SOLANA BEACH, Calif. (KGTV) -- Neighbors in Solana Beach are launching a fight against plans for a luxury hotel in Del Mar. The Robert Green Company and Zephyr want to build the Del Mar Resort at the intersection of Via De La Valle and Camino Del Mar, just north of Dog Beach. The 16-acre bluff top has been home to private homes for the last 100 years. The Del Mar resort would include a luxury hotel with more than 250 rooms, more than 70 villas, four restaurants, public walking trails and a spa. Monday night, the developers hosted a workshop for residents to ask questions and look at the design plans. The project is estimated to bring in million in Transient Occupancy Tax (TOT) to Del Mar, but people in Solana Beach say they're expecting nothing but headaches. "Solana Beach isn't getting any of the taxes for this. So they say, well, Solana Beach will get benefit from the restaurants," said Geoff Smith Moritz. "But there aren't that many restaurants, so it's just going to be a major traffic hassle for the community and it's way out of scale for the community."  Many residents are worried about the traffic impacts to Via De La Valle, Highway 101 and Lomas Santa Fe, especially in the summer during the fair and racing seasons. Developer Robert Green said they are committed to addressing the concerns of the community. "We need to be thinking about people's views. We need to be thinking about traffic and parking, but we also need to look at the positives as well," Green said. "The economic benefits to both city of Del Mar and Solana Beach and just the social benefits of having a resort of this kind in this community."Green said the resort would finally provide public access to the scenic spot. "Probably the biggest benefit to our project is to create a trail system that circumvents the entire property and opens up the entire bluff frontage to the public for access," Green said, adding that the project is still in its early stages and still needs approval from the California Coastal Commission and the City of Del Mar. Story poles recently went up showing the scale of the project. Some homeowners fear it will destroy the feel of their beach community. "It'll change everything that we know about our neighborhood that we live in," said Michelle Rogers who worries about changes to zoning. "How can you bring in 200 hotel rooms, all this development, the employee parking alone? Whatever they're saying cannot be realistic."According to the developer, the lot is zoned residential for up to 21 homes. The city will be asked to approve a specific plan for zoning that would allow mixed use.      Rogers owns two homes nearby. "We bought these properties relying on the fact that this would never be overdeveloped the way they are proposing right now," said Rogers. There are also concerns about the stability of the bluff. Last week, a large chunk of the bluff just south of the resort site collapsed onto the beach below. Green said they're working closely with geologists to address any erosion issues. "We'll actually be stepping back from the bluff far more than anybody in Solana beach has been doing for the last 100 years or so, so our bluff set back is a real key to it all," Green said. It's still early in the process. The developers hope to take to the project before the city for a vote next year with a goal of opening the resort in 2022.  Neighbors are circulating a petition online to prevent any changes to zoning. "We will not go down without a big fight," Rogers said. "We are organizing and mobilizing and I hope the developers know this will not happen in our neighborhood." 3809

Taylor also served two tours of duty in Iraq and Afghanistan.He's survived by his wife Jennie and seven children. Last month on their 15th wedding anniversary, Taylor penned a post on Facebook about his "rock star wife" who he said had been "superwoman through birthing and raising seven children, and through four deployments to Iraq and Afghanistan."A second service member was also injured in the attack and is undergoing medical treatment.The attack that killed Taylor comes a little more than two weeks after US Army Brig. Gen. Jeffrey Smiley, who oversees the NATO military advisory mission in southern Afghanistan, was wounded in an insider attack in Kandahar province. The commander of U.S. and NATO forces in Afghanistan, US Army Gen. Scott Miller, was also present but escaped uninjured.Two Afghan officials, including the southern province's powerful police chief, Gen. Abdul Raziq Achakzai, were killed. The Taliban claimed responsibility for the attack.A report released by the U.S. government's own ombudsman of the war reports that the Taliban have strengthened their grip in Afghanistan over the past three years and now control more territory than at any time since 2001. 1839

  

The 2010 abuse case involving Sarah Hart marked the second time school personnel had noticed something amiss with a child in that family.Two years earlier, a 6-year-old Hart child was seen with a bruised left arm and told school staff that Jennifer Hart had struck the child's arm with a belt, according to Alexandria police records.In an interview with Alexandria Police and Douglas County Social Services, Sarah and Jennifer Hart said the child fell down the stairs. They also said the child had faced "food issues" in public school."They say (the child) has been constantly going through food issues, where (the child) will steal people's food at school or eat out of garbage cans or off the floor," according to a police report.Two months later, Markis, Hanna and Devonte Hart, the couple's three eldest children, left Washington Elementary School for a home-school setting, Alexandria public school enrollment records show.The children returned to a different public school for the 2009-10 school year and to yet another school for the 2010-11 school year until they were again pulled after Sarah Hart's guilty plea, records show. 1135

  

State officials said dry conditions and strong winds have combined to create potential fire dangers."These fires are going to continue to be quite explosive under these conditions, with that kind of wind pushing it, and all the dry fuels that are available," Finch-Walker told CNN. "The fire is rapidly spreading and growing and we will continue to see extreme fire behavior until we can get through this event.""We've got historic conditions as far as fire. We haven't seen these kinds of conditions in a decade," said Matt Lehenbauer, emergency management director for Woodward County."We've had half an inch of rain in six months," Lehenbauer said.Gusts were expected to pick up Friday, which could lead to additional evacuations as winds could "push the fire into more populated area," Lehenbauer said.State Highway 34 was closed at the US-60 junction at Vici south to Camargo because of fire conditions. Both lanes of westbound I-40 were closed at Erick because of fires in Texas. Motorists traveling to Texas were advised to not travel any farther than Elk City.The fires' spread comes as the United States faces a trio of dangerous weather possibilities this weekend: Besides the critical fire danger in Oklahoma and the Southern Plains, severe storms and tornadoes are forecast in the Mississippi River Valley, and heavy snow is expected for the Northern Plains and Upper Midwest.Clarification: There is one fire in Dewey County, Oklahoma, where the town of Vici is located. 1482
