SAN DIEGO (KGTV) - San Diego Police say a Chula Vista woman killed her mother in a Mission Valley office building, then shot herself days later with the same gun.Homicide detectives investigated the 911 call from an office building on Camino Del Rio South in Mission Valley on July 22.Officers found Maria Kelly, 66, dead inside her office.RELATED: SDPD: Mother murdered, daughter deadKelly's 34-year-old daughter, Crystal Vasquez, drove to the location hours later.Vasquez went into the restroom of a nearby business and was discovered dead of a gunshot wound.San Diego Police said Vasquez shot and killed her mother the afternoon of July 20. The next day, Vasquez cashed a ,000 check written from her mother's bank account.Police told 10News the Vasquez likely shot her mother after being confronted about stealing money from the family business. Vasquez embezzled money from her mother's Mission Valley accounting business for about a year, according to police. Police believe Vasquez shot herself after learning about the possibility of cameras at the building's entry and exit.A forensic examination confirmed the handgun Vasquez used to commit suicide was the same gun used to kill Kelly. SAN DIEGO (KGTV) - Some local leaders believe a significant number of homes that could help ease the housing shortage are actually vacant, and it may be time to consider a 'vacancy tax.'On any given night, amid the bright lights of the downtown skyline, are the not-so-bright, 41-story towers of the Harbor Club condominiums. Aaron Howe lives two blocks away."Just kind of empty and lonely. You see a few lights, but it's mostly dark," said Howe.Sources tells 10News, at various times in the past decade, as many as half the units have been vacant, meaning they are not a primary residence. I'm concerned you have people making investments in their fourth, fifth and sixth homes. To tackle the housing crisis, you can't just build something you call housing. It has to be something that actually houses people," said Fletcher. But just how many local homes stand empty? According to the the real estate tracker CoStar, San Diego's vacancy rate is about 4.5 percent. A healthy market is around 7 or 8 percent, but those numbers generally account for apartments, not single family homes and condos. Months ago, the San Diego Housing Commission directed staff to look into more accurate vacancy numbers, a first step that could lead to the proposal of a vacancy tax, similar to one enacted in Vancouver, British Columbia in 2017. "Housing prices were going up far faster than local incomes were. While some homeowners cried foul, the city pressed on, including audits on homes to confirm they were inhabited. So far, city leaders have called the results of the tax encouraging. SAN DIEGO (KGTV) -- Some San Diegans are pushing back against the county’s order to wear face coverings in public.The face coverings requirement in San Diego County -- prompted by the COVID-19 pandemic -- has been in effect since early May, but in other California counties, rules are starting to change.Last week, Orange County officials decided to roll back their mandate and only “strongly recommended” that masks be worn in public settings.Riverside and San Bernardino counties have also relaxed their respective mask mandates.“It's a hard thing to draw the lines. There’s human nature, there’s a concern about such a ramp-up of state enforcement of things,” said University of St. Thomas Law School Professor Robert Kahn.Kahn, an expert in mask law and history, said one of the biggest issues is people are not used to taking orders from health officials.That feeling is evident in social media postings on pages like Reopen San Diego on Facebook, where there is a growing push to rescind San Diego’s mask mandate.Many health officials still agree that face coverings can block transmission of the respiratory droplets released by people when breathing or talking.During a Monday press briefing, San Diego County Public Health Officer Wilma Wooten said, “Every jurisdiction is different, but San Diego will continue mandatory face coverings.”Kahn said no matter what rules or laws government might put in place, people will ultimately have to abide by what businesses want their customers to do.“Businesses will make their decision; private business, free enterprise understands this,” he said.Orange County’s public health officer resigned rather than remove the county’s mask order. SAN DIEGO (KGTV) — Starting this year, San Diego State University will begin restricting freshmen living on campus from parking their cars on campus.The new policy will go into effect beginning this fall, the university said Thursday. SAN DIEGO (KGTV) - San Diego-based Helix has new FDA Emergency approval for its COVID-19 test that will make getting a test easier.The test is now approved for self-administration and for asymptomatic people to take.That means testing sites can give more tests without having to increase their staffing levels."It simplifies the collection," says Dr. James Lu, the President of Helix. "You can do it without having to have another person watching you."The test is also much simpler than the traditional upper nasal swab, as it only requires the lower area of the nostril to be swabbed."It actually just goes into the anterior narrows of the nostril area, and you just rotate it five times in each nostril," says Dr. Lu."It can be totally done by yourself, is completely painless, and it takes less than 30 seconds."RELATED: University City lab switches gears to create COVID-19 testsHowever, unlike home-pregnancy tests or DNA swab kits, Dr. Lu says Helix's COVID test still needs to be done in a clinical setting, so medical professionals can report the results and advise patients after they get results."We still think it's essential to have a physician in the loop, particularly for those cases where you do have positives," says Dr. Lu. "Those patients do need to be reported, and also make sure they have the right guidance in terms of quarantine."The simpler, self-administered swab could also make people more likely to get tested since they don't have to go through the old way of testing, which involved a swab shoved all the way up their nasal cavity.More testing also means more people will know if they're sick even if they don't have symptoms. That will make it easier for businesses and schools to reopen in the future."We believe that accurate and easily available, fast turnaround testing is essential to controlling the disease," says Dr. Lu. "And it's essential for identifying individuals who are sick or potentially spreaders so they can quarantine."Helix plans to make 100,000 of the newly approved tests every day.
