SAN DIEGO (KGTV) - A sailboat and power boat collided near the Coronado Bridge Sunday afternoon, injuring four people, according to San Diego Harbor Police.A good Samaritan drove by and noticed people floating in life jackets as their boat took on water. He picked up nine people and ferried them to Pepper Park. "It's just what you do you're a boater, it's what you're supposed to do, you help out on the water, people have helped us and we've helped other people," Kary Brownlee said.The damaged powerboat, a Bayliner, was towed back to the Pepper Park launch ramp where four passengers were evaluated for minor injuries. No one was taken to the hospital.The sailboat cruised back to Coronado on its own power."All it takes is a split second, when the captain is not paying attention that could cause a collision," boat safety advocate Amos Zolna said. He explained sail boats generally have the right of way, as they are harder to maneuver, compared to a power boat. Zolna said it's hard to navigate near the bridge, due to the large pillars that create blind spots.Harbor Police reported the 911 call at 1:28 p.m. They are investigating the cause of the crash and if any alcohol was involved. 1204
SAN DIEGO (KGTV) - A man was hospitalized early Thursday morning after being shot near the Children's Park in downtown San Diego, police said.San Diego police said the shooting was reported at around 1 a.m. in an area near J Street and 2nd Avenue.The victim was taken to the hospital, and 10News learned he is expected to survive from his injuries.Meanwhile, officers searched a nearby tent where the suspected shooter was last seen but could not find him.A description of the suspected shooter was not immediately provided.The shooting remains under investigation. 573

SAN DIEGO (KGTV) - A local retiree has a warning for Americans headed across the border after says he was shaken down for money during a recent trip to Tijuana, possibly due to COVID-19 restrictions.A few weeks ago, on a Sunday afternoon, Tom and his wife, a Mexican native, decided to visit one of her relatives. It's a trip they've made countless times. They drove across the border into Tijuana in their modified truck, bearing California license plates. Almost immediately, he noticed they had company."Saw a small car with municipal officers get behind me and pulled me over," said Tom, who asked us not to use his real name.He says one of two uniformed officers asked him to get out of the truck and walk over the police car, where the officer checked his driver's license."He explained he was pulling me over for tinted windows," said Tom.Tom says he was asked if he was smuggling drugs. Tom said he wasn't."Then he said, 'Here's the real reason I'm pulling you over. The United States closed the border. People are starving, and I want your money. Don't freak out. Don't say anything, or we'll impound your truck and take you to the courts' ... That was scary. I felt helpless," said Tom.Tom says he handed over the in bills he had in his wallet. He says his wife gave the other officer her ."He gave her back and said, 'I don't want to leave you with nothing,'" said Tom.That officer also left her with more details."My wife said he explained to her that they are just mad at the United States, and they're just going to pull over Americans and take whatever money they have because the people in Tijuana are hurting really bad because the border is closed," said Tom.A ban on non-essential border travel by both governments has been in place since March to limit coronavirus infections. Though cross-border traffic still remains busy, the restrictions have taken an economic toll on both sides of the border."I don't understand why they're blaming Americans. We're struggling too," said Tom.Tom says his police encounter ended when the officers let him go, warning him to stay out of Tijuana to avoid a repeat experience. He plans to take that advice."Myself, I'm not going back down there. It just invites trouble. You don't know who you can trust down there. Americans should be cautious," said Tom.Tom says he didn't report it to Mexican authorities because he feared retaliation. He tells ABC 10News a week after his incident, his brother-in-law experienced a similar shakedown while walking in the same area.ABC 10News reached out to the Mexican consulate in San Diego to find out if there have been any similar reported incidents and are waiting to hear back.In a statement, a spokesperson with the Tijuana government said a formal investigation would be launched "to investigate ... this reprehensible case and to apply the corresponding sanctions ... SAN DIEGO (KGTV) - A North Park woman is wondering what went wrong after she quickly paid off a fine for a parking ticket, and then got hit with a big late fee.On the second Tuesday in November, Stacy parked her car on Meade Avenue near her home in the morning. When she got off work later that day, she found something unexpected on her windshield."I didn't read the sign correctly. Parked in a spot that said 'No Parking' and got a ticket," said Stacy, who asked 10news not to use her last name.For parking in a street sweeping zone, she received a ticket for .50."Wrote the check the next day and sent it in the mail the following day," said Stacy.Stacy says she included the ticket in her payment and put the citation number on the check."At that point, I thought everything was fine," said Stacy.A few weeks later, she got a notice from the city saying the citation hasn't been paid, and she had a few weeks to pay it. Stacy wrote another check for .50 and sent it in the mail. She stopped payment on her initial check. Fast forward to late December, when she got another notice. Her payment had been received, but she now owed a late fee of ."How I felt was frustration. I felt a lot of frustration, because I felt like I had done what I was supposed to do," said Stacy.Stacy ended up paying the late fee online. She's not alone. After posting details of her ordeal on the Nextdoor app, another driver responded with a similar story. He reported that his check wasn't processed until after the late deadline."My concern is other people aren't able to afford late fee," said Stacy.Stacy won't be mailing any more checks when dealing with the city. "If checks aren't the way to do things, and they can't get to the volume ... we just need to know about it," said Stacy.Stacy says her initial payment didn't get lost in the mail, because the city tried to cash it - weeks after the late deadline.A city spokesperson released the following statement:"Check payments are processed by a third party vendor located in Inglewood, Calif. The average processing time in calendar year 2019 was six days for payments mailed to the vendor. Recently, the vendor encountered delays due to the installation of new remittance processing equipment. The new equipment had connectivity issues which created a backlog of payments. Customers who reached out to the Office of the City Treasurer during the backlog were advised not to stop payment on their checks, the postmark date was considered the legal payment date. When the payments were processed, the postmark date would automatically roll back any late fees if assessed. The Office of the City Treasurer generally advises customers to use the online option as the payments are posted in real-time ... (Stacy) put a stop payment on her original check payment. When stop payments are initiated on checks, it triggers an automatic process that rolls back the original payment. When this occurs, the bank will assess a stop payment fee that is added to the balance due. Late fees were automatically assessed. Her original payment was timely. SAN DIEGO (KGTV) -- A San Diego couple is challenging a luxury carmaker after their BMW SUV suddenly caught on fire. The Pearsons said they bought a BMWx5 in August 2018 because they thought it would be safe and reliable. In December, they replaced the battery at BMW of Escondido. The next month, Lisa Pearson was driving on Interstate 15 when she noticed a warning light showing an airbag and parking brake error. She pulled over and noticed smoke coming from the back of the car.“It happened so fast,” Lisa said. A fire had started from the rear of her vehicle. A passing tow truck driver stopped to help put out the smoke and flames. Firefighters told her it could have been a different story if her children were inside in their car seats. “It was really nerve wracking,” Lisa said. “I was really thankful since I saw that the fire was happening in the back of the car that the kids weren’t there.”They said their SUV was a total loss. It was after the fire that the Pearsons ran into even more problems. When BMW of North America inspected the vehicle, they blamed it on “an improperly secured connection of the battery cable." In the letter to the Pearsons dated February 29, 2019, Executive Customer Care Representative Michael Pigoncelli wrote, “BMW NA cannot accept responsibility for any damage, injury, or loss associated with the fire…” BMW of Escondido disagreed with corporate’s allegations, writing to the Pearsons that “the repair was done as per the BMW guidelines.” “It just seems that they’re pointing fingers at each other. Nobody cares about us or the consumer,” said Ryan Pearson. “It was still under factory warranty,” Lisa added, saying they hadn't even had it for five months. “What’s it going to take? Does someone need to die?” The Pearsons are not the only local couple to have their BMW catch fire. In October 2017, Laura Ohme said her parked BMW started a fire at the Torrey Hills homes where she lived with her family.She was in the shower when she heard a strange noise. “I just hear this really really weird popping kind of noises,ll ” Ohme said. With her two kids asleep in their rooms, she threw on a towel to find out what was going on. She went downstairs and saw smoke. “The door itself [was] literally black and glowing.”Ohme grabbed her two children and ran outside the house. “The fire, it was raging at that point,” she said.Fire investigators determined her recently purchased 2014 BMWx5 started the fire. It was a certified pre-owned vehicle she bought just a few months before. Ohme said the vehicle was sitting in the garage and turned off at the time of the fire. "I didn’t even put 5,000 miles on the car,” Ohme said. She said BMW has had a “non-response” to the situation. “BMW is not taking responsibility,” she added.While the Ohmes and Pearsons’ fires started under different circumstances, they shared things in common. Both BMWx5s were recently purchased just a few months before the fires. They both had warranties and neither vehicle was under a recall.ABC News started investigating mysterious BMW fires in 2017. Like the Ohmes, dozens involved vehicles that were parked and turned off. Since then, about 1.6 million BMWs have been recalled for fire risk. A BMW spokesperson told Team 10: "BMW notifies owners of vehicles affected by a recall via registered mail to advise them that their vehicle is part of an upcoming recall campaign and what the next steps are. BMW recently expanded its recall notification system for vehicles built after 3/2016 to allow owners to also be notified through the BMW Connected App on their smartphone. A vehicle recall may require that a part be replaced or software be updated." A spokesperson for BMW of North America told Team 10 they could not comment on the Ohme’s situation “due to litigation.” The Ohmes' attorney told me they are preparing a class-action lawsuit for the damages caused by the BMW fires.“I was able to get myself and my children out safely, but at some point someone is going to die,” she said.Regarding the Pearsons, BMW of North America wrote on March 22nd that they still believe the Pearsons’ vehicle caught fire because of “an improperly tightened battery terminal after a recent battery service.” The spokesperson added: “BMW is currently working with the dealer and the owner to resolve the matter.”In an email on March 22nd, a few days after Team 10 first contacted BMW of Escondido, the service manager wrote he “sent the Pearsons claim and contact info for [their] insurance company” and instructed their insurance to settle her claim as quickly as possible. They still disagree with BMW of North America’s findings. “We can’t let this go on and hurt other people,” said Ryan.“You are saying you are a very high quality company that sells very luxury cars, and yet your cars are catching fire.
