DENVER, Colo. – Living outside, having no place to rest your head, can take a toll.Having to worry about if you might get hassled or arrested for sleeping makes it even worse.“Frequently we see that through camping bans, through move along orders, or other ways that local law enforcement is able to enforce this type of policing on this community,” said Marisa Westbrook, a PhD student at the University of Colorado Denver.She published research on the human costs of criminalizing homelessness.“People are achieving very little sleep and only sleeping in short bursts and they’re particularly stressed about the potential encounters with law enforcement, not just the repercussions of actual encounters with law enforcement. People are then seeking out less visible areas and moving along towards areas were the maybe more vulnerable to assault or physical bodily threat,” Westbrook said.On one street in Denver, more than a dozen tents were lined up. No one wanted to talk or even be recorded on camera, but some told us they felt abandoned by the system and that they’d had bad interactions with the police.“Criminalizing homelessness, it generally means that police are arresting people who are sleeping outside or sitting outside or living outside for offenses that they have to commit because they have nowhere else to live,” said Nan Roman, the president of the National Alliance to End Homelessness.Roman says on any given night, there are more than half a million homeless people in the United States.There are not enough shelter beds in the U.S. to meet the homeless population, no matter where you are. From Los Angeles to North Carolina, North Dakota to Chicago, there is simply nowhere for the homeless to go.The National Law Center on Homelessness & Poverty has been tracking the laws that criminalize homelessness since 2006. The most recent data says 33% of those cities prohibit camping in public citywide, 18% prohibit sleeping, 47% ban lying down and 39% ban living in vehicles.“Criminalizing homelessness is not an effective strategy. It doesn’t solve the problem because you give someone a citation or you put them in jail overnight, but they leave the next day, they’re still homeless,” said Roman.So, what can be done?“The solutions that people need are long-term, stable, adequate housing,” said Westbrook.It might seem obvious, but many groups say building more affordable housing is the most effective way to end homelessness.According to the Coalition for the Homeless federal programs like Housing Choice Vouchers, also known as Section 8 housing, are the most cost-effective way to get people into homes.“Provide people who are eligible by income and need it with rental assistance so that the market could address the affordable housing shortage,” said Roman.And provide mental health services. Many mental health issues are exacerbated by homelessness.“Folks are sleeping less because of their anxiety, waking up in the middle of the night, sleeping short bursts so that they can move along or move camp to make sure they aren’t exposing themselves to interactions with law enforcement,” said Westbrook.Solutions can be complicated, expensive and not as simple as making arrests. 3223
Detective Scott Mandella is hiking near Burien, Washington. With him are two outreach workers. They’re looking for homeless people who, Mandella says, live in the woods.Right now, he’s looking for someone in particular: a man by the name of Ed Davis.“Have you made any efforts to reach out to the VA lately? What do you got going on man? You deserve a lot more than this,” Mandella said to Davis after locating him.Davis replied, "Well, I applied for the stimulus and all that."Davis says he’s lived in these woods for about three years. It's been three years with no heat, dealing with the elements, and fighting to survive.His story is a lot like others who end up homeless. He made some mistakes, and now he’s paying for them.“Years ago, I sold my house, out in the peninsula. I had good intentions of reinvesting it," he recalled. "When I have problems, I kind of get into a self-destructive mode, and I blew the money. Started doing drugs and everything. You know, I battled with it for quite some time and ended up out here,” said Davis.It may not look like much, but Davis has built a walkway down to where he sleeps, decorated his front entrance, and he even keeps fresh milk from spoiling by cooling it in the stream that runs by.He isn’t the only one who lives here. The outreach workers brought sandwiches and left some for the other people living in the camp, who were present at the time.But Mandella came for a different reason, and it was to let Davis know he has to leave his home in the woods. Mandella says the city parks department is going to evict him, and the others who live in the woods, within a few weeks because of complaints from walkers and people who live nearby.Davis likely only has a few weeks left before he’s forced to leave the place he has called home for the last three years. He hopes to get a hold of his stimulus check and use it to find a place to live.He said he's hoping to find a new place to live that offers some solitude. DETROIT (AP) — Metal fragments from an exploding air bag inflator have killed the driver of an older model Volvo, touching off a U.S. recall of as many as 54,124 cars. The inflators in this case were made by auto parts supplier ZF/TRW, but U.S. government documents show they perform similarly to deadly inflators made by Takata. The recall covers Volvo S60 and S80 cars from 2001 through 2003 model years. Volvo said it will replace the driver’s air bag at no cost to customers.The U.S. National Highway Traffic Safety Administration said Saturday that it’s reviewing data with Volvo about other vehicles with the inflators and will decide on further action. ZF/TRW didn't immediately respond to messages left Saturday asking about whether the inflators were sold to other automakers. The federal agency says the Volvo inflator rupture is the only known incident worldwide. Japanese parts maker Takata used ammonium nitrate to create a small explosion to inflate air bags in a crash. But the chemical can deteriorate over time when exposed to moisture in the air. The explosion can blow apart a metal canister and hurl shrapnel into the passenger compartment.At least 26 people have been killed worldwide by the inflators, including 17 in the United States.The problem caused the largest series of auto recalls in U.S. history, with at least 63 million inflators recalled. As of September, more than 11.1 million had not been fixed, according to the U.S. government. About 100 million inflators have been recalled worldwide.NHTSA said Saturday that the ZF/TRW inflators did not use ammonium nitrate to inflate the air bags.Over the summer, Volvo recalled more than 2 million cars worldwide for another issue. Delta is partnering with the Center for Disease Control (CDC) to become the first airline to launch a contact tracing initiative for international travelers arriving in the United States.Beginning Dec. 15, the Atlanta-based carrier will ask all customers to voluntarily provide their contact information for "contact tracing and public health follow-up efforts.""This will give the CDC access to the data in moments, dramatically decreasing the time it takes to notify affected customers via local health departments," Delta said in a press release.Each passenger will need to provide their full name, both a physical and email address, as well as two phone numbers.Once a passenger fills out the form, Delta will securely forward the information to U.S. Customs and Border Protection, who will pass it along to the CDC."This will give the CDC access to the data in moments, dramatically decreasing the time it takes to notify affected customers via local health departments," the company said.However, this program will not pertain to the carrier's quarantine-free flight trial to Italy, which Delta announced last week.Through a partnership with the Aeroporti de Roma and Hartsfield-Jackson Atlanta International Airport, Delta will have a first-of-its-kind trans-Atlantic COVID-19 testing program.Delta said that participating consumers eligible to travel would be granted an exemption from quarantine restrictions on arrival into Italy. 1448
