CHULA VISTA, Calif. (KGTV) - One man is dead after a fight erupted at a South Bay gas station Monday night.Police said two men began arguing outside the AM/PM gas station at 765 E Street just after 8 p.m. Police responded to find one man unresponsive on the ground. The victim was taken to Scripps Hospital in Chula Vista, where he was pronounced dead.Chula Vista police reviewed surveillance footage from the gas station, which showed the victim sitting on a curb asking customers for money at the gas station.The suspect, later identified as 64-year-old Carl Keele, walked up and was confronted by the victim, according to police. The two men appeared to argue before the victim stood up and attempted to punch Keele.The two began to throw punches and kicks at one another until the victim collapsed. Keele then walked off camera and left the scene, police said.Police said the victim could be seen breathing while laying on the ground. Witnesses told police they thought the victim was joking around after he fell.Police later located Keele and took him into custody. Keele told officers the victim asked him for as he approached the AM/PM. He told him no and the victim called him a racial slur, according to Keele.Keele said he told others not to give the victim money and the man became angry and started swinging at him. Police said Keele defended himself by throwing punches in return until the victim collapsed.Police said based on witness statements and Keele's statement, they do not see any grounds to charge Keele.The victim's name is not being released pending family notification.CVPD is still investigating the incident. CHULA VISTA, Calif. -- Owners of vacant or blighted property in Chula Vista will now be able to get a tax break in exchange for growing fruits and vegetables.The plan was approved Tuesday by the county Board of Supervisors. The city is covered by an Urban Agriculture Incentive Zone which allows owners of more than 170 qualifying properties to submit plans to turn the land into community gardens or other agricultural uses.The program, created by a 2014 law, would lower property taxes based on per-acre value of the irrigated farmland.City officials say the aim of the plan is to increase green spaces, build community and educate the public about fresh food production."It's a great way to utilize parcels that maybe haven't been developed to their full potential," Supervisor Greg Cox said. "I think that's something we ought to see, frankly, in the other 16 cities in San Diego County and the unincorporated area."San Diego became the county’s first city to adopt the program in 2018 with 2,000 properties eligible for the program.Property owners must now apply with the city. The city says properties must be at least 0.1 acres, but no more than three acres and the entire property must be dedicated to agricultural use.If approved, the property owner and city would enter into a five-year agreement. 1315

"I thought it was like one of the best things ever I wish I had a drag queen story time when I was younger," said "Strawberry Corncakes", a local artist who isn't taking part in the upcoming event, but understands very well why performers like her are striking a chord with families and kids across the country. "We're characters, we're cartoon characters brought to life. Who walks around with green eyes and green lips?" Along with the popularity though has come controversy. Pastor Amado Huizar is a father of four and says he's heard the events aren't just about reading books. "Teaching more about drag queens and what that's about which tends to lead to adult entertainment and that's where I think it's inappropriate as a dad as a husband."But the performers themselves say that's just not true. "There's no hidden agenda, we're not teaching them how to be drag queens we're not teaching them how to do anything except love themselves and read," said Corncakes. Huizar is trying to get the city leaders to talk to him and others and postpone the event in the meantime. And while opponents admit the event is optional, they have an issue with it being held at a public library. "I don't have to go but that doesn't mean I have to keep away from it either," said Huizar. (KGTV) -- A high school Senior from Chula Vista was charged in Federal Court Monday for reportedly trying to recruit other students to smuggle drugs into the U.S.Court documents show that Phillip Junior Webb, who was a senior at Castle Park High School in 2017, recruited other high school students to smuggle methamphetamine and fentanyl into the U.S.According to the documents, starting in July of 2017, juveniles were caught trying to smuggle drugs by strapping the drugs to their bodies as they tried to enter the United States.RELATED: Teens targeted to smuggle Fentanyl across US-Mexico?On May 4, Web was reportedly caught trying to bring a Chinese national and Mexican national into the U.S. in the trunk of his vehicle.“We are seeing a very troubling trend and we want to warn parents and high schoolers,” said U.S. Attorney Adam L. We are going after the recruiters who exploit these kids, but the kids also need to know that they are gambling with their lives when they do this. CHULA VISTA, Calif. (KGTV) — As schools try to navigate the future of in-person education in the era of coronavirus, Southwestern College is already returning some students to campus. The Southwestern College Higher Education Center in Otay Mesa welcomed nursing and health occupational students, along with students in the public safety program, back to campus June 1. These students are training to fill jobs like nurses, EMTs, paramedics, and more.Dean Sylvia Cornejo said since March, they have been using technology for remote learning, but the school has been planning on bringing these students back as quickly as possible because of their careers and the need for essential workers right now.RELATED: San Diego Office of Education releases guidance to reopen schools“The students got as far as they could with online instruction but really we needed to be able to bring them back to campus for all of their practical labs,” she said.She said this location has returned to campus because of the nature of the students, but most of the five Southwestern College locations will remain remote for the fall term.
