ANKARA, Nov. 27 (Xinhua) -- China attaches importance to its friendship and cooperation with Turkey, said China's top political advisor Jia Qinglin here Thursday.     China will enhance exchanges and mutual trust, consultations and coordination in international and regional affairs, and cooperation in economy, trade, culture, education and tourism with Turkey, said Jia at a meeting with Turkish Prime Minister Recep Tayyip Erdogan.     Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), said the Chinese side is satisfied with the development of bilateral relations and confident in their future friendship and cooperation. China's top political advisor Jia Qinglin(L) shakes hands with Turkish Prime Minister Tayyip Erdogan in Ankara, Nov. 27, 2008.     Jia, who arrived here Wednesday on an official goodwill visit as guest of Speaker of the Turkish Grand National Assembly Koksal Toptan, said to further promote bilateral relations is conducive to their mutual benefit and regional peace, stability and development, and conforms to the fundamental interest of the two sides.     China will work with Turkey to explore new ways and areas for expanding cooperation in economy, trade, project engineering, investment and tourism, said Jia.     He said China encourages Chinese investment in Turkey and welcomes Turkish businesses to China.     Erdogan said bilateral relations have progressed smoothly and there are no problems between the two countries.     Turkey expects to conduct close cooperation with China in international affairs and hopes for more cooperation in jointly fighting the current financial crisis, said the prime minister.     He said he hoped that the two countries will expand cooperation in economy, trade, culture and tourism and he welcomed China's businesses.     In a discussion here Thursday with Chinese business people working in Ankara, Jia encouraged them to work hard to the benefit of the two countries and the two peoples.     Turkey is the second leg of Jia's four-nation visit which has taken him to Jordan and will also take him to Laos and Cambodia.

BEIJING, Dec. 5 (Xinhua) -- Chinese President Hu Jintao on Friday called for a stronger high-level dialogue mechanism with the United States.     "China and the United States should continue to step up their high-level dialogue mechanism for substantive cooperation and stronger bilateral relations," Hu told visiting U.S. Treasury Secretary Henry Paulson. Chinese President Hu Jintao (R) meets with United States Treasury Secretary Henry Paulson at the Great Hall of the People in Beijing, capital of China, Dec. 5, 2008.     Their meeting came after China and the United States concluded their two-day Strategic Economic Dialogue (SED), which produced 40 agreements in areas ranging from finance and trade to energy and the environment.     Included in Paulson's high-profile delegation were the U.S. secretaries of agriculture, labor, health and the environment, among others.     Led by Vice Premier Wang Qishan, the Chinese delegation included more than 10 ministers from such areas as finance, development and reform, agriculture, labor, commerce, health, the environment and the central bank.     "The two delegations should summarize the good experience and practice of the SED talks and jointly implement the consensus and agreements that are reached," Hu said.     Initiated by the two presidents in 2006, the biannual SED is the highest level of bilateral economic dialogue.     Hailing the positive outcomes of the talks, Hu said the dialogue was a success because the talks stuck to comprehensive, strategic and long-term issues and served bilateral economic and trade cooperation, as well as the overall bilateral relationship.     The successes also lay in the fact that the two sides took care of both nations' interests and concerns, broadened fields of bilateral cooperation and cultivated new areas for growth, Hu said.     "The dialogue helped the two nations increase mutual trust, narrow their differences and properly address the problems arising from the cooperation," Hu said. NEW YORK, Jan. 5 (Xinhua) -- The New York Stock Exchange (NYSE)on Monday kicked off its trading session with a special ceremony marking the 30th anniversary of the establishment of diplomatic relations between China and the United States.     In a symbolic move, Stephen A. Orlins, president of the U.S. National Committee on U.S.-China Relations (NCUSCR), rang the market's Opening Bell. He was accompanied by Dr. Henry Kissinger, a key trailblazer and eyewitness for the normalization of U.S.- China relations.     The two countries formally established their diplomatic ties on Jan. 1, 1979.     Zhang Yesui, China's UN permanent representative, said the bilateral relations of China and United States is of great importance, not only to the two peoples, but also to the world peace and security, and the global economic development.     Dr. Kissinger, who visited China in 1971, said he is optimistic about the future of the bilateral relations of China and United States. "It is now a pillar of the international order. And peace and prosperity of the world depend closely on the Sino-U.S. relations," he said.     Talking on areas of further co-operation between the two countries, Dr. Kissinger said first of all China and United States should develop a common solution on how to overcome the current international financial and economic crisis, and develop a program of collaboration to tackle the issue.     And "on the key problems that exist in the world -- proliferation, energy, climate change, environment -- China and United States can be a key to a solution of these problems," he said, "So the strategic dialogues between China and United States should not only continue, but be reinforced and strengthened."     NCUSCR President Orlins called the NYSE celebrating ceremony "a real testimony, not only to the historical events, but also to how far we have come."     "When we established diplomatic relations exactly 30 years ago on January 1st, we could not have imagined that we would have Chinese companies listed on the NYSE, whose market capital is in excess of 800 billion U.S. dollars," Orlins said, "It is just remarkable."     Currently, there are 41 companies from Chinese mainland listed with NYSE, the premier U.S. listing venue for non-U.S. companies.     Duncan L. Niederauer, CEO of NYSE Euronext, told Xinhua that he has taken the relations with China as one of his most important initiatives during his years as chief executive. He also suggestedthe Chinese companies to "stay the course" and stick to the good business when dealing with the global financial crisis and economic downturn.     "There is always years like this in global markets where it is a very very tough ride. I think there are a lot of terrific companies in China. They either already listed or are in the queueto be listed, and we're gonna continue to support them through the ups and downs," Niederauer said, "I believe their fortunes will improve overtime and we just need a long-term outlook of it."     NYSE was the first foreign exchange to receive approval to open a representative office in China. After the opening of its Beijing office on Dec. 11, 2007, NYSE has signed memorandums of understanding with China's Dalian Commodity Exchange and Zhengzhou Commodity Exchange in co-operations in the futures and options markets.     Among the guests to the Monday ceremony were Peng Keyu, Chinese consul-general in New York, and Jan Berris, vice president of the NCUSCR. 

  

BEIJING, Nov. 17 (Xinhua) -- As mass layoffs and labor disputes become more frequent when global economic slowdown wipes out more companies from business, Chinese government has urged local authorities to make best efforts to properly respond.     The top priority should be given to ensuring stable employment, said China's Ministry of Human Resources and Social Security (MOHRSS) in a notice issued on Monday.     Investigation should be carried out concerning individual companies' possible layoffs, especially labor-intensive factories, it said. The labor situation of companies that go bankrupt should be closely monitored.     In October, Local government in Dongguan of Guangdong Province, where many labor-intensive companies located, took out more than 24 million yuan (3.5 million U.S. dollars) to compensate for the salaries of over 7,000 workers, who was left helpless when a company owner secretly fled.     Emergency plans should be formulated in order to better prevent and deal with incidents involving a large group of unemployed workers, and make sure to report to higher level of the government and make appropriate arrangement as soon as possible, it said.     An efficient and convenient channel should be created for people to appeal for arbitration of labor disputes, so as to resolve major or mass disputes in time, it said.     The notice also required that arrangements be made to guarantee unemployment insurance, encourage reemployment, and better serve the migrant workers.

  

UNITED NATIONS, Dec. 9 (Xinhua) -- China on Tuesday called on the international community to continue to strengthen multilateral counter-terrorism cooperation within the UN framework.     China's UN Ambassador Zhang Yesui made the appeal at the thematic debate of the UN Security Council on threats to international peace and security caused by terrorists.     "Recently, a series of alarming acts of terror occurred in such places as Mumbai, resulting in heavy casualties of innocent people. The Chinese delegation expresses its deep condolences to the victims," Zhang told the council.     "These cruel realities remind us once again that terrorism still remains a potent threat to peace and security of international community," he said.     The Security Council, as the core of the international collective security machinery, should play an important role in international fight against terrorism, he said.     "Terrorism is the common threat facing the international community and it is imperative to continue to step up the multilateral counter terrorism cooperation within the UN framework," he said.     China believes that all UN bodies should pay attention to both stepping up counter-terrorism measures and removing the root causes that give rise to terrorism, he said.     "The member states are the real owners in the implementation of all UN counter-terrorism resolutions," the Chinese envoy said. "Their will and capacity in counter-terrorism determines the implementation of those resolutions."     "However, limited resources and inadequate counter-terrorism capacities have led to the inability of many countries, especially the developing countries to honor fully their counter-terrorism obligations, and thus limited seriously the international community's achievements in the struggle against terrorism," he stressed.     China hopes that the international community will pay greater attention to the capacity-building in counter-terrorism and invest more resources to help the developing countries with counter-terrorism assistance that meets their actual needs and help them improve expeditiously capabilities so that the effective implementation of all UN counter-terrorism resolutions will have a firm basis, he added.
