JINAN, Dec. 21 (Xinhua) -- A rural endowment insurance scheme, which is being operated on trial basis in part of the country's rural area, may bring an end to the tradition of rural seniors who depend on their children for financial support.Under the insurance scheme introduced in September last year, farmers across the country, who aged 60 years or older, each can receive a pension of 55 yuan (8.3 U.S. dollars) paid by the government per month."I never dreamed I would receive a pension like urban residents do," said Liu Fengyan from Nanlin Village, Pingyi County, in east China's Shandong Province."My wife and I receive 110 yuan in total each month and that is enough to subsidize our daily expenses," Liu told reporters.Liu, together with hundreds of thousands of other elderly rural Chinese across China, is one of the first to benefit from the insurance scheme.The Chinese government has vowed to expand the scheme 10 percent per year and cover the whole country by the year 2020.Those under the age of 60 will have to pay 100 to 800 yuan per year into a fund so they can draw the pension once they hit 60 years of age."Farmers are enthusiastic about the program, and nearly 90 percent of farmers in the pilot areas in Shandong have joined the scheme," said Liu Qianjin, deputy director of the Rural Social Insurance Department of the Shandong Provincial Human Resources and Social Security Bureau.Previous pension programs that were not widely accepted because their funding came from the farmers themselves. The new pension is different - it is government funded.The value of the pension differs across China, depending on the financial status of the relevant local government."My husband's mother can get 260 yuan pension each month. She was never covered by social insurance before," said Wang Huailan, 58, from Nancai Village, Shunyi District, Beijing.Wang herself is able to receive 347 yuan per month from the urban-rural residents' pension insurance program.In China's most impoverished province, Guizhou, 27 counties, or 30 percent of all counties, are covered by the pension scheme which benefits more than 1.91 million low-income farmers.By the end of 2010, the rural pension scheme will reach 23 percent of all Chinese counties, Minister of Human Resources and Social Security Yin Weimin said in a recent statement.China's elderly population is growing quickly, posing a new challenge for the government.The number of elderly people aged 60 years or over in China in 2009 grew by 7.25 million to more than 167 million, a report by the Office of the China National Committee on Ageing said.China has a population of 1.3 billion, with 56 percent of its citizens living in rural areas not covered by social security programs.The rural pension scheme -- endorsed by the State Council, China's cabinet -- will ensure the basic living standards of elderly Chinese in rural areas and help narrow the standard-of-living gap between urban and rural areas.Although it is a small sum of money, it is the start of a new era in China, Premier Wen Jiabao said in an interview with Xinhua at the end of 2009.

BEIJING, Dec. 20 (Xinhua) -- Netizens in Beijing voiced their support as well as concern during the past week about draft rules designed to curb the capital city's notorious traffic congestion.The proposal, that car usage by institutions under the Beijing municipal government's jurisdiction be limited, was overwhelmingly supported, while an additional congestion fee to be paid by drivers and an odd-even license plate restriction system in downtown areas drew much opposition among netizens.The Beijing municipal government wrapped up the week-long public comment period on Sunday that sought input before rolling out the final rules.The draft rules proposed that no new cars should be added during the next five years to the already colossal car fleet for governmental and institutional usage."Equality should be strictly observed and no privilege be allowed for those government- or institution-owned cars to be used for personal business," said a netizen, Renwen Zhuyi, or literally "humanity idea"."I hope that the government could make public the information about government- and institution-owned cars for scrutiny and supervision," said a netizen with ID Hub3333.China has been pushing forward the reform on government- and institution-owned cars, but little progress was made, said Lu Ximing, director with the Shanghai Urban Traffic Planning Research Institute."What is more important is that the government will set an example in reducing traffic congestion by limiting usage of government fleet cars," Lu added.The draft rules also proposed that parking fees be hiked in central Beijing and "congestion fees" be charged in areas prone to traffic jams. This has triggered widespread concern among netizens, who think that extra-charges should be the last resort in easing the city's traffic gridlock problem."Congestion fees are not an effective prescription to ease traffic jams,"said netizen Sunny. However, the number of cars soared after the country entered the 21st century amid fast economic growth and urbanization.Within 13 years, the number of cars in Beijing more than quadrupled to 4.7 million in 2010 from 1 million in 1997.In 2009, some 515,000 new cars were driven onto Beijing's already over-crowded roads, equivalent to the car population in Hong Kong. And this year, another 760,000 new cars will be added to the traffic gridlock.Li attributed the traffic congestion in Beijing to the excessive use of cars, low ratio of roads and concentrated car use in downtown areas."We have to bring traffic under control before it is too late," Li said.

  

BEIJING, Nov. 26 (Xinhua) -- Chinese Foreign Minister Yang Jiechi met with Chi Jae Ryong, Ambassador of the Democratic People's Republic of Korea (DPRK) to China, and held phone conversation with U.S. Secretary of State Hillary Clinton and ROK Foreign Minister Kim Sung-hwan on Friday.They exchanged views on issues including the situation of the Korean Peninsula, according to a statement released Friday night by the Chinese Foreign Ministry.Yang said China gives utmost attention to the exchange of fire between the DPRK and the ROK which happened days ago, and is very concerned about the development of the situation.The DPRK and the ROK should exercise calm and restraint, engage in contacts as soon as possible, and solve problems through negotiations and dialogue, Yang said."The pressing task now is to put the situation under control and prevent a recurrence of similar incidents," he said.Parties related should actively work for peace and facilitate talks, jointly safeguard peace and stability of the Korean Peninsula while adopting responsible attitudes, Yang said.Parties involved should work together for an early restart of the six-party talks, and push forward denuclearization process of the Korean Peninsula, Yang said.The DPRK, the ROK and the U.S. sides elaborated on their views on the current situation, and expressed the importance they attached to China's stance and their willingness to maintain contacts with the Chinese side.The ROK and the DPRK exchanged artillery fire Tuesday in waters off the west coast of the Korean Peninsula, leaving four people dead.China on Friday also voiced its opposition to any military acts in its exclusive economic zone without permission, days before a joint military exercise between United States and ROK on the Yellow Sea."We hold a consistent and clear-cut stance on the issue. We oppose any party to take any military acts in our exclusive economic zone without permission," Foreign Ministry spokesman Hong Lei said in a statement Friday.
