SAN DIEGO (KGTV) -- Harbor Police are investigating after a boat caught fire early Sunday morning in the San Diego Bay.The department tweeted around 5 a.m. about the fire at Marina Cortez.According to police, a good Samaritan helped put out the fire before units arrived on scene. SAN DIEGO (KGTV) — Hundreds of Transportation Security Administration workers in San Diego are just some of the local federal workers impacted by the government shutdown.Of the more than 3,000 TSA employees between San Diego and San Luis Obispo represented by the American Federation of Government Employees (AFGE) Local 1260, about 600 employees work in San Diego, the union told 10News.The impact of the shutdown has been "immense" on many employees, AFGE says.RELATED: Government shutdown delays investigation into man's death at Yosemite National Park"The impact has obviously been immense, especially considering it began during the holiday season and into the new year when many employees had already purchased gifts for their families, incurred debts, and still had to worry about upcoming bills," AFGE Vice President Bobby Orozco Jr. says.Orozco pointed to the fact many federal employees live paycheck-to-paycheck as a cause for concern, noting that TSA frontline employees make an average of ,000 annually. Daily expenses like buying gas, lunch, and affording child care are some of the immediate impacts employees are facing.10News spoke to several TSA workers at San Diego International Airport off-camera, who said they, too, feel the pinch. One man said he was one of the fortunate people who have family support in case of an emergency. But his co-workers are not so lucky. Another employee told 10News that he is struggling as he enters his third week without a paycheck. Unable to pay his bills, he is charging everything onto new credit cards. "This shutdown, as all others prior, forces employees to use credit cards and other emergency funds, if applicable, in order to make ends meet until a resolution is met," Orozco said. According to a budget released by SANDAG, most of the funds will go towards transportation, not roads. The move has some throughout the county concerned that not enough will go toward roads in need of repair. “I'm pragmatic about it and I do worry about the fact that these tend to suck up all of the money and leave nothing left for highways,” said El Cajon Mayor Bill Wells.The concern comes after SANDAG announced “5 Big Moves.” The project focuses on the future of public transportation. Read all five points of the plan below: Complete CorridorsThe backbone of a complete transportation system that leverages technology, pricing, and connectivity to repurpose how both highways and local roads are used and managed. Complete Corridors would increase safety, capacity, and efficiency; provide dedicated space for high-speed transit and other pooled services; manage demand in real-time; and maximize use of existing roadways. Local roads are designed and operated to equally accommodate all users, including transit, cars, bikes, pedestrians, and commercial vehicles. Features may include dynamically managed curb space, transit amenities, bike facilities, pedestrian refuges, or smart intersection systems. Smart intersection systems would improve safety for all modes through use of sensors and alerts to vehicles and individuals, and could give transit priority treatments that make transit faster and more reliable. Wireless charging at parking facilities, intersections, and/or roadways will support future induction charging for zero-emission vehicles. Complete Corridors will provide connections to the Mobility Hubs network and infrastructure to support use of shared, on-demand Flexible Fleets. SAN DIEGO (KGTV) -- For most San Diegans, recent rainfall is a welcomed change, but a recent abundance of storms may have some unintended consequences for the county. One expert says recent rain is already triggering allergies while at least one county department is wondering what the impact will be on San Diego’s mosquito population. Rain may affect mosquito populationsChris Conlan, Supervising Vector Ecologist for San Diego County, says it’s a bit too early to predict this year’s mosquito population. “It depends on several circumstances, not just the rainfall alone,” Conlan said. According to Conlan, warm temperatures and the timing of the rainfall also play a major role. “If there’s a lot of standing water still lying around when the warm weather kicks on, then yeah, that could mean that we get a slightly buggier start to the spring than what we would have liked.”Mosquitoes only breed in standing water. When San Diego gets a lot of rain, Conlan says areas that usually have standing water are flowing, minimizing the risk of mosquitoes breeding. “In very dry years you could still have mosquito problems because then, areas that might have otherwise been flowing, are now becoming stagnant.”Dry years in San Diego have actually been some of the worst for West Nile, Conlan said. “We’ve had some of our worst West Nile years during drought. It’s not entirely dependent on the rain.”Conlan says it’s too early in the season to know whether or not an increase in this year’s mosquito population is on the horizon. “It’s a little early to start making predictions. My crystal ball is in the shop at the moment,” Conlan said. Conlan says in a normal year, mosquito season starts in April and ends in October or November. Though it’s unclear when this year’s mosquito season will begin, the county is urging everyone to take action by making sure there’s no standing water around their homes and in backyards. “If it can hold water it can probably breed mosquitoes,” Conlan said. One thing the county is keeping a close eye on are several new species of mosquitoes that have the capability to transmit new tropical diseases.The mosquitoes are fairly new here and have only been in the county for about four years, Conlan said. Further research is needed to determine exactly why the mosquitoes have all of a sudden decided to call San Diego home. “(The new mosquitoes) now bring the unfortunate opportunity for things like say Zika or Dengue to go ahead and potentially be transmitted here.”Conlan says, though no human transmission of such diseases have happened yet in San Diego County, the more people can do to mitigate the risk, the better. “What we don’t want to see is for people to let their guard down and then have some places where those mosquitoes become very locally abundant.”“If that were to occur, it would raise the possibility that, if someone were to return from a trip infected with one of these diseases, those mosquitoes could pick it up and transmit it to someone who hadn’t gone anywhere.”Conlan said the new breeds, known as aedes mosquitoes, are very happy to call small containers in backyards home. “The more people can do to keep that water from being there, the less of a chance we’re going to have of mosquito problems in people’s backyards,” Conlan concluded. Allergies expected to be worse Another concern amid all the rain is increased allergies. Dr. Dana Ger, the Clinical Director for Scripps Health Express said the clinics have already been seeing cases of allergies. "In San Diego, who knows when it’s spring, who knows when it’s fall” Ger said jokingly. Ger said the recent moisture has brought with it allergies throughout the county. According to Ger, the moisture does more than just cause plant growth. Clouds and rain also force pollen closer to the ground, affecting people’s allergies. Allergy season may be off to a bad start, but it could get much worse. “We anticipate that it could get pretty bad,” Ger said. “One of the concerns is that people who have mild allergies absolutely could have worse allergies and, as with any year, people who had mild allergies in prior years, allergies can increase.”Ger recommends that people who are unsure what to do about their allergies see their doctor. SAN DIEGO (KGTV) — Distance learning is now possible for more than 7,000 San Diego County families who had little or no internet access before the pandemic. The County Office of Education has been working for months to get those students online and have plans to help even more.Before COVID-19 hit, the county estimates one in five families had no internet or were considered “under-connected” by not having a connection strong enough to support distance learning.Isabel Estrada was one of those students.“Sometimes it would cut out during class time and I would miss something or have to email my teachers of why it kept cutting out,” said the freshman at Oceanside High School.The County Office of Education has been working for months to bridge the digital gap. So far, they’ve provided more than 7,000 mobile hotspots to families in need.Once Isabel’s family got a hot spot she says she felt more confident signing on to class.“We’re just really grateful because the internet right now, it’s me and my sister so it helps both of us with school,” said Isabel.At a press conference Thursday, Supervisor Nathan Fletcher announced million from the general fund will be used to help connect another 4,000 families.“That digital divide went from something that we needed to address, to something we had to address when our promise of public education moved virtually,” said Fletcher.The million will be divided among 19 districts identified as having the greatest need.
