(KGTV) – A bill to end the retail sale of dogs, cats, and rabbits in California is heading to Gov. Gavin Newsom's desk for approval.Assembly Bill 2152, known as "Bella’s Act," would ban the retail sale of dogs, cats, and rabbits, while allowing stores to partner with rescues and shelters for adoption events. The bill stops pet stores from receiving any money from adoption transactions or from using the store or its resources in connection with adoption events.Assemblymember Todd Gloria, of San Diego, introduced the bill in February 2020. I urge the Governor to sign this bill and ensure we no longer tolerate or facilitate puppy mill cruelty in this state."While California implemented a ban on the sale of dogs, cats, and rabbits in retail stores in 2019, unless the animals were obtained from a shelter or rescue group, some retails utilized a loophole in the law by importing animals from outside the state for sale.Bella's Act was named after a corgi named "Bella" who was illegally bred in a puppy mill, before being sold in a San Diego County pet store where she was advertised as a rescue animal. Bella sold for thousands of dollars. Her owner says the dog was declawed while in the puppy mill and developed severe bronchitis that led to costly medical bills.Bella has since recovered but still suffers from anxiety.San Diego Humane Society President and CEO Dr. Gary Weitzman said, “We are thrilled with the passage of AB 2152, Bella’s Act, to close loopholes in the law that allowed unscrupulous pet store owners to continue to ship puppy mill puppies into our state for sale. Thanks to Assemblymembers Gloria and O’Donnell, California will finally end the retail sales of dogs, cats and rabbits once and for all. We look forward to receiving Governor Newsom’s signature and to the impact this critical legislation will have on the importation and sale of inhumanely bred animals in our state.” 2518

(CNN) -- Two Disney employees were arrested in a child pornography sting orchestrated by the Polk County Sheriff's Office in Florida.They were among 17 men nabbed in an undercover sting operation, according to a press release from the agency.Brett Kinney, 40, of Lake Alfred, Florida, told investigators he was a guest experience manager at Disney World, according to the release. Kinney was arrested and charged with one count of promotion of child pornography and 24 counts of possession of child pornography-enhanced, the release said.A Disney spokesperson told CNN by phone that Kinney was no longer employed with the company following his arrest in the sting.In the release, the sheriff's office alleges that Kinney would search online for images of boys from toddlers to 10 years old. He was caught during a peer- to -peer investigation of alleged child pornography.When confronted by investigators, Kinney told them that he had an addiction to child pornography and had been viewing it for 22 years, according to the release.A second Disney employee, Donald Durr Jr., was also arrested by the Polk County Sheriff's Office. Durr, 52, of Davenport, Florida, told investigators he was a custodial worker at Walt Disney Resorts. He was arrested and charged with eight counts of possession of child pornography and one count of promotion of sexual performance by a child.Durr is on unpaid leave, a Disney spokesperson told CNN.Investigators discovered an electronic tablet with three images of child pornography and a DVD created by Durr nine years ago showing explicit images of a child, the sheriff's press release said.Durr described himself during an interview with detectives as "a pervert, but not a monster," according to the release.CNN has reached out to both men for responses to the charges they face but has not yet heard back. (CNN) -- Teen clothing retailer Forever 21 is preparing for a potential bankruptcy filing, according to several published reports.Forever 21, which is privately held, has more than 800 stores in 57 countries. And while many retailers have been paring back their network of stores in recent years, Forever 21 was adding stores as recently as 2016. It still has as many stores as it reported at that time.The ability to get out of leases and close stores at a lower cost is one of the advantages that the bankruptcy process affords to retailers.The company did not respond to requests for comment.Traditional brick-and-mortar retailers that specialize in selling clothes to teens and young adults have had a particularly hard time in recent years as younger buyers shift from mall visits to online purchases.Among the retailers in the segment that filed for bankruptcy and closed all their stores during the last five years are Wet Seal, American Apparel and Delia's. Aeropostale also filed for bankruptcy in 2016 but has kept some of its stores open.Many retailers have run into trouble due to being purchased by private equity firms or hedge funds. But Forever 21 is still owned by its founders, Do Won and Jin Sook Chang. A husband and wife team, the Changs immigrated from South Korea in 1981 and started the chain three years later with a single 900 square-foot store in Los Angeles and only ,000 in savings.Forbes lists the couple as having a net worth of .5 billion, and the privately-held company itself as having annual sales of .4 billion and 30,000 employees.Bloomberg reported in June that some members of Forever 21 management had asked some of its landlords to take a stake in the company as a way of coming up with funds it needs.Mall owner Simon Property Group, for which Forever 21 is a major tenant, took a stake in Aeropostale during its bankruptcy process. In July Simon Property CEO David Simon told investors it was open to working with other tenants facing trouble, without mentioning any by name."We'll work together on other distressed situations, and let's face it, there are some out there," Simon said. "But we're only going to buy into companies that, we think, have brands and that the volume that is worth doing it."But Bloomberg reported Thursday that Do Won Chang has been trying to maintain control of the company in any restructuring, and that his desire to do so has limited the company's ability to find funds it needs. 2469
