,600 to 1,408,100 -- while farm employment contracted from 9,600 to 9,500.The unemployment rate at this time last year was 3%. The region lost 106,500 non-farm jobs and 400 agricultural jobs over the year.The region's unemployment rate rose to 15% in May during the COVID-19 pandemic, according to EDD data, while data from the San Diego Association of Governments showed rates of nearly 30% unemployment in May.In September, the state's unemployment rate dropped to 9% from 10.8% the previous month, and the nation's decreased to 6.6% from 7.7%.Professional and business services led all industry sectors in month- over-month job gains at 5,200. The majority of job gains were centered in professional, scientific and technical services -- up 3,400 -- while 1,000 jobs were posted in scientific, research and developmental services.Government jobs grew by 4,300, with 2,700 in local and 2,500 in state government gains. The federal government lost 900 jobs locally.Six other industries posted month-over-month job gains: Construction gained 4,100; educational and health services 3,700; leisure and hospitality 3,200; trade, transportation and utilities 900; financial activities 600; and information 100.Mining and logging employment levels remained unchanged.The two industries to lose jobs in October were other services -- down 400 -- and manufacturing -- down 200.Comparing year-over-year, leisure and hospitality continue to top the list in jobs lost, with a total of 47,900 jobs lost since last October -- 35,200 of which came in accommodation and food services.Since the same time last year, government lost 17,100 jobs; trade, transportation and utilities 13,800; other services 10,500; educational and health services 10,000; and manufacturing 6,500; financial activities 3,800; and information 3,400.Professional and business services gained 4,300 new jobs and construction grew payrolls by 2,200 year-over-year. 2294
