(AP) — A utility says it had a problem with a transmission tower near where the Kincade Fire ignited in Northern California wine country, prompting a large evacuation.Pacific Gas & Electric filed a report with the state utilities commission Thursday saying it became aware of a transmission level outage in the Geysers in Sonoma County around 9:20 p.m. Wednesday.The wildfire was reported minutes later in the same area, although it is not clear whether the malfunction sparked the blaze.The state’s largest utility preemptively shut off power in Northern California on Thursday in a bid to prevent toppled electrical lines from igniting wildfires in dry, hot gusty winds.Power was shut off to distribution lines but not to transmission lines. 755

SAN DIEGO (KGTV) - A severely injured horse trainer and her husband filed a lawsuit against SLR Training Center INC., the company that owns the San Luis Rey Downs Training Center in Bonsall. The nine-page complaint was filed March 18, and it focuses on the events of Dec. 7, 2017, when the Lilac Fire burned through the training facility. Martine Bellocq suffered burns to more than 60 percent of her body and lost a leg while trying to save racehorses, including her own. The court documents allege negligence on the part of the training facility. It also claims the San Luis Rey Downs facility “failed to keep a defensible space around structures.” It goes on to say “there were no fire suppression systems in place” and it “failed to have the foresight to have a means to evacuate the facility, or an emergency plan in place.” Bellocq’s attorney says her medical bills are racking up, currently in the hundreds of thousands of dollars. The attorney says the lawsuit is to recoup economic damages, resulting from injuries and the impact on her life. San Luis Rey Downs declined to give 10News a comment regarding the lawsuit. 1140

"The United States remains committed to the values of democracy, rule of law, freedom of expression, and prosperity in Tanzania."Quintal, the Africa program coordinator at the Committee to Protect Journalists, and Mumo, the organization's sub-Saharan Africa representative, were in Tanzania for a reporting mission, according to a news release. They were detained on Wednesday in their hotel room in Dar es Salaam by "officers who identified themselves as working with the Tanzanian immigration authority." The officials took their passports and the journalists were taken to an unknown location, the release said."We are concerned for the safety of our colleagues Angela Quintal and Muthoki Mumo, who were detained while legally visiting Tanzania," Committee to Protect Journalists executive director Joel Simon said.
