The 15-nation Council began the meeting on Wednesday morning to discuss a report by UN Secretary-General Ban Ki-moon on how to prosecute and imprison Somali pirates."China supports the activities carried out to combat Somali piracy in accordance with the international law and the resolutions of the Security Council," Li said. "At present, naval operations of the countries concerned to combat piracy and to protect navigation have played a very positive role in safeguarding the safety of international navigation.""At the same time, the issue of how to prosecute the pirates caught has come to the fore," he said. BEIJING, Aug. 17 (Xinhua) -- China's Supreme People's Court (SPC) has urged more efforts to clear the backlog of cases as a campaign to complete long-delayed verdicts had seen positive results.Various local departments were urged to be "fully aware" of the importance of the speedy execution of court orders and tackling the backlog of cases, said a statement released Tuesday after a meeting on backlogged cases.The meeting was jointly held by the Political and Legal Affairs Commission of the Communist Party of China (CPC) Central Committee and the SPC.Statistics cited in the statement show that since a campaign on clearing backlogged cases started in November 2008, long-delayed verdicts for more than 333,000 property cases had been completed.In addition, more than 3 million cases not involving properties had also been cleared.The two organizations urged police, banks, financial administrative departments, tax departments and other units that might be involved in case execution to fully support and coordinate the enforcement of court orders.The statement also called for harsher punishments and restrictions in real estate, credit rating and other fields for defendants who refused to follow court orders."The campaign is in accordance with the people's interests... and will have positive effects on promoting social harmony and stability," said Wang Lequan, deputy secretary of the Political and Legal Affairs Commission, at the meeting.

BEIJING, Aug. 20 (Xinhua) -- China's insurers felt the side effect of the country's booming auto market -- with operating losses totaling 2.9 billion yuan (427 million U.S. dollars) in 2009.Insurance Association of China said here Friday that its 30 member insurance companies that are engaged in traffic compulsory insurance business underwrote 85.02 million units of vehicles in 2009, up 23 percent from a year ago.Total compulsory insurance premiums rose 21 percent year on year to 66.8 billion yuan (9.84 billion U.S. dollars), according to the association.Meanwhile, the industry handled 11.78 million claims regarding traffic liability mandatory insurance products last year with reimbursements totaling 47.2 billion yuan (6.95 billion U.S. dollars), it said.Offsetting 2.4 billion yuan (353 million U.S. dollars) investment revenue with 18.6-billion-yuan (2.74 billion U.S. dollars) operating costs, the industry posted a loss of 2.9 billion yuan (427 million U.S. dollars) last year, according to the association.Retail sales of China-made autos rose 17.18 percent year on year to 1.056 million units in July this year, raising auto sales in the first seven months to more than 8.24 million units, up 28.58 percent from a year earlier, according to data from the China Automotive Technology and Research Center released earlier this month.

HARARE, July 7 (Xinhua) --The eighth session of the Zimbabwe/ China joint permanent commission ended in Harare on Wednesday with a pledge by the two countries to widen and deepen economic cooperation.The two countries discussed ways of enhancing various cooperation projects already being implemented and new ones in the energy, agriculture, manufacturing, transport, tourism and water sectors.An agreement was also signed for China to provide 1.5 million U. S. dollars to the China-Zimbabwe Friendship Hospital in Mahusekwa, Mashonaland East Province, for medical equipment and drugs.The hospital is part of the several projects that include two primary schools and an agricultural demonstration center that China is constructing in Zimbabwe as part of the eight measures agreed to at the Forum on China-Africa Cooperation (FOCAC) Summit in 2006 in Beijing.Other support from China includes a 200 million U.S. dollars buyer's credit facility extended by the China Exim Bank for procurement of agricultural inputs to boost food production in Zimbabwe.Zimbabwean foreign minister Simbarashe Mumbengegwi praised China for setting a shining example to other world donors by honoring pledges it made to assist Zimbabwe under the Forum for China-Africa Cooperation.Mumbengegwi noted that under the eight measures enunciated by Chinese President Hu Jintao at the FOCAC heads of state summit in Beijing in 2006, projects earmarked for Zimbabwe are now at various stages of completion.The Chinese government has also dispatched 10 agricultural experts and 23 volunteers to buttress the cooperation."By successfully implementing these measures, China has set a shining example for other donors and international cooperating partners who do not always honor their commitments," Mumbengegwi said at the opening of the eight session.He said Zimbabwe is also willing to learn and benefit from China's experience and expertise in the economic sphere, which has transformed the country into a global economic powerhouse."Zimbabwe will, therefore, welcome Chinese investment and is ready to discuss during the joint commission specific projects in the energy, agriculture, manufacturing, transport, tourism and water sectors," he said.Mumbengegwi thanked China Exim Bank for extending the 200 million U.S. dollars buyer's credit loan repayment period from five to eight years, saying this would give Zimbabwe the breathing space to turn around its economy and enhance capacity to repay loans extended by China."The payment of the arrears and extension of the repayment period on the 200 million U.S. dollars buyer's credit loan have paved the way for increased cooperation between Zimbabwe and China, " he said.While hailing China as a good example of a reliable and dependent donor partner, Mumbengegwi said he hoped the Asian country will similarly implement new eight measures announced by Premier Wen Jiabao at the fourth ministerial conference of FOCAC held in Egypt last year.He said the projects that have been identified for implementation in Zimbabwe are in critical sectors of energy, water, health, education, agriculture and social infrastructure.
