"It is another thing to say, 'We're going to masquerade as an official state actor and tell you that there is a correction to your ballot.' The changes, announced Friday, will last through Jan. 4. The counties have not yet reached Gov. Gavin Newsom’s threshold that requires a stay-at-home order when 85% of ICU beds at regional hospitals are full. But the health officers said the hospital system will be overwhelmed before the end of December, when Newsom’s order would apply to the Bay Area. "The dark COVID winter that we feared would come has arrived in the Bay Area," said Dr. Chris Farnitano, Contra Costa County health officer according to KGO. "I and other county health officers in the Bay Area don't think we can wait for the state's new restrictions to go into effect later this month. We must act swiftly to save as many lives as we can. This is an emergency."Restaurants, bars and wineries, and hair and nail salons will have to close, along with playgrounds. Restaurants would be able to do delivery or takeout. Retail stores can stay open, however they must lower capacity to 20%. Schools that have already received a waiver to reopen can stay open next week. All "critical infrastructure" can also remain open. SANTEE, Calif. (KGTV) — San Diego Sheriff's deputies say a father has been arrested months after the death of his infant child in Santee.Daniel Charles Marshall, 34, was arrested on Thursday by the U.S. Marshals Service Fugitive Task Force and booked into San Diego Central jail for murder and child abuse resulting in death, according to the Sheriff's Department (SDSO).On April 22, 2020, Santee Fire Department responded to a home in the 8600 block of Paseo Del Rey in Santee to a report of a seven-month-old infant in medical distress. The infant was taken to a nearby hospital for treatment but was pronounced dead three days later.Child abuse investigators responded to the scene and, eventually, homicide detectives took over the case.Homicide detectives obtained an arrest warrant for the infant's father, Marshall, who was arrested this week.Anyone who may have any information about the case is asked to call the SDSO Homicide Unit at 858-285-6330/after hours at 858565-5200, or Crime Stoppers at 888-580-8477. 1027

(AP) — Orange County’s new interim health officer says he will lift a requirement that residents wear face coverings in public and instead recommend they do so to help reduce the spread of the coronavirus. The change comes three days after the previous health officer abruptly resigned following threats she received over her order requiring masks as the county allowed more businesses to reopen. Residents have railed against the requirement at public meetings. Los Angeles and San Diego counties have similar requirements. The head of the Orange County Medical Association says using a mask is a small sacrifice to protect others. 658
