LOS ANGELES (AP) — A study of a disastrous wildfire that raged through Los Angeles and Ventura counties last year found the inferno presented unprecedented challenges to emergency agencies, according to a draft of a consultant's report released Wednesday.The review by Citygates Associates LLC for Los Angeles County mixed praise with 86 recommendations for improvements in response, communication, evacuation and repopulation, and transition to recovery.The so-called Woolsey Fire broke out Nov. 8, 2018, in Ventura County during a spate of emergencies including a fire that destroyed the Northern California town of Paradise and killed dozens, a mass shooting and a nearby wildfire an hour earlier.The report called the scenario "a perfect storm of factors that, when aligned, drove an event never experienced in the Los Angeles region."Fanned by strong Santa Ana winds, the fire raced into western Los Angeles County, burning simultaneously through three of four historic fire corridors in the Santa Monica Mountains and through part of the city of Malibu until it reached the Pacific Ocean the next day.The fire scorched 151.5 square miles (392 square kilometers) and destroyed 1,643 structures, mostly homes. Another 364 structures were damaged. Three people were killed and about 250,000 people were evacuated.Among key findings, the report found that fire services' mutual aid resources were exhausted by the fire's first evening and fire commanders strategically shifted all resources to prioritize life safety as the blaze rapidly grew in 50 mph (80 kph) gusts.The report called for rethinking how to prepare, fight and recover from wildfires across jurisdictional boundaries. It also focused on issues involving public notifications and communication.The report said the "expectation of round-the-clock electrical power and internet connectivity became a myth.""Throughout California, no single public communication system exists that successfully crosses social, economic, age, and generational abilities to receive emergency information," it said.The report was initiated by LA County Supervisor Sheila Kuehl."This draft report makes clear that many County departments did an outstanding job to save lives, but there are steps that the County, city governments, community and homeowners groups, and individual residents must take in order to improve our emergency response," she said in a statement. 2419

LOS ANGELES (CNS) - A new COVID-19 testing site will open at Dodger Stadium Tuesday, which city officials say will accommodate three times more people than any other testing site in Los Angeles County.Los Angeles Mayor Eric Garcetti, Los Angeles Fire Chief Ralph Terrazas and Dodgers CEO Stan Kasten will be on hand for the site's official opening at 10 a.m.In announcing the center on Friday, Garcetti said health officials would be testing as many as 6,000 people a day at the new location."I know that we all have fond memories of summer nights at Chavez Ravine, taking in a game and cheering on our boys in blue. Now, even with baseball season on hold, we can still go to the stadium to find help and hope," Garcetti said. "And we have specifically designed this site to move people through the process quickly, alleviating long lines and wait times."Video screens will show footage of how the test works to drivers waiting in line, in an effort to make testing quick and keep lines moving.Any Los Angeles County resident can get tested for free, but must make an appointment online ahead of time. LOS ANGELES (CNS) - The state's Franchise Tax Board announced Thursday new tax-filing relief for people affected by wildfires that broke out in San Diego County and other counties throughout the state in September.Taxpayers in areas that were declared disaster areas by Gov. Gavin Newsom are granted an extension until Jan. 15 to file California tax returns on 2019 income and make any tax payments that would have been due between Sept. 4 and Jan. 15."With more time to file and make certain payments, we hope to provide some relief to families and workers affected by these devastating wildfires," State Controller and FTB chair Betty T. Yee said in a statement.The relief applies to various upcoming tax-filing deadlines including:-- individual filers whose previous tax-filing extension was set to end Oct. 15. Any tax payments associated with the filings are not eligible for relief since they were initially due July 15-- business entities with a due date between September and Dec. 15-- quarterly tax payments due Sept. 15Wildfire victims may also claim a deduction on their 2019 income tax returns or next year's returns for a disaster loss sustained in an area proclaimed by the governor to be in a state of emergency, according to the Franchise Tax Board, which noted that those who have already filed tax returns this year can file an amended return.Taxpayers should write the name of the fire in blue or black ink at the top of their tax returns to alert the Franchise Tax Board.
