SAN MARCOS, Calif. (KGTV) - The San Diego County Sheriff’s Department is investigating a crash that sent a child to the hospital Monday. The accident happened about 2:30 p.m. at Woodland Parkway and Rock Springs Road. "Witnesses observed two 12 year old male Woodland Parkway Middle School students run westbound into a marked crosswalk against a solid red signal light and red crosswalk signal," deputies said.The 38-year-old male driver of a white Nissan could not avoid hitting the first boy, while the second narrowly avoided being struck, according to deputies. SAN FRANCISCO (CNN) - James Schwab, a spokesman for the San Francisco Division of Immigration and Customs Enforcement, has resigned, citing what he says are falsehoods being spread by members of the Trump administration including Attorney General Jeff Sessions."I just couldn't bear the burden -- continuing on as a representative of the agency and charged with upholding integrity, knowing that information was false," he told CNN on Monday.Schwab cited Acting Director Tom Homan and Attorney General Jeff Sessions as being the purveyors of misleading and inaccurate information, following Oakland Mayor Libby Schaaf's controversial decision to warn the community of an upcoming ICE raid.ICE released a press release on February 27 about the operations in Northern California in which Homan stated that "864 criminal aliens and public safety threats remain at large in the community, and I have to believe that some of them were able to elude us thanks to the mayor's irresponsible decision."Sessions also repeated a similar estimate in his remarks while visiting Sacramento last week."Those are 800 wanted criminals that are now at large in that community -- 800 wanted criminals that ICE will now have to pursue with more difficulty in more dangerous situations, all because of one mayor's irresponsible action," Sessions had said.Schwab said he took issue with their characterization."Director Homan and the Attorney General said there were 800 people at large and free to roam because of the actions of the Oakland Mayor," he told CNN. (KGTV) - A heartbroken San Marcos family is grieving the loss of a beloved great-grandmother to COVID-19.Gregoria Osorio, 78, started feeling sick in late July with a fever, and back and chest pain. She tested positive for COVID-19, and about two weeks later, an ambulance rushed her to the hospital."Her oxygen was really low, in the 70s, and I couldn't get the oxygen up," said her granddaughter Nubia Cruz.Cruz says her grandmother was given oxygen and placed on a ventilator five days later."My heart was broken, just kept praying and praying," said Cruz.Last Thursday, Osorio, a great-grandmother of 10, passed away."We miss her a lot. We just love her so much," said a tearful Cruz.Her legacy is a lasting one. For decades, she served as her town's midwife outside Oaxaca, Mexico."She delivered more than a thousand babies," said Cruz.She moved to San Marcos nearly two decades ago to be with family. Her cooking, especially her mole and tamales, was always filled with love."I want this to be a nightmare, and I wake up and see her next to me or in kitchen," said Cruz.Cruz says her grandmother was healthy and had no pre-existing conditions. The family stuck close to home, wore masks and took every precaution. Cruz tested positive and was asymptomatic."Don't think this doesn't exist because it's here," said Cruz.As businesses begin reopening again, she worries about what's next."Please take all the measures you can. (KGTV) — After a series of delays, a project to revamp a stretch of Otay Mesa Road near San Ysidro High School is nearing completion.The city says it expects to reopen the half-mile portion of the road, from Hawken Drive to Saltaire Place, by the second week of May. The stretch of road has been closed since 2016, cutting off access to San Ysidro High School and the 905 freeway for residents of the Remington Hills neighborhood."You either hit all the stoplights going all the way out over to Picador (Blvd), or you have to go all the way around through San Ysidro, 805 to the 905," said Benjamin Bribiesca, who says the detour adds upwards of 15 to 20 minutes to his daily commute to his job in Eastlake.The city says some of the final work to be done includes grading, repaving, adding anti-graffiti materials, re-vegetation and some sidewalk improvements. The .5 million project also added a protected sidewalk for San Ysidro High School students, who for more than a decade had been walking on a dirt path close to cars passing on the winding road.The project was delayed more than a year due to the addition of a water line, relocation of utilities, poor soil conditions, unseasonably rainy winters, and an April to July moratorium due to cooper's hawk nesting season. 1306

SAN ONOFRE, Calif. (KGTV) - On Tuesday, two Southern California congressmen toured the shuttered San Onofre Nuclear Generating Station, or SONGS. There was an announcement made to the press about new legislation, amid environmental and safety concerns at the facility.Representative Harley Rouda (D-CA-48) told reporters, “We both recognize that we have an issue here.” He and Representative Mike Levin (D-CA-49) got a firsthand look at the controversial conditions inside SONGS. The two representatives serve districts that cover north coastal San Diego into Orange County, where SONGS is located. “Today, I’m pleased to announce that when I return to Washington, I’ll be introducing new legislation to ensure the spent fuel here at SONGS receives top priority from the federal government for disposal,” said Rep. Levin. His newest effort will be called the Spent Fuel Prioritization bill. To decommission the power plant, crews have been transferring spent nuclear fuel into square vaults on the beach until the government figures out what to do with them, next, which will likely involve transferring them to a remote, out-of-state location. The congressmen are calling for more federal oversight after safety concerns were raised about the integrity of the fuel storage canisters. Additionally, last summer a loaded canister was nearly dropped several feet. “I think there's dispute and well-intentioned dispute about what the outcome would have been had that 18-foot drop occurred,” adds Rep.
