(KGTV) - Neighbors in the 700 block of Lemon Avenue in Vista say they were stunned as they watched a landlord pull out a pistol and start shooting at his tenant.Neighbors tell 10News there have been screaming matches at the home in the past. They say the landlord had been trying to evict a tenant who was living in the garage. The neighbors did not wish to share their names out of fear for their family's safety.The watch commander said they received a 9-1-1 call around 6 p.m. when the first shot was fired. Deputies arrived and investigated, then left when they couldn't find the landlord.Around 7:50 p.m. the landlord returned and, according to the watch commander, fired several shots at the tenant.Neighbors said it sounded like fireworks. They said they saw the landlord cocking his pistol, they believed it jammed.A video provided to 10News by neighbors shows deputies with rifles drawn approaching the home.They arrested the landlord and his associate.Details on the man, the associate, the tenant and the charges are not currently known. 1070

WASHINGTON — The Supreme Court has made it easier for religious schools to obtain public funds, upholding a Montana scholarship program that allows state tax credits for private schooling. The court’s 5-4 ruling, with conservatives in the majority, came Tuesday in a dispute over a Montana scholarship program for private K-12 education that also makes donors eligible for up to 0 in state tax credits. Montana's highest court had struck down the tax credit as a violation of the state constitution’s ban on state aid to religious schools. The scholarships can be used at both secular and religious schools, but almost all the recipients attend religious schools. 674

(KGTV) - A North County prosecutor told a judge at an emotional hearing Tuesday that the husband accused of killing his estranged wife and her sister in Escondido admitted to the murders with qualifiers.Juan Carlos Ortega, 33, appeared in Vista court at an arraignment for last week’s deaths. Firefighters found the body of 26-year-old Ana Soto in a burning white SUV at the corner of Country Club and Kauana Loa drives in the Harmony Grove area Thursday morning.RELATED: Escondido police: Burned-out SUV tied to home where woman was found deadA trace on the SUV’s license plate led to a home on West 11th Avenue, where police found the body of Veronica Soto Ortega. Two young children were sleeping inside the house and taken into protective custody.About 14 hours after the discovery of his wife’s body, homicide detectives arrested Soto Ortega's husband, Juan Carlos Ortega, at his Carlsbad workplace, police said.Ortega is being held without bail. He is being charged with two counts of capital murder, which carry the possibility of the death penalty or life in prison without parole. VISTA, Calif. (KGTV) - For the third time in recent months, a local Boy Scout troop is coping with a heartbreaking theft.As they were getting ready to leave on a camping trip Friday, Boy Scout Troop 722 in Vista realized their camping trailer was gone.Without a trailer, future trips are now in jeopardy.The trailer was parked in the St. Francis of Assisi Catholic Church parking lot when someone broke the padlock and stole the trailer. Because the troop has dealt with vandalism in the past, all their gear is kept in a shipping container. The trailer has a unique bolt on its door, which was put in to prevent people from breaking in.Replacing the trailer will cost the troop ,000.Community members can donate on a Go Fund Me page set up for the troop. If you spot the trailer, contact the Vista Sheriff's Department.In September, a Chula Vista Troop's trailer was stolen, as well as one earlier this month one in University City. Investigators are not sure whether any of the cases are related. 1013
