1) When does daylight saving time end?Daylight saving time ends Sunday, November 1 at 2 a.m. when clocks will fall back one hour to 1 a.m. This means that sunrise and sunset times will be one hour earlier starting Sunday. It also means that there will be an extra hour to sleep Sunday morning.2) Who is affected?Almost all Americans, except for those in Hawaii, most of Arizona and U.S. territories, will need to make sure their clocks move back an hour. Many electronic devices, such as televisions, computers and smartphones, will automatically move back. Non-digital clocks will need to be reset manually.3) Why is daylight saving time necessary?Depending on whom you ask, it is not. What daylight saving time does is shift an hour of daylight from the morning to the evening. Governments implemented daylight saving time as a measure to conserve energy. While Americans conserve some energy in the evening with more daylight, research has found that the benefit is negated by increased energy usage in the morning.4) Why not have daylight saving time year round? It has been tried before. Most recently, President Richard Nixon implemented year-round daylight saving time in 1974 as America was affected by an energy shortage. The act ended in 1975 as Congress established a standard practice for daylight saving time, allowing for winter mornings to have more daylight, so more people could go to work and school in the daylight. Also, the legislature in Florida approved year-round daylight saving time in 2018, but the proposal needs approval of Congress. Several other states are also considering petitioning Congress to eliminate daylight saving time.5) What is the history of daylight saving time? Many consider Benjamin Franklin as the inventor of daylight saving time, though he only suggested that Parisians wake up earlier to enjoy more of the daylight, and to conserve candle wax. According to the University of Washington assistant professor of economics Hendrik Wolff, Germany during World War I was the first nation to implement daylight saving time. The practice spread to America during World War II.The European Union voted in 2019 to end daylight saving time as soon as 2021. Member nations could decide to move its standard time up an hour, effectively making it daylight saving time year-round. 2323

(KGTV) - San Diegans will soon have to press a few more buttons — if they’re not already doing so.Starting May 19, everyone will be required to enter the area code then the 7-digit number when making calls or texts to the 619 or 858 area code. The call or message will not go through if you don’t add the area code prefix. For landlines, there’s one more step for callers. They must enter +1 the area code then the 7-digit number or the call will not be completed. The change was approved last year by the California Public Utilities Commission in an effort to prevent the area from running out of phone numbers. The CPUC expects all 619 prefixed number to be used up by early next year while 858 has approximately 30 years of phone numbers left.Experts suggest reprogramming the number with the proper area code prefix in all services like automatic dialing medical systems and alarm systems. The 619 area code largely serves the city of San Diego and portions of the South Bay, but also East County along with some unincorporated areas. The 858 area code spans north from San Diego into La Jolla, Del Mar and Solana Beach, as well as inland to Rancho Santa Fe, Rancho Bernardo and Poway. This change will not affect emergency calls to 911.  1270

90-year-old Margaret Keenan of the United Kingdom became the first person to receive an initial dose of Pfizer's COVID-19 vaccine on Tuesday — a major landmark and something that officials are calling a "turning point" in the pandemic.Keenan, a retired store clerk, was the first in line at University Hospital in Coventry, England, to receive her first dose of a vaccine made by Pfizer and BioNTech. She turns 91 next week."It's the best early birthday present I could wish for because it means I can finally look forward to spending time with my family and friends in the New Year after being on my own for most of the year," she said, according to a statement released by the UK's National Health Service (NHS).According to CNN, the first shot was administered by nurse May Parsons."The last few months have been tough for all of us working in the NHS, but now it feels like there is light at the end of the tunnel," Parsons said, according to CNN.CNN and ABC News both report that the second person to receive the vaccine was an 81-year-old man named William Shakespeare, who hails from the same county where the famous playwright was born.England was the first Western country to approve Pfizer's vaccine for emergency use. The U.S. and the European Union are expected to grant their approval to the Pfizer vaccine in the coming days.Russia was the first country to approve a COVID-19 vaccine in August. However, the vaccine, dubbed "Sputnik V," was only tested on a few dozen people, and its rollout has been marked by public distrust and production issues.Pfizer's vaccine requires two shots, which need to be taken 28 days apart, which means Keenan, Shakespeare, and all others injected on Tuesday will need to return for another shot next month to reach full inoculation. The U.S. is also expected to approve a vaccine candidate made by Moderna in the coming days as well. U.S. health officials have said they hope to distribute initial doses of the vaccine to 20 million people across the country by the month's end.As in England, initial doses of COVID-19 in the U.S. are being reserved for older people in long-term care facilities healthcare workers. U.S. health officials believe vaccines will be widely available in the spring. 2249

(KGTV) - The Navy is taking action to assess living conditions in military housing amid complaints of rodents, mold, and water damage. Families have shared stories about housing problems with 10News over several weeks. The Navy sent a survey Monday to received feedback on the situation. Erika Bradley, a Navy wife and mother, said she arrived at MCAS Miramar last June to find mice and mold in her new home. “When my husband calls and he's in a war zone, do you think I am going to complain about mold? ‘Hey babe, we have rats where our children eat,” Bradley said. “I don't want him to worry about that because if his mind isn't focused where it needs to be, that's peoples lives.” Lawmakers are trying to push a bill through Congress that would give military families power to withhold rent from landlords. More than 700,000 people live in privatized housing across military bases. Bradley is hoping the military will put more pressure on private companies, holding them accountable. The Navy is also conducting town hall meetings and walk-throughs. 10News reached out to MCAS Miramar property management, but they did not respond. 1143

(KGTV/CNS) - Evacuation orders remained in effect Tuesday in light of a fast-moving wildfire that erupted in the Cleveland National Forest the day before. The blaze dubbed the Holy Fire, is five percent contained and has burned at least 3,399 acres as of Tuesday evening, according to the U.S. Forest Service. The acreage was downgraded due to more accurate mapping, officials with the Cleveland National Forest said. A total of 10 helicopters and five air tankers are currently on scene assisting firefighters.  539
