(KGTV) — California Gov. Gavin Newsom said that the state's counties will be allowed to reopen hair salons and barber shops starting Tuesday.Newsom said that the 47 of 58 California counties that have been allowed to proceed through Stage 2, including San Diego County, can allow hair salons and barbershops to reopen with modifications under their plans."Those counties will begin to allow for those kinds of operations with meaning full modifications with the appropriate protective gear, particularly face coverings that are so essential in that environment, sanitation requirements, and the like," Newsom said. Some things already being planned included face shields, masks, moving clients during hair appointments more instead of employees moving around the client, and getting rid of waiting areas."Our industry, specifically, is very well trained for this," Marc Kulch, owner of Salon on 30th, told 10News. "This is something we've always had to do, so we're just intensifying it."After the announcement was made Tuesday, Kulch said there are still some questions about the guidelines. "I was wondering if we would be allowed to blow dry? I have not seen anything saying that we can't."Corinne Lam with Solatto Salon in Rancho Bernardo said they have spent thousands of dollars on PPE and safety equipment. They have already installed plexiglass between work stations and have a team training later this week on the new protocols."Anything we have to do, we are ready to do it. We're just so excited to be able to get back to making a living and getting our clients feeling better," Lam said. Newsom said Tuesday's changes do not include nail salons or similar personal care services and that the state is still working on putting together guidelines for those businesses."The issues there require a little more specificity," Newsom said in regards to nail salons.Guidelines related to summer camps, childcare, and schools are expected to be released Wednesday. (KGTV) -- A large Hollywood-style Trump sign caught the attention of drivers in San Diego County throughout the day Wednesday.The massive sign could be seen along I-5 in the Del Mar area and comes just weeks after a similar sign was placed along the 405 freeway in the Sepulveda Pass.It’s unclear who placed the sign on the hillside or when it will be taken down.Watch video of the sign from Sky10 below:A similar incident happened in early October as drivers noticed an identical sign along the 405.That sign was taken down by Caltrans. (KGTV) - A group of San Diego lawmakers, water agencies and business leaders are joining forces in opposition of a possible new state tax on tap water.Under the proposed State Senate Bill 623, Californians would see an additional 95 cents per month on their water bills.SB623 is one of two articles of legislation being discussed by state lawmakers that could see residents’ water bills go up by more than per month.The goal of the tax would be to clean polluted groundwater around the state, particularly agricultural areas where water is considered undrinkable -- with arsenic, lead and nitrate levels that have been compared to Flint, Michigan’s crisis.State Sen. Bill Monning (D-Carmel), who authored the bill, said SB623 "will establish the Safe and Affordable Drinking Water Fund to provide an ongoing source of funding to finance water improvement projects throughout California.Approximately 300 water systems in California currently have pollutant violations, such as arsenic, lead, nitrates, and uranium that have been linked to nausea and vomiting, cancer, reduced mental functioning in children, nervous system decline, miscarriages, and numerous other health issues.Support of the fund will come from a fertilizer mill fee, a fee on dairies, and a fee assessed on water bills of no more than a month per household, and is anticipated to generate 0 million a year. Low-income rate exemptions are provided for households under 200% of the federal poverty level."Numerous agricultural groups and environmental organizations have come out in support of SB623, but many, including the San Diego County Taxpayers Association and other local groups, have said the bill is “counterproductive because it will make it harder for low-income residents to afford this necessity. They were killed illegally in the Clark Mountain Herd Area."We will pursue every lead until we've arrested and prosecuted those responsible for these cruel, savage deaths, and we welcome the public's help to bring the perpetrator or perpetrators to justice," BLM deputy director for policy and programs William Perry Pendley said.Under the Wild Free-Roaming Horses and Burros Act, burros are protected as "living symbols of the historic and pioneer spirit of the West." As such, they can't be killed, harassed, captured or branded in 10 Western states controlled by the Department of the Interior or the US Forest Service.Details about the crimes are slim, but BLM officials told the Los Angeles Times a few of the burros were killed while drinking water from nearby springs.
