SAN DIEGO (KGTV) – Mexican authorities are investigating a gas explosion at an apartment complex that hospitalized at least three and displaced 150 people on Christmas Day.The explosion happened around noon at the Edificio Hipódromo located at 12609 Col. Alba Roja in Tijuana, one mile south of the stadium Estadio Caliente.This station’s Mexican media partner Televisa reports that the powerful blast caused damage to nearby homes and left debris strewn in the streets on opposite sides of the building.Images from the scene show several windows and glass doors blown out, and collapsed ceilings inside some apartment units.The three victims were described as a 2-year-old child and two adult females, ages 25 and 45. All three were transported by San Diego Fire Rescue to UCSD Medical Center in the United States with second-degree burns. SAN DIEGO (KGTV) - Members of Congress are responding to a Team 10 investigation that uncovered allegations the government is not providing adequate medical care to some U.S. citizens in its custody.Two recently filed lawsuits allege that dozens of individuals’ medical needs were deliberately ignored by Department of Homeland Security (DHS) agents, and Americans were forced to undergo life-threatening and torturous detox in temporary holding cells at the border.In a statement to 10News U.S. Congressman Bennie Thompson, Chairman of the Committee on Homeland Security wrote, “The allegations made in these lawsuits are extremely troubling. Anyone in CBP custody who is in medical distress should receive urgent medical care if they require it. Across the board, it’s clear that CBP has work to do to ensure safe and humane conditions for all detainees.”San Diego area Congressman Scott Peters also responded saying, “Everyone in federal custody deserves access to basic care. Ignoring a detainee’s pleas for help runs counter to CBP’s own national policies, which say detainees are entitled to medical care if they report an illness or appear to need help. Officers at the border may be overwhelmed, but if CBP is going to detain people, they have a duty to provide proper medical care to the people in their custody.”10News also heard from ACLU of San Diego & Imperial Counties. A spokesperson wrote, "Unfortunately, horrible detention conditions at U.S. Customs and Border Protection facilities, including inadequate medical care, is nothing new – though they are violations of the agency’s own internal standards for treatment of people in its custody. Since then, things for small businesses like hers have been touch and loyal customers including high school juniors, Siya and Anoushka, wanted to help."A lot of businesses were closing. We both brainstormed about how we could help local businesses who have helped us in the past," said Anoushka." So they created a campaign called Loving the Locals. "We started a GoFund Me page and reached out to friends and family who were able to donate. With that money, we were able to donate to Mostra Coffee."And when Malone was ready to meet her donors she said, "I'm looking for adults, they didn't give me their names or tell me how much and I see these two young high school girls and they're like 'Are you Jelynn?'" To describe Malone as surprised was an understatement. "Then they hand over this large check to me and it says a thousand dollars and I'm completely shocked. I'm emotional, touched," Malone described. Malone's no stranger to giving back. A portion of her profits goes to farmers in the Phillippines, where she sources a lot of her product from. When the pandemic began, she donated gratitude boxes to frontline workers. All of her efforts never went unnoticed, even by young customers. "They [Mostra Coffee] continue to give back to community even during these difficult times and we felt that quality was important to us and it's what we were going for. We shared similar values and they were a great fit for us," Siya said. Mostra Coffee is the first business Loving the Locals has donated to. SAN DIEGO (KGTV) — King tides are expected to hit San Diego County's coastline starting this weekend.The high tide event is forecasted to begin Sunday, Nov. 15, and last through Monday, Nov. 16, according to the California King Tides Project. Another round of king tides is also expected next month from Dec. 13 through Dec. 15.High tide is set to steadily rise through the weekend, with Friday's high tide reaching 6.9 feet ahead of Saturday's 7.3-foot high tide. Sunday and Monday will see high tide reach 7.5 feet, before gradually decreasing through the remainder of the week, according to Tide Forecast.FORECAST: Latest 10News weather forecast for San Diego County"King tide" is the term used to refer to the natural occurrence of higher than normal tide caused by the alignment of the gravitational pull between the sun, moon, and Earth. The group says that understanding king tides help plan for higher sea levels in the future, though the event is not caused by a rise in sea levels."King Tides are the highest high tides of the year, about a foot or two higher than average tides, which corresponds to the one to two foot rise in sea level expected during the next few decades. When you observe the King Tides, imagine seeing these tides (and the associated flooded streets, beaches, and wetlands) almost daily," according to the group.While the event has the ability to produce lively imagery of tide crashing onshore, beach-goers are warned to be careful when near the shoreline, especially if they're near an area prone to erosion. SAN DIEGO (KGTV) - Imagine having the power to change your body’s temperature at any time, regardless of how hot or cold it actually is. UC San Diego engineers are on they’re way to doing just that, with a wearable patch.Like a thermostat, it can be changed to a specific temperature, warming or cooling the body, using far less energy than an air conditioning system. “Cooling is a really important issue faced by society today. If you look at news reports there are extreme weather conditions, for example in India, peak temperature could be over 50 degrees Celsius in July," said Renkun Chen, a Professor of Mechanical and Aerospace Engineering at UC San Diego.The patch is made up of thermoelectric alloys - materials that use electricity to create a temperature difference and vice versa - sandwiched between stretchy elastomer sheets. The device physically cools or heats the skin to a temperature that the wearer chooses. The patch is powered by a flexible battery pack. It is made of an array of coin cells all connected by spring-shaped copper wires and embedded in a stretchable material. The system also includes a stretchable circuit board.By regulating the temperature around an individual person, rather than a large room, the smart fabric could potentially cut the energy use of buildings and homes by at least 15 percent.The technology could also be used for people who work in extreme environments, like firefighters or miners. Eventually, Chen and his team want to integrate the technology into clothing. They hope to sell it commercially in the next few years, along with developing a mobile app to control the temperature.
