BEIJING, Dec. 23 (Xinhua) -- China will carry out the House Sale Price Statistical Scheme in 2011, after soliciting opinions via the internet earlier this year, said Ma Jiantang, head of the National Bureau of Statistics (NBS) on Thursday.Ma made the remarks at a national statistics work conference, saying the bureau had accepted suggestions from various departments and experts and would work steadily reform the method of calculating the country's house sale prices in 2011."We'll further work with real estate departments, make full use of their network data, and check the authenticity of the data to further push forward the statistical scheme reform," Ma said.The NBS was committed to improve the scheme at the beginning of the year. It released the draft plan on September 25, which said prices, floor areas, and sales of newly-constructed houses in 35 major cities would be based upon data from local real estate departments, instead of independent research.Ma said that the bureau is working on 4 key systems, including building a database for basic surveyed units, one set of standards for surveyed enterprises, data collecting and processing software systems, and direct reporting network systems."The four systems are aimed to guarantee the authenticity, integrity and timeliness of the data," he said.By 2012, above-scale enterprises, above-norm wholesale and retail accommodations and catering businesses, construction enterprises, and real estate enterprises will be able to submit their data directly to a national data center, said the NBS.Also, about 550 cities across the country will use personal digital assistants (PDA) to collect data for the consumer price index (CPI), a major gauge of inflation, as well as farm produce prices, by the end of 2012, the NBS said. 

BEIJING, Dec. 15 (Xinhua) -- China's National Meteorological Center alerted central and southeast China to a blizzard on Wednesday as a bitter cold front kept expanding southward, enveloping China in snow and record-low temperatures.Snows have now covered most of southern China. Even the subtropical Guangdong Province and Guangxi Zhuang Autonomous Region will see temperatures drops up to 10 degrees centigrade, according to a statement from the center.The ongoing Asian Para Games in Guangzhou, capital city of Guangdong, were affected by the weather. The wheelchair tennis competition hadto be held indoors, with some matches being delayed on Wednesday.A snowfall, starting at 8:45 a.m., has coated Nanchang City, capital of east China's Jiangxi Province, in white. Forecasts say snowstorms will continue to ravage most of Jiangxi until Friday.With the average temperature having dropped from about 9 to 1.7 degrees centigrade, most parts of central China's Hunan province are being pounded by rain, snow and hail storms.The weather has also begun to disrupt traffic.Flights leaving an airport in Jiangxi were canceled as snows affected visibility of pilots. It could be disastrous when accompanied by snowstorms.The carpeting snows in central and southern China have started to remind people of a blizzard in January 2008, which left 129 people dead and caused losses of 151.65 billion yuan (22.7 billion U.S. dollars) in the same area.On Nov. 29 China's Ministry of Railroad called for railway stations across China to start bracing for the coming Spring Festival travel rush. The rush will start around Jan. 19, 2011.Meanwhile, many northern Chinese cities, that have already been swept by the cold front, reported the coldest temperature in a decade for this period.In an extreme case, temperatures in Hulunbuir City in north China's Inner Mongolia Autonomous Region dropped to minus 46 degrees centigrade. Beijing also reported a record low temperature on this date in the past 10 years.Further, ice sheets have been seen off the coast of the Bohai Sea and Yellow Sea in east China as the northern part of the seas have begun to freeze.

BEIJING, Dec. 21 (Xinhua) -- Chinese lawmakers on Tuesday continued discussing a draft amendment to the country's Criminal Law which, if passed, could criminalize the act of "drunk driving".The draft amendment, which was tabled during a bimonthly session of China's top legislature on Monday for the second reading, stipulates that the act of car racing, which has caused "serious consequences", or drunk driving, are violations of the Criminal Law and convicted car racers or drunk drivers would be detained and fined.Currently, those suspected of drunk driving or street racing, if no serious consequences such as road accidents are caused, are not charged with criminal offences and are only subject to administrative or civil penalties.According to the road traffic safety law, drunk drivers will face up to 15 days in detention and their driving licenses will be suspended from one to six months. Meanwhile, drivers will have to pay a fine ranging from 200 yuan (30 U.S. dollars) to 2,000 yuan.On the other hand, when drunk driving has become vital or has caused "serious consequences", drivers are ruled to be committing traffic crimes or crimes against public security and receive jail terms ranging from no more than three years detention or more than seven years imprisonment.The latest amendment stipulates that drunk driving, even if it has caused no road accidents or other serious consequences, would constitute a criminal offence.According to China's current standard, drunk drivers refer to those having 80 milligrams of alcohol in 100 milliliters of blood.Xia Ji'en, a member of the Standing Committee of the National People's Congress (NPC), China's top legislature, hails the proposal to criminalize the act of drunk driving as "progress" that would better protect people's safety and reduce the frequency of drunk driving.Xia proposed imposing harsher penalties for drunk drivers who caused road accidents.Member Lang Sheng said administrative detention for drunk drivers is having little effect on quelling the practice of drunk driving, and criminalizing the act of drunk driving would work more effectively.However, NPC Standing Committee member Fang Xin proposed to fully consider the consequences of criminalizing drunk driving.A civil servant could no longer keep his post if he commits a crime, even if its drunk driving and no one was hurt, according to Fang.Member Li Lianning suggested authorities mete out punishment for drunk drivers based upon the severity of their cases and take a cautious approach in legislation.In most cases, a draft law will be read two or three times before being passed.China's fast economic development has enabled a growing number of Chinese to realize their middle class dream of owning a car.China' s auto sales jumped past the United States to reach record levels in 2009. China had 199 million motor vehicles on its roads as of September, including 85 million cars, according to the Ministry of Public Security.However, in a country where drinking liquor is an important part of the dining ritual, the pleasures of drinking alcohol have made drunk driving sometimes an unavoidable practice.In 2009, Chinese police apprehended 313,000 drunk drivers.Earlier this month, Gu Qingyang, a post office official in Luoning County of central China' s Henan Province, was arrested after he, under the influence of alcohol, drove his car into five teenagers before trying to escape.More fatal car accidents in big cities such as Chengdu, Nanjing and Hangzhou have triggered heated public complaints and calls for stricter penalties for drunk driving.
