SAN DIEGO (KGTV) — An appeals court Friday granted a stay against a San Diego judge's recent ruling allowing strip clubs and restaurants to reopen despite the state's coronavirus restrictions.The decision by the Fourth District Court of Appeals, District One, freezes an earlier ruling, forcing restaurants to again only offer takeout and delivery service, per California's recent health order. SAN DIEGO (KGTV) - A trip to get some fast food in the Midway District turned into a nightmare after an encounter with a homeless woman and a syringe.Just before noon last Thursday, Ralph Bedoe was in the drive-thru line at a Taco Bell on Midway Drive. It was the busy lunch hour. He ordered but had to wait once he reached the pay window. As he waited, he saw a homeless woman in her 40s about 25 feet away."She was rambling, throwing up her hands, talking to herself," said Bedoe.He says the woman hit the hood and window of a bus in the parking lot, before she headed toward him."She kind of hit my mirror and started rambling ... I said 'Do you need something?' Don't know if that's when something triggered," said Bedoe.Bedoe's driver side window was open. His arm was resting there."All of a sudden she pulled up her left hand, which had a bag and a syringe with a needle sticking out. She pushed my hand into the car, and when she pushed my hand, the syringe entered my hand," said Bedoe.The woman then smacked his window and wandered off."Disbelief, hoping you're going to wake up from this," said Bedoe.As the shock wore off, the new father thought of his 6-month-old son. "If I did contract something, how is that going to change my life with him? How is this going to change with length of life with him?" said Bedoe.Bedoe must undergo seven months of blood tests to rule out a myriad of diseases, including Hepatitis and HIV. The uncertainty is nerve-wracking."A trip to Taco Bell should not end with a life-changing event," said Bedoe.Bedoe was hit with a ,400 dollar medical bill because he was switching over to new insurance and was not covered at the time. SAN DIEGO (KGTV) -- Activists with 'March Without Borders' are ready to welcome migrants from Central America heading to the United States with the migrant caravan.The supporters began an eight-day march from Los Angeles on April 22 and plan to meet the migrants at the San Ysidro Port of Entry on Sunday.On Saturday they marched throughout San Diego, beginning from Centro Cultural de la Raza in Balboa Park and ending in Chicano Park. Migrants are expected to ask for asylum at the San Ysidro Port of Entry sometime Sunday morning. 546

SAN DIEGO (KGTV) - A Serra Mesa family expecting nearly ,000 in stimulus funds in April is still waiting.Mark Perry, who is married with four children, says his family was expecting a big stimulus check. Both he and his wife still have their jobs, but the check will come in handy."Really looking forward to getting the check. I was looking at a check coming fairly quickly, a direct deposit coming of 00," said Perry.Quickly, because Perry had the same bank account for the last 18 years, his IRS refund received via direct deposit every year, including one in April. Taxpayers like Perry should have received their checks during the week of April 13th, a week which came and went for Perry."Halfway through May, I realized something is really up here," said Perry.That's when Perry started logging onto the IRS 'Check My Payment' link, over and over. Hundreds of times."I probably tried a dozen times just last night. The result is always the same," said Perry.That result was this."Got an error message. Either can't verify or don't qualify. None of those things are correct," said Perry.Perry says when he called the number designated by the IRS for 'Economic Impact Payment' questions, he got nowhere."You end up in the same loop, back in the same place where you started from. There's no one you can actually speak to," said Perry.He's written politicians, and every day, he logs onto the IRS site. And he's not alone."I know of two other people in the exact same position I am. I'm frustrated mostly with the IRS website platform, which seems broken to me," said Perry.According to the IRS, 159 million Americans have received their stimulus payments with paper checks still being mailed out in June.An IRS spokesperson told 10news they are asking for patience from the public and continue to working on getting "up to speed" with the online platform. SAN DIEGO (KGTV) -- A school bus crashed into a San Diego Center for Children dormitory Wednesday afternoon, creating a massive hole in the side of the building.Officials say a San Diego Unified School District bus driver lost control of the bus on the 3000 block of Armstrong Street, causing the bus to collide with the building.No children were inside the building or the bus at the time of the crash. The bus driver was taken to the hospital as a precaution.Contractors have responded to the scene of the crash to assess the damage to the building. Officials with the center say all eight rooms in the dormitory are unusable following the incident. 659
