SAN DIEGO, Calif. (KGTV) - A third gender option will be available for California drivers licenses and ID’s starting in 2019. The law, SB 179, was signed by Governor Jerry Brown in October. It will allow people to apply for a ‘non-binary’ gender marker if they do not identify as either male or female. “For me, it was surprising to see this change,” said Al Johnson, a transgender activist and member of Trans Family Support Services. Johnson is non-binary and uses pronouns they/them. But with that surprise, came excitement. “Not only does it mean we’re being recognized by society and the people around us but were also being recognized by government entities as valid and real people,” they said. Johnson says they know people who plan on changing their gender to non-binary, but so far, they have not decided to do it on their own license. “I’ve definitely considered it, but in the end I don’t think I’m going to,” they said. “I just came out to my parents and in my personal life I’m trying to navigate that.” The DMV’s website is encouraging those who want to apply for the change to schedule an appointment as early as January 2, 2019. 1154

San Diego shipbuilder General Dynamics NASSCO has notified nearly 1,500 workers that they could be out of a job next month. The shipbuilder, however, says it anticipates letting go of closer to 350 workers. NASSCO says the layoffs are related to a dry dock accident in July that caused damaged to its facilities, although the workers union president says other factors are at play.“We are pursuing all available options to avoid or lessen the impact of these reductions and hope to increase our workforce as soon as possible to support work expected in 2019,” NASSCO president Kevin Graney said in a layoff notice to the state. RELATED: San Diego dry dock floods following barrier collapseThe list of jobs impacted includes 129 welders, 85 electricians, 84 painters and 82 pipe fitters.  Robert Godinez, who heads the Boilermakers Union Local 1998, said the number of potential layoffs is high because NASSCO uses an evaluation system to guide which workers it lays off. Those with the lowest evaluation are out first, and that can change with training.Godinez said he expects the layoffs to last about four to six months until NASSCO can fix its dry dock.  "If they lay off 400, 500, 600, 700, that should cover that notification requirement," he said. The layoffs come after NASSCO held a large hiring fair in April, as it looked to add 800 to 1,000 new welders and shipbuilders.However, Godinez said the shipbuilder did not hire even close to that number. He said Navy repair work fizzled and that a construction project got set back. Additionally, a union newsletter mailed before the accident reported 48 workers had been laid off  - a number too low to trigger a WARN public notice.  “People weren't ready for this, they weren't ready for the layoff,” Godinez said. “They were walking into the shipyard, they were watching these humongous banners that they’re going to be hiring like crazy and everyone’s on the upswing, and all of a sudden the layoffs start.”At the time of the accident, the fire department said a barrier that keeps water from going into the ship collapsed, leading to a flood. No one was hurt. Godinez said 4 million gallons of water rushed in and hit a 70,000 ton ship. That damage is delaying the next order, leading to the potential layoffs.NASSCO spokesman Dennis DuBard pinned the layoffs to the July 11 incident, and said the company is working to remedy the situation. 10News has since inquired about issues related to the April hiring event. “We are working diligently so not all employees who were notified will be affected. We regret the impact this will have on employees and their families,” DuBard said. “The company has arranged a variety of programs and resources to assist those who will be affected.”Godinez said the union would be working to arrange for additional training for workers who could be laid off, so they can find new jobs.  3023

(KGTV) - As COVID-19 cases continue to increase nationwide, the demand for testing grows.CVS Pharmacy has been providing free drive-thru testing sites across San Diego County, but some have reported significant delays in receiving test results.“I thought I would try CVS because they’re popping up all over for free testing and very convenient drive-thru,” said San Diego resident Michelle Naidenoff.“It’s a self-administered test, had the test done, was given a sheet originally it said 2-4 days for results, and then they had crossed it out the time of the testing and said it could be up to 10 days.”Ten days later, Naidenoff still had no answers.“Then, on the 16th day, I called, and I was on hold a couple of times,” she said after being left on hold for too long, she hung up.Five hours later, Naidenoff said her negative test result popped up on the online website.“16 days, I’m thinking it’s basically useless,” she said. “When it comes to slowing the virus down, obviously contact tracing is very important. The fact that they would have such poor quality of care for follow up was alarming.”According to CVS, all patient samples collected through the testing sites are sent to off-site locations. The independent, third-party labs are then responsible for processing and delivering the results, according to CVS. SAN DIEGO (KGTV)— The man accused of raping and torturing a woman in his home in Rancho Penasquitos faced a judge today. 32-year-old Uber driver, Seyed Hassan Kaboli pleaded not guilty to 12 counts of sexual crimes. Kaboli peaked through his holding cell, as the judge announced his fate. San Diego Police said Kaboli bound, raped, and tortured a woman, multiple times at his home in Rancho Penasquitos on May 19th and 20th. Sky10 footage showed the victim being consoled by the police on Monday, and she said she ran naked to escape 24 hours of brutal misery. The next day, Kaboli was arrested just north of National City. 10News obtained a copy of the criminal complaint, explaining Kaboli’s 12 felony charges. They include:(5) Forcible oral copulation (2) Rape(1) Rape by a foreign object(1) Torture(1) Assault with great bodily injury(1) Sexual battery(1) False imprisonmentThe complaint also suggests that there may be another person involved in the crimes. Under count three, it reads Kaboli “inflicted aggravated mayhem and torture on the victim and another person.”Under count eleven, it reads “said person was unlawfully restrained by said defendant and an accomplice.”In the courtroom, neither the defense nor the district attorney would comment on a possible third party.Still, the judge issued a protective order for the victim— a woman, whose relationship was not disclosed. But Kaboli’s defense attorney said she was not his Uber customer. “There is no prior relationship,” Kaboli’s attorney, Ryan Tegnelia said. “He is not denying that they came into contact with each other on the date of the incident. But before that, they did not have any relationship.”Tegnelia said Kaboli’s family describes him as an introverted man who keeps to himself. They said they are shocked at his arrest. “This obviously came completely out of left field for them, caught everybody by surprise,” Tegnelia said. The judge set Kaboli’s bail amount at 0,000. SAN FRANCISCO (AP and KGTV) — California's state auditor says the California State University system kept .5 billion in discretionary reserves while raising tuition at its 23 campuses and lobbying the Legislature for more funds.Auditor Elaine Howle says in a report released Thursday that CSU put the money, which came primarily from student tuition, in outside accounts rather than in the state treasury.It says CSU accumulated the surplus from 2008 to 2018. That is during the same time it nearly doubled student tuition. CSU did not fully inform legislators and students about its surplus.CSU Chancellor Timothy White said in a statement the report is misleading.
