SAN DIEGO (KGTV) -- The County of San Diego has spent nearly million to support migrants after the federal government ended the Safe Release Program, according to county officials.Flights carrying between 120 to 135 people are now flying from Texas to San Diego to relieve the processing backlog in the Rio Grande Valley sector in Texas. That sector is 200 percent over capacity, according to acting San Diego Border Patrol Chief Doug Harrison. So far, 10News has confirmed at least two flights have arrived in San Diego. It is not clear how many migrants, if any, will ultimately need county support. This latest round of migrants from Texas are first processed through Border Patrol before Immigration and Customs Enforcement takes over the processing. ICE told Team 10 custody is determined on a "case-by-case basis."Organizations like the San Diego County Rapid Response Network along with the County have stepped in since the end of the Safe Release Program. The program provided asylum seekers resources like transportation until their scheduled immigration court appearance. In a federal lawsuit filed in April, the County blamed the federal government saying "the County has suffered" and the move has "unfairly shifted the... burdens to the County and its residents."RELATED: Border officials say migrants from Texas being transferred to San DiegoProjected county costs for supporting migrant services totaled more than .65 million. That amount was through May 3rd. She released this statement to Team 10:“I am deeply concerned that flying in hundreds of migrant families will put an even greater strain on San Diego non-profits, agencies and taxpayers. Immigration is clearly the responsibility of the federal government, but now it’s sticking San Diego County with the bill. Since the opening of an emergency shelter downtown in October, the county has had to spend nearly million to screen and process some 14,000 asylum seekers. Local taxpayers should not be on the hook for this.”It is unclear how long the migrant flights from Texas to San Diego will last. 2624

SAN DIEGO (KGTV) - The local protester who appeared in a controversial video getting taken away in an unmarked San Diego Police van is now speaking out, as police conduct an internal investigation.“No one should feel fear from the people that are supposed to serve and protect us,” Shayla Piccini told 10News on Monday as she shared the story of her arrest from last Thursday on Park Boulevard.The video shows a protester being taken away in an unmarked van as one officer warns her family around her not to follow them or he will shoot.“You see both of her legs kind of go up in the air because she's going [into the van] head first. That’s way too much force needed for this 20-year-old lady here,” said attorney Dante Pride.“That whole ride, I was asking several questions like, ‘Who are you? Where are you taking me?’ I was getting stares and no answers,” said Piccini.Piccini said she spent the day at a protest in Downtown San Diego. After several hours, the group was walking back to their car when she saw several police motorcycles driving past them. At that moment, she held up her cardboard sign.San Diego police say detectives witnessed her step off the sidewalk and swing the sign at a passing motorcycle officer, which she denied.In the foreground of the video, you can see men in what look to be marked police vests. But the people who handcuffed and detained Piccini in an unmarked van, are in plain clothes.One man wearing military-style tactical gear can be heard in the video saying, "You follow us, you will get shot. You understand me?"Piccini's cousin Brandi Matthews said she thought he was talking to her. “When he said the words, ‘I'll shoot you,’ I automatically just dropped to my knees to demonstrate that I'm not trying to hurt anybody...I just want to know where they're taking my cousin,” she added.According to San Diego Police, the statement about shooting those attempting to follow was made by a SWAT officer who had a pepper ball device. SDPD also told 10News that his comment was a valid announcement of use of force.Police said due to the large crowd still in the area, and the detectives felt the need to leave immediately.Piccini spent the night in jail on suspicion of assault on an officer. SAN DIEGO (KGTV) - The gloves are coming off in the race for San Diego County District Attorney, with a unlikely person taking shots at Genevieve Jones-Wright Friday.Rebecca Harrison, who said she’s the victim of a Balboa Park rapist, backed candidate Summer Stephan.At a news conference in front of the courthouse, Harrison said Jones-Wright, who was the public defender in the case, treated Harrison as if she was the one on trial.“Several weeks ago I found out that Genevieve was running for D.A. and it literally made me sick to my stomach. It felt like someone had kicked me because she was professing that she gives dignity and a voice to victims when that is not what I experienced whatsover,” Harrison said.Jones-Wright told Team 10 investigator Adam Racusin she gave Harrison an extreme level of compassion and that the press conference was all political posturing. She also said the 6th amendment of the constitution guarantees everyone the right to competent representation, and that everyone should read the full transcript of the cross examination.Stephan did not make a public statement at the news conference. 1132
