Former NFL quarterback Johnny Manziel is slated to take his talents north of the border, as Manziel announced on Saturday he has signed a contract with the Hamilton Tiger-Cats of the CFL. For many of us, the word “outbreak” has taken a more personal meaning this year.For the people of Austin, Indiana, it’s not the first time they’ve dealt with an outbreak.“We’re an itty-bitty town, but we got big city problems,” said Austin resident Ethan Howard.By 2015, the opioid crisis had ravaged Howard’s hometown for years. People became hooked on painkillers and often used needles to take them. The same syringes would be passed from person to person.Dr. William Cooke arrived in Austin in 2004. Back then, he was the town’s only doctor. In fact, he was the town’s first doctor in a generation. He says he saw several issues in the southern Indiana community, including people’s health to poverty.As the opioid crisis started to wrap its grip across parts of the country, Dr. Cooke says he started to see another health issue spread in the community, starting around 2010.“What we saw was a really quick in dramatic rise in Hepatitis C around that time,” Dr. Cooke said. “Any community that has a high Hepatitis C rate is at high risk for an HIV outbreak.”By 2015, the opioid crisis had ravaged the city for years.“Opiates were my devil,” Howard recalled.Howard says his mom convinced him one day to go get tested, after he says he had shared a needle with his cousin.His test revealed he was positive for HIV.“I thought I was dead. I thought it was a death sentence,” Howard said.He wasn’t alone with testing positive for HIV in Austin.“In that first year, we had almost 200 cases,” Dr. Cooke said. “It was almost a quarter of the HIV cases in the state and this is a town of 4,200 people.”Austin had become home to one of the largest HIV outbreaks in rural America ever.Dr. Cooke helped convince then-Indiana Gov. Mike Pence to change his stance on needle exchanges.“It took a few months, but eventually, he signed the executive order allowing us to operate syringe service programs here,” Cooke said.That program, access to addiction recovery services and powerful HIV medicine has led to a dramatic drop in new cases.In 2015, Scott County, Indiana had 157 new HIV cases. In 2019, the county had only five, according to the Indiana Department of Health."The medications today are powerful enough and well tolerated enough that you should not spread the disease to anyone else and you should never worry about dying from HIV,” Dr. Cooke said.Dr. Cooke says Austin is still working to overcome some of the social challenges he found when he first arrived in the community in 2004.It’s been five years after the largest HIV outbreak in Indiana history. Like many communities across the world, this one is now dealing with the impacts of COVID-19.Nurse Jessica Howard is a proud native of Austin. She’s seen the challenges her community has faced over the years. She also sees the good in Austin, pointing to a local church pantry providing food and clothes to those in need.Jessica Howard in charge of coronavirus testing at Dr. Cooke’s office. She grew up in Austin and knows many of the patients that come through the door.As of early July, Scott County has not seen a large amount of coronavirus cases like other parts of the country, but the nurse worries about her patients that struggle with addiction who are now in quarantine and could relapse."These are people these are our people and we have to take care of them and protect them,” she said.Austin has come a long way from where it was in 2015, when HIV spread through a large part of the community.Last year, Dr. Cooke was named by American Academy of Family Physicians the AAFP 2019 Family Physician of the Year for his efforts to help stop the 2015 HIV outbreak.As for Howard, he says medication has made it so HIV is no longer detectable in his blood.He now travels as a musician and points to music as a source of strength that helped him through the darkest of times.“I fought and clawed my way out of a dark place,” Howard said.His fighting spirit is one this small Indiana city has used to battle through crisis before.“We’ve been through a healthcare disaster before,” Dr. Cooke said. “And there is a light on at the end of a tunnel.”It’s a mindset Dr. Cooke says we need now, as we all fight this new crisis of a coronavirus pandemic. 4221

For the first time in nearly 50 years, older workers face higher unemployment than their midcareer counterparts, according to a study released Tuesday by the New School university in New York City.The pandemic has wreaked havoc on employment for people of all ages. But researchers found that during its course, workers 55 and older lost jobs sooner, were rehired slower and continue to face higher job losses than their counterparts ages 35 to 54.It is the first time since 1973 that such a severe unemployment gap has persisted for six months or longer.AARP said the study bolstered concerns about the economic impact of the virus on on older workers. When people over 50 lose their jobs, it typically takes them twice as long to find work as it does for younger workers, the organization representing the interests of older Americans estimates.The pandemic “may be something that is pushing people out of the workforce and they may never get back in,” said Susan Weinstock, AARP’s vice president of financial resilience programing.In every recession since the 1970s, older workers had persistently lower unemployment rates than midcareer workers — partly because of seniority benefits.But in the current recession, older workers experienced higher unemployment rates than midcareer workers in each month since the onset of the pandemic.The older workers’ unemployment rates from April through September were 1.1 percentage points higher than mid-career workers — at 9.7% versus 8.6%. The rates were compiled using a six-month rolling average and were far worse for older workers who are black, female or lack college degrees.Among the newly unemployed older workers is Legasse Gamo, 65. He was laid off in March from his job as a baggage handler at Reagan National airport in the Washington suburb of Arlington, Virginia.While Gamo is afraid of exposing himself to the coronavirus by working around others, he said he has looked for work — because he feels he has little choice but to take any job he can find.The contractor he worked for, Eulen America, has required its laid off employees to reapply for their jobs. Gamo did so but said he has received no reply.The immigrant from Ethiopia supports three grandchildren, ages 6, 12 and 14, who live with him. His daughter is still employed, but her pay is not enough to cover their expenses. Gamo gets 0 a week in unemployment insurance payments and said he has spent almost all of his savings.“I just want to get back to my job as soon as possible to support my family because I’m afraid we will end up homeless,” Gamo said.The New School study focused only on workers with established careers. Employers, fearing economic instability, may want to get rid of relatively more expensive workers and take their chances with training new workers when the economy recovers.”Older workers often face age discrimination, making it difficult for them to find jobs. Researchers believe employers laid off and resisted rehiring older adults, in part because they tend to face more serious health risks when infected by the virus.The unemployment spike for older workers could force more of them into early and involuntary retirement, worsen their financial well-being and exacerbate financial disparities already experienced by women, minorities and people without college degrees in terms of retirement security.New School researchers estimated that 1.4 million workers over 55 remain lost their jobs since April and remain unemployed. Food banks across the country are reporting a dramatic increase in people needing help. Many organizations are reporting the number of people they're providing food and services for have quadrupled, a continued effect of the COVID-19 pandemic."Prior to COVID, we had about 85 families that would come to our client choice pantry. And now since COVID, we’re averaging about 385 a week so it's been a huge influx of new clients," says Jacob Granados, the director of purposeful engagement for the Place of Forsyth County in Georgia. Some of their clients have never had to rely on help from food banks or non-profits before. Granados says the need since the start of the pandemic has not died down."I think it's important for people to understand that they are not alone," says Granados.Danah Craft, the executive director of the Georgia Food Bank Association shared a heat map, showing the increase in food insecurity in 2020 compared to 2019. Some areas of Georgia that rely heavily on tourism have seen their food insecurity rates double."We believe that we will be at sustained elevated levels for 12 to 18 months. We are here for the long haul. We are part of these communities and we are here to respond but what we don't know is what will happen this winter. We don't know how long we’ll need to sustain this response," says Craft.In California, Community Services and Employment Training, or C-SET, provides groceries and meals to families. C-SET used to deliver 300 meals monthly to seniors. That number is now up to 1,400."Then for rental assistance typically I would see maybe 150 applicants for emergency food and shelter services. We are probably close to 900," says CSET's Director of Community Initiatives, Raquel Gomez Collins.C-SET has joined with their local health and human services agency as well as other non-profits in their area to provide as many services as possible to residents who need it. Gomez Collins says sometimes it's not just about having the funding to buy the food but identifying where and how to get it."We are competing with larger cities for that food so it's being in line and ready to go when they give us a call and say, ‘Hey, we have four pallets of food and you can pick it up.’ It's having the access to trucks, it's having the access to manpower. All those things come into play now because of the competition for those resources," says Gomez Collins.Many organizations are thankful for all of the generous donations they receive and are now preparing for the upcoming winter."We are not planning for our numbers to drop anytime real soon. We are making preparations even now for Thanksgiving to get 500 Thanksgiving meal boxes ready. We anticipate that this need will be here," says Granados. 2748
