JACKSONVILLE, Florida — Water releases to Lake Okeechobee will be adjusted beginning today, Aug. 24. The U.S. Army Corps of Engineers says releases will achieve a 14-day average of 2,000 cubic feet per second from Moore Haven Lock and Dam and 1,500 cubic feet per second from St. Lucie Lock and Dam. "With continued paramount focus on Herbert Hoover Dike safety throughout 2018, we need to make increased discharges to slow the still dangerous rise in lake levels," said Jacksonville District Commander, Col. Jason Kirk. "In concert with the South Florida Water Management District, we continue to maximize storage nor and south of the lake to minimize the requirement for discharges." The lake stage was 14.57 feet as of Thursday. Under these current conditions, discharges up to 4,000 cubic feet per second are allowed to be released to the Caloosahatchee and up to 1,800 cubic feet per second to the St. Lucie. Crews will use flexibility when it comes raising flows, while they still work to reduce risk to the Herbert Hoover Dike. The St. Lucie average flow will increase by 330 cubic feet per second from current releases, although runoff water from rain in the St. Lucie basin could occasionally result in flows that exceed the target amount of 1,500 cubic feet per second. Staff with the Jacksonville District will continue to monitor conditions and will make adjustments to water flows as needed.  1458

KILLEEN, Texas (AP) — Skeletal remains found in Killeen, Texas, have been identified as those of a soldier from Oklahoma missing from Fort Hood, Texas. The U.S. Army's Criminal Investigation Command in Quantico, Virginia, says in a Sunday that the remains are those of 24-year-old Private Gregory Scott Morales from Sapulpa. Police in Killeen say Morales' remains were found Friday in a field in Killeen after Fort Hood officials received a tip of a body in the field. The Army says foul play is suspected while an autopsy will determine the cause of death. Morales was last seen in August and was to be discharged within days after his disappearance. 659

JAMUL, Calif. (KGTV) — A Jamul woman who lost her home to the Valley Fire says her horses were likely saved thanks to fire retardant sprayed on her property. Shelley Brown still can't believe how fast the flames were moving. By 3 p.m. Saturday, the fast-moving flames were bearing down on her home on Lawson Hills Road."Ashes falling down around me. I could hear the fire burning. It was scary," said Brown.She only had time to try and round up her five dogs. One of them ran off. She also owned horses, including three she had just rescued, but she had no trailer. Faced with an impossible decision, she opened up the corral gate and released them."It was the worst. It was the worst. You don’t know if you’re doing the right thing," said Brown, choking back tears.As she drove off, she says the flames were within a few hundred feet of her home. She drove up a hill. She couldn't stop thinking of her horses."Went to the top and cried for a little while," said Brown.The next morning, Brown got back to the area and discovered her two mustangs in a neighbor's yard."So relieved. The search and rescue team helped me get them," said Brown.Not far away, she found the remnants of her home. Her two-story home of 10 years had been destroyed, along with all her belongings."I felt strange and little bit eerie," said Brown.And then, she felt joyful. About 20 feet from the burned home, standing in her yard, were the three rescue horses."I was shocked, so happy. Didn’t know what to expect. They weren’t singed," said Brown.A closer look around the property one possible reason they survived: a sign of a firefight."They were putting retardant around the edge of the property. I can still see it, and they kind of surrounded where my horses were. I’m guessing that’s what saved them," said Brown.A week after the flames swept the area, Brown is beginning to go through the rubble. She is thankful to fire crews."They are amazing. KANSAS CITY, Mo. — The Kansas City, Missouri Health Department is speaking out after it poured bleach on food intended to be given to homeless people.Nellie McCool, who helps run Free Hot Soup Kansas City, has been helping the homeless for years until Sunday."Officers and health inspectors demanded we destroy our food and we were violating health code violations by sharing meals with our friends," said McCool.The department said the group wasn't following the law about serving the homeless."They were notified back in a meeting in September that they needed to get a permit and they just outright said they refused to do that," said Dr. Rex Archer, director of health for KCMO.But McCool said she never heard from the department."That is incorrect," McCool said. "We never had any kind of government official ever come and speak with anybody at any of the public parks."According to the health department, the permit is free and all organizations that want to serve food to homeless people (or anyone) needs this permit. Archer said the food was also not being handled correctly and could put others at risk."Preparing food in all these individuals homes when people haven't been trained, prepare food safely. Then, they are taking it and transporting it in trunks of cars when its cool. It's supposed to be warm food but they have no insulation or a way to keep the food warm," Archer said. 1424

Jamal Khashoggi's fiancée implored President Donald Trump and first lady Melania Trump "to help shed light on" his disappearance in an op-ed published by The Washington Post on Tuesday evening.Khashoggi, a prominent Saudi journalist, vanished October 2 after entering the Saudi consulate in Istanbul.
