"There was no way on Earth that I was going to live from this. I was in a panic. I couldn't use my arms and legs now."Someone on shore, only known as "Dustin," noticed Fitzpatrick struggling and swam out to help him."He's a guardian angel. SAN DIEGO (KGTV) - A new report is calling for San Diego County jail reforms to address mental health issues and inmate suicides.From 2014-2016, 17 people have died by suicide while being held in a San Diego County jail facility, according to an investigation?by Disability Rights California (DRC).By this rate, the group says San Diego County's rate of inmate suicide is "staggeringly" high compared to national, statewide, and local data. During this three-year period, the county's rate of 107 deaths per 100,000 was double the national rate of 50 per 100,000, the group says.More: TEAM 10 INVESTIGATIONS"People with mental health needs and their families deserve better," DRC Attorney Rebecca Cervenak said. Toni Atkins' downtown San Diego office Friday morning, and joined forces to call for help.Members from the Alliance of Californians for Community Empowerment gathered to tell Atkins to support Assembly Bill 1436, which would extend the eviction moratorium until April 1, 2021. They say it's the only way to protect people who haven't been able to pay rent because of the coronavirus pandemic.Meanwhile, a car rally organized by UDW/AFSCME Local 3930 demanded a new tax on California billionaires to help pay for child care and shore up holes in the state's education budget.The groups were unaware of each other's planned protests until they both showed up at Atkins' office at the same time. But they say their combined voices should help get her attention."This tax would help those families who need quality childcare, affordable childcare, so we are supporting the children," said Miren Algorri, a child care provider who supports the tax. "This is not about the rich, this is about the children, the future, not only of this community, but of California, the nation.""We need protection," said Patricia Mendoza, a mother of two who faces eviction if the current moratorium runs out. "Where are we going to go? What's going to happen to me, what's going to happen to my future? I don't want to have to tell my kids we're going to be homeless. SAN DIEGO (KGTV) - A heartbroken Allied Gardens homeowner is pleading for the return of a stolen trailer? which contained the belongings of her hospitalized mother.When Erin Rose went out to the driveway of her home on Delbarton Street Friday morning, she froze. "My heart just dropped into my stomach. I felt nauseous," said Rose.Missing from her driveway was her 5-ft x 8-ft trailer. Drag marks revealed how it left the home."You can see it extends all the way to the street ... and to the intersection," said Rose.Rose had locked up the trailer in two places. The only thing she found were the remnants of one of the locks."Just heartbreaking and sad," said Rose. The trailer contained all the belongings of her mother Gail, 74, a part-time San Diegan recently hospitalized in Wisconsin with a heart condition. Rose had been storing her mother's belongings since buying a home months ago."That's all my mom has left. Now she has nothing," said Rose.Inside the trailer: furniture, household items, and some jewelry, including family heirlooms. There was also a lifetime of photos. Most of them haven't been digitized. Rose waited a week to tell her mother, until she was strong enough to receive the news."She cried, she cried. She knew she couldn't get stressed out, couldn't get her heart rate up. Right now she's focusing on her health. Hasn't really hit her she's going to come back to nothing," said Rose.Rose is now hoping to change that by making a plea for tips."I just want when she comes back to be able to have her photos on her nightstand. SAN DIEGO (KGTV) - A local World War II veteran who survived a battle with COVID-19 has died.In May, ABC 10News was there when loved ones, including daughter Lisa Hoover, welcomed home Ben Pack after a month in the ICU fighting COVID-19. He was among the oldest known survivors of the virus."It was one of the most emotional moments of my life," said Hoover.RELATED: 94-year-old El Cajon veteran who beat cancer, heart failure overcomes COVID-19At the age of 94, Pack had lived through a lifetime of survival stories. The World War II veteran survived tuberculosis, cancer, and congestive heart failure, but when he contracted COVID-19, his family prepared for the worst."There were days we thought it was over. We literally had our goodbye calls, and it was heartbreaking. What got him through this was his will to live and a fighting spirit, I guess," said Hoover.Even with that spirit, his battle with coronavirus took a toll. He lost 35 pounds and remained weak. In mid-October, while in his independent living apartment in Rancho San Diego, he fell and broke his hip. Surgery followed. He was 95, and he passed away on November 11, which was Veterans Day," said Hoover.Hoover says the timing of her father's death gave her family some solace."All felt it was a monumental day for him to pass. He felt so strong about serving. He lived a long, vibrant life. We are saddened about his loss, but good about the timing of it," said Hoover.Pack will be buried at Fort Rosecrans National Cemetery.
