CHULA VISTA, Calif. (KGTV) -- The perfect storm. A lack of oversight, massive spending and an even larger deficit. Those are all the ways the Sweetwater Union High School District is being put on blast by a new analysis by the Fiscal Crisis and Management Assistance Team. In a review of the district’s budget woes, the team's CEO Michael Fine presented Sweetwater’s school board with details on how the district ended up in its dire financial situation.Fine said the district has mismanaged its money for many years, even suggesting that specific accounting errors were “intentional” and part of a “cover up.”The report also found that the district didn’t comply with public disclosure requirements. So what does the future look like? According to the analysis, the district is projected to keep spending at a deficit at least through 2021. RELATED: Sweetwater Union High School District faces potential fraud investigationAccording to the report, a financial projection shows an expected .4 million deficit in the 2019-2020 school year and a .6 million deficit in 2020-2021. The board has yet to approve a plan to fix deficit spending. What’s more, the report found that the county doesn’t have access to the district’s financial system, blocking access to oversight.The report also found that the district doesn't have controls in place that limit access to its financial system. In fact, Fine found that a single employee has "complete access to cash between funds and is given complete access to the county treasury district accounts." It's unclear whether or not that employee has the ability to move money outside the treasury accounts. After action is taken against the employee, such as the employee being terminated, the district doesn't verify that that employee's access to financial systems is suspended. Fine suggested the Sweetwater District can do the following to begin the process of climbing out of debt:1. Cooperate with the County Office of Education: Fine said the county office are “partners” and recommended the district work closely -- and be transparent -- with the assigned fiscal advisor.2. Invest in business office staff: Fine believes the district’s new chief financial officer, Dr. Jenny Salkeld, can be the best resource as they work through the problems.3. Develop and implement a recovery plan: Fine said, “You cannot kick this can down the road,” when it comes to putting together an adequate plan.4. Audit cash borrowing and cash position: Fine suggested Sweetwater thoroughly evaluate its cash management, including the sources from which money is borrowed. 2758

(KGTV) - The Sweetwater Union High School District Monday handed out dozens of pink slips to administrators as the district deals with a million budget shortfall for the next school year. The board agreed during a meeting in Chula Vista Saturday to release up to 87 employees. Not every employee who receives a pink slip will lose their job. In a written statement, the district said the employees “may be released or reassigned from their position.” Community forums on the matter will be held at the end of the month. In September 2018, the district noticed a million dollar budget shortfall. An independent audit revealed the district was borrowing money faster than it could pay back. In December, the San Diego County Office of Education appointed a fiscal advisor with power to stay and rescind any financial decision made by the troubled district. (KGTV) - An Eastlake pizza restaurant shut down Wednesday after an inspection turned up signs of rodent nests, droppings and urine.Filippi’s Pizza Grotto at 871 Showroom Place, near Otay Lakes Road and Hunte Parkway, received a primary inspection report April 18 from the San Diego County Department of Environmental Health.The inspector found 20 dried rodent droppings in a back oven and rodent nests in the panels of two ovens, County documents showed. There were also rodent droppings in utensil storage areas, beneath a stove, and dry storage areas, according to the report.The report indicated there were multiple holes in an exterior wall and a door leading to the outdoor trash area that building management had ordered to remain open.The County Dept. of Environmental Health conducted a second inspection the following day.The inspector reported six dried mouse droppings and two fresh rat droppings in dry storage on the building’s second floor, according to County documents.There was also dried urine on the plastic wrapper of cardboard pizza boxes and gnaw marks through plastic into boxes, the report said.The operator of Filippi’s told the inspector the restaurant had been deep-cleaned before the re-inspection.Filippi’s reopened Friday afternoon, according to County health officials. 1333

(CNS) - The family of a 56-year-old man who died earlier this year following an encounter with Chula Vista police announced Monday they are filing a pair of wrongful death lawsuits against the city.The lawsuits seek the names of the officers involved in the March 13 call for service that culminated in Oral Nunis' death.Both lawsuits are being filed in San Diego federal and state courts on behalf of four of Nunis' children, including his daughter Kimone, who called 911 shortly after midnight March 13 after her father began experiencing a mental health issue and attempted to jump out of a second-story window.While addressing reporters at a news conference announcing the lawsuits, Kimone Nunis said responding officers did not speak to her or ask her what was happening with her father when they arrived."That night, I just wanted help. I picked up the phone. I didn't know what I was getting myself into," she said.Attorneys for the family say officers tackled Nunis outside the home and "dogpiled" atop him, placed him in a WRAP restraint device and put a "spit hood" over his head.In a statement released shortly after Nunis' death, the police department said he was restrained to prevent him from hurting himself or others. The department also alleged Nunis was "uncooperative with officers and struggled as they attempted to detain him," resulting in injuries to two of the officers.The federal lawsuit alleges Nunis was unconscious and unresponsive after the altercation, and that those restraints were placed upon him while he was unconscious.Nunis was taken to a hospital, where he was later pronounced dead.Attorney John Burris, who represents the family, said police should have responded by de-escalating the situation."Mr. Nunis was seeking help. The family was seeking help. But instead of getting help, he was met with force," Burris said.A similar lawsuit was filed last month on behalf of Nunis' widow and three other children. Their attorney, Carl Douglas, alleged the city has withheld Nunis' cause of death, while a statement released by the city last month indicated his cause of death has not yet been determined."The City of Chula Vista understands and shares the public's and the family's desire to have all of their questions answered about this incident. However, it is premature and inappropriate to come to any conclusions at this time," according to the city's statement in response to that lawsuit. "The investigation is ongoing, and the true cause of death has not been determined by the Medical Examiner. Because of this, and now the threat of litigation, the City and the Police Department must refrain from commenting further beyond the statements already made. CHULA VISTA (CNS) - Four people were displaced when a fire damaged their South Bay home Sunday morning, authorities said.Dispatchers were alerted at about 9:20 a.m. to a fire at a house near the intersection of Madden and Donax avenues, according to the San Diego Police Department. The area is just west of Beyer Boulevard.Firefighters found a small fire in the attic, and were able to get everyone out of the house and extinguish the flames, a San Diego Fire-Rescue Department official said. The cause of the fire wasn't immediately known. The Red Cross was called to assist with finding shelter for the home's occupants, the Fire-Rescue official said. 662
