LA JOLLA, Calif. (KGTV) - A potentially flammable sea flare washed ashore at La Jolla Shores Tuesday, leading to a San Diego Fire-Rescue Bomb Squad investigation.A person who was walking on the beach near Kellogg Park found the flare canister and took it to the lifeguard station. The witness did not notify lifeguards, who found it about 3 p.m.Lifeguard Lt. Rich Stropky said the flare had not been detonated and still posed a danger, despite the presence of water in the canister.The device appears to be similar to an MK 58 Mod 1 marine location marker. An online description indicates the marker is designed to be a smoke and flames reference-point marker on the ocean’s surface. It is used for antisubmarine warfare, search-and-rescue operations, man-overboard markings, and as a target for practice bombings.The bomb squad reached out to the military Tuesday for guidance in the emergency. Troops from MCAS Miramar were called to the scene to investigate. Shortly after 8 p.m. Marines had removed the device and cleared the scene. There were no reports of injuries. 1089

JAMUL, Calif. (KGTV) — Four people were arrested after a 14-year-old was caught smuggling crystal meth through an East County checkpoint.The boy had three bundles of methamphetamine strapped to his body underneath his clothing as he traveled through a State Route 94 checkpoint on Monday night, according to U.S. Customs and Border Protection. A border K9 patrol of the vehicle during questioning alerted agents to the narcotics.During questioning of the 14-year-old and three other people in the vehicle, a second inspection with K9s was performed. The agents says they found three backpacks in the rear of the vehicle, containing 49 plastic-wrapped packages. The backpacks contained about 50 pounds of methamphetamine.The driver, a 34-year-old U.S. citizen, was arrested along with a 16-year-old US citizen and two Mexican national ages 14 and 16. Border agents seized the vehicle and turned over the narcotics and individuals to officers with the High Intensity Drug Trafficking Area task force.Since Oct. 1, 2019, San Diego Sector CBP says it has seized nearly 1,100 pounds of meth worth nearly .1 million on the street. 1135

KANSAS CITY, Mo. - When you think of the Federal Bureau of Investigation, a polling place probably doesn't come to mind.However, maintaining the security of our elections is a major function of the agency."One of the most important things we do is to protect citizens' constitutional right to vote," C.J. Sanders, an FBI Supervisory Special Agent, said.The FBI accomplishes this by working with the Department of Homeland Security, the United States Postal Inspection Service, secretaries of state and local election officials.According to Sanders, the FBI will set up command posts in Kansas City, Jefferson City, and Topeka to respond to any allegations of voter fraud.It's the same set up the agency has utilized in previous elections, and Sanders emphasized voters should have confidence in the system, even if more people are voting by mail this time around."There's not much different this year than we've had in years past," he said, "We've always had mail-in ballots and voting in person with the machines."According to experts at the Brennan Center for Justice, a nonpartisan policy group at New York University, 25 percent of all votes were cast by mail in the last two federal elections."Mail ballots are paper ballots. That means we do have an opportunity to audit all of those ballots," Lawrence Norden, Director of the Brennan Center's Election Reform Program, said.As always, the FBI will investigate reports of voter fraud, like multiple voting, false registration and stolen mail-in ballots.Sanders said there were some fraud reports in 2016 and 2018, but none were prosecuted federally.One of the biggest election concerns for the FBI actually originates outside our country."In years past obviously we've seen other countries try to influence voters through misinformation, trying to sow discord and undermine confidence in government," Sanders said.About a year ago the agency created an internal task force comprised of counter-terrorism, counter-intelligence, criminal and cyber experts who routinely meet to share information about foreign influence.The agency notifies Twitter and Facebook when threats, like bots spreading misinformation, are identified.Examples of the misinformation include telling voters they can vote online or by text, which are not options for casting a ballot.It's important to note that the following are not instances that should be reported to the FBI:Candidates campaigning too close to the polls. KANSAS CITY, Kan. — John Schooley arrived in Wyandotte County Court wearing a black and white jail jump suit.It was a sharp contrast to his Schlitterbahn co-defendant Jeff Henry, who appeared in the same courtroom last week wearing a suit and tie.Schooley and Henry are the designers of the Verrückt water slide.The men are accused of being reckless in their design, and of knowing the slide was dangerous.Ten-year-old Caleb Schwab died on the water slide in 2016.Kansas City, Missouri, Attorney Justin Johnston argued Schooley's bond should be reduced from 0,000 to 0,000.He argued Schooley willingly turned himself in after arriving in Dallas from a business trip in China and isn't a flight risk.Johnston also said Schooley's wife and adult children live in the U.S., he has property in Texas and Alabama and retired from the Verrückt project in April 2015 with HSC Construction.Johnston also said he had letters of support for Schooley from people in the amusement park construction industryBut Wyandotte County Judge Robert Burns ruled against reducing the bond.Judge Burns said the bond was appropriate for the serious charges against Schooley and noted Schooley doesn't have any ties to the Kansas City metro area.Judge Burns also ordered Schooley to give up his passport, which he volunteered to do.As part of the bond, Schooley can't violate any laws.After the hearing, Johnston and Assistant Attorney General Adam Zentner declined comment on the bond ruling. 1517
