(KGTV) -- Mexican authorities are investigating the discovery of a tunnel near the Otay Mesa border in San Diego, U.S. officials said.Department of Homeland Security officials confirmed the discovery Thursday morning but did not provide any further details.“At this time, U.S. authorities are aware of a tunnel discovered by Mexican law enforcement officials near the Otay Mesa border. However, we have not yet determined whether the tunnel entered into the U.S.," said Lauren Mack, a spokeswoman with the DHS.All that is known at this time is that the tunnel is in Mexican territory, south of Otay Mesa which stretches east of 805 and south of the 905 freeways.10News station partner Televisa reports that the tunnel does cross the border. San Diego (KGTV)- In honor of Dr. Martin Luther King Jr. Day, hundreds are giving back in the best way they can. This morning volunteers rolled up their sleeves to clean up Balboa Park. 14-year-old Maya Hundley spent the morning planting flowers with her family at the MLK Day of Service Interfaith Project. "I think it's important any day to help out, especially today," says Hundley. "Instead of being lazy or taking it as an extra day off, you can use that time to make a difference in the world." More than 300 volunteers spent the morning cleaning up Balboa Park. "People are doing anything from planting trees and flowers to raking leaves and hauling brush," says Melissa Spence with First United Methodist Church of San Diego. The city's parks and recreation department was on hand, showing volunteers which areas needed the most care. The MLK Day of Service Interfaith Project includes Christians, Jews, Muslims, and Unitarians working together. This is the 11th year the group has come together for the event. "As people of different faiths, we recognize that God gave us this earth we're being called to care for it in the best way that we can," says Spence. Volunteers say they believe this work would have made Dr. King proud."We all look so different, but we're all helping for a common cause," says Hundley. 1330

SAN DIEGO (KGTV)- San Diego State University held an inauguration for their new president. Dr. Adela de la Torre is the ninth president for SDSU but the first female president. She was appointed in 2018. During her speech she said, “I know I stand here as first woman to serve as permanent president to lead this university, but I recognize that I stand on the shoulders of women who have shaped the identity of SDSU from the very beginning”. Looking at the coming years, she says there is critical work that needs to be done. SAN DIEGO, Calif (KGTV) - A series of problems at a handful of California gas refineries have caused prices to surge over the last month.According to the Automobile Club of Southern California, the average cost of gas in California is .955 per gallon. That's more than a dollar more than the national average of .811. Alabama has the lowest gas prices in the country at .499 per gallon.Because of strict environmental regulations, most of the gas in California has to be made in state. So when local refineries go off-line, it directly impacts prices.AAA says at least 6 of the 12 gas producing plants in the state have had problems in the last month, leading to shut-downs.On March 15, a fire shut down the Wilmington Phillips 66 refinery.Ten days later, the Valero refinery in the Bay Area shut down when a scrubber malfunctioned, sending black smoke into the air.Flaring issues caused outages at two plans in Southern California, the Chevron plant in El Segundo and the Valero in Wilmington.Meanwhile, PBF Energy in Torrance had routine maintenance scheduled, which decreased production."We don't have pipelines that can pipe relatively cheap gasoline to use from other states," says Marie Montgomery with the Automobile Club of Southern California. "We have to rely on shipping of gasoline when our refineries have problems."According to the California Energy Commission, refineries in Washington and the US Gulf Coast can produce gas for California, as can refineries in Eastern Canada, Finland, Germany, the US Virgin Islands, the Middle East and Asia. But it takes time for those shipments to arrive.In the first week of April, the state didn't receive a single drop of imported gasoline.As we wait, local refineries have dipped into their reserves to meet demand, taking two million barrels out of reserves."The imported gas is going to be coming here, there's no doubt about that," says Montgomery. "We've got the highest prices in the country by far right now. SAN DIEGO (KGTV)— San Diegans have registered to vote in record numbers. Of those statistics, there is an all-time-high in the number of undeclared or “No-Party-Preference” voters. San Diego County Registrar of Voters, Michael Vu, said there are 1.77 million registered voters in the county, the highest it has ever been. That number surpasses the November 2016 election statistics, where there were 1.65 million registered San Diegans.
