LOUISVILLE, Ky. (LEX 18) — Chief of Police Robert J. Schroeder is declaring a state of emergency for the Louisville Metro Police Department (LMPD) as they wait for Attorney General Daniel Cameron's decision whether or not to indict the officers in the Breonna Taylor case.The department has canceled all off days and vacation requests until further notice."The public may also see barriers being staged around downtown, which is another part of our preparations," Sgt. Lamont Washington said in the statement. "It is important to note that the AG has no timetable for the announcement."Taylor, a 26-year-old emergency medical worker, was killed by Louisville police serving a "no-knock" narcotics search warrant at her apartment. They found no drugs in her home. The city announced a settlement with the Taylor family last week that included a million payment and changes to department policies.An officer was shot during the raid by Taylor's boyfriend, who has said he thought he was defending against a home invasion. The boyfriend was initially charged, but those charges were later dropped.The Louisville Metro Police Department fired one of the officers involved, Brett Hankison, in June, saying he violated procedures by showing "extreme indifference to the value of human life." The other officers involved in the case — Jon Mattingly and Myles Cosgrove — have been placed on administrative reassignment."To ensure we have the appropriate level of staffing to provide for public safety services and our policing functions, effective immediately the LMPD will operate under the emergency staffing and reporting guidelines as outlined in the Standard Operating Procedures, Emergency Response Plan, and collective bargaining agreements until further notice," a memo sent Monday to all personnel states.A handful of buildings around Louisville have been identified as potential places for "backlash" if a decision is announced this week. McDonald's is investing billion into their fast-food chains. Franchises across the country will be getting a new modern, high-tech look. The fast-food mogul says these updates will enhance the guest experience. Not only is it great for business, but it's great for communities. Franchise operator Laura Bucar says in her 40 years of doing business, McDonald's has never invested this much money into it's existing chains. "When we decide to move on anything, what that creates for the community, as far as jobs and resources, is incredible,” says Bucar. In order to create an incredible experience, McDonald's is investing millions of dollars into nearly every state to update their restaurants.“We just finished ours in July, and I can’t tell you how many electricians and plumbers locally that were sourced to come in, and even digital and technical people and so it really adds to the economy,” says Bucar.Each fast food restaurant is able to customize their artwork inside. Bucar is excited to give visibility to local artists. Not only is McDonald's offering jobs in the community for construction workers, but they are also adding a handful of positions inside their restaurants, too. They include mobile service pickup, table service and a guest enhancement lead (GEL). The GEL will help guest use the new kiosks to order their food when in a rush.  1432

LOXAHATCHEE, Florida — Florida farmers fear they’ll continue to dig themselves further into financial holes because of cheap, subsidized produce coming into the country from Mexico. They don't believe the recently renegotiated trade agreement will change that.“It’s not the outcome that we’ve worked for," said Lisa Lochridge, of the Florida Fruit & Vegetable Association. "We still have a critical problem here in Florida. Family farms that have operated for generations are desperate to seek relief."Over the last couple of decades, Alderman Farms in Palm Beach County has seen big changes in the produce market because of the North American Free Trade Agreement, or NAFTA, which growers believe has allowed cheap, subsidized produce to flood the U.S."The trend is more economic growth here in Mexico and less here in Florida," Jimmy Alderman said.Even organic produce coming from Mexico is cheaper than what Alderman said he produces.“We’ve seen organic prices cheaper than our cost," Jimmy Alderman said. "We cannot maintain that average and be able to be successful.”The inability to compete with cheap produce from Mexico has caused some farms to close up, Lochridge said."We've seen companies in the last couple of seasons, operated for generations, that announced that they're shutting their doors," she said. "We expect more of that to continue if we don't get some trade reform that we need.""Every year two or three more family farms going out of business," Alderman said.Alderman said he was disappointed to hear the renegotiated agreement with Mexico and Canada doesn't include the trade reform for the produce industry he was looking forward to seeing."Unfortunately it feels like we’ve been left by the wayside one more time. We’ve almost been a sacrificial lamb," he said.Lochridge said the Florida Fruit and Vegetable Association wants to see more trade reform put into the new trade agreement to better protect Florida growers. Millions of Californians could face energy blackouts this week amid a historic heatwave — a situation described by energy officials as a "perfect storm."According to The Weather Channel, parts of California and the southwestern U.S. are in the midst of a heatwave that is pushing temperatures to, in some cases, 15 degrees above average. According to Weather Channel forecasts, the heatwave could stick around through the end of the workweek.The heatwave may have also produced one of the highest temperatures ever recorded on the planet Earth — a temperature reading from Death Valley on Sunday was recorded at 130 degrees, though it still needs to be verified by meteorologists.The high temperatures caused the California Independent System Operator (CAISO) to issue a State 3 emergency last Friday and Saturday — the first time the agency had done so in about 20 years.The decision led to some blackouts throughout the state over the weekend, prompting an angry response from Gov. Gavin Newsome."These blackouts, which occurred without warning or enough time for preparation, are unacceptable and unbefitting of the nation's largest and most innovative state," Newsom wrote in a letter to CAISO and other California energy agencies.The agency has warned that if the heatwave persists, it may need to continue rotating blackouts to millions of homes and businesses throughout the week to certain sections of the power grid to prevent overtaxing the system.CAISO has issued a Flex Alert throughout the state that is currently in effect until Wednesday. The alert calls on Californians to take certain steps to limit energy usage during peak hours of 3 p.m. to 10 p.m.Among the recommendations in the Flex Alert are:Setting air conditioning thermostats to 78 degrees, if health permitsDeferring the use of major appliancesTurning off unnecessary lightsUnplugging unused electrical devicesClosing blinds and drapesUsing fans when possibleLimiting time the refrigerator door is open.In addition to threatening the power grid, California's heatwave has also sparked dozens of wildifires across the state. Maine’s Center for Disease Control and Prevention said that it has traced 24 COVID-19 cases from an August 7 wedding reception in Millinocket, Maine.According to data released by the Maine CDC, 18 of the 24 cases were among those who attended the wedding reception. An additional six cases were tied to close contacts of those who attended the gathering.The reception reportedly had 65 attendees.Maine’s CDC is conducting further contact tracing of those who attended or worked the reception.Maine currently limits indoor gatherings to 50 people and outdoor gatherings to 100 attendees. 594
