John Carney signed a bill this week making it illegal for anyone under age 18 to get married, even with parental consent.Before this, minors in Delaware could get married at any age with parental consent and a judge's approval, officials said.Despite most US state laws setting the age of marital consent at 18, every other state and the District of Columbia have loopholes for minors seeking marriage licenses, experts say. Texas and Virginia, for instance last year enacted new laws limiting marriage to those 18 and older, but they made narrow exceptions for minors granted adult rights by the courts."Most US states set the minimum age at 18," Human Rights Watch said in a statement. "But except for Delaware, all still allow exceptions, most of which are very broad -- for example with parental permission, or for pregnancy. (KGTV) — Life at the Del Mar Fairgrounds could look much different in the future, finding uses for more than horse racing and the county fair.Tuesday night will be the second of three community meetings, in which the fairgrounds will ask the community for input on what the future of the venue should look like.Del Mar Deputy Mayor Terry Gaasterland said the uses can fulfill several regional desires."We also have a responsibility for working with Solana Beach and San Diego and the entire region," Gaasterland said. "How does this fairgrounds meet not just the needs, but the wishes and the wants and the dreams of the San Diego region?"And things are already changing. The Surf Side Race Place is being transformed into an entertainment venue. KAABOO left Del Mar for downtown last year. This year, will be mark the end of fairgrounds gun show. And racing has seen a decline in revenue and attendance."Can the fairgrounds be a leader in doing the racing? Well, that's going to be a real challenge for the fairgrounds," Gaasterland said.Gaasterland would like to see affordable housing and hopes a planned rail stop at the fairgrounds would eliminate the need for parking.A fairgrounds spokesperson says once all three meetings are done feedback from the community will be compiled and presented to the board for consideration. 1353

(KGTV) - This weekend 47 teams from high schools around San Diego and other parts of the US will compete in the FIRST California Robotics Regional Championships.The event brings the teens together to test their engineering and science skills. The teams get six weeks to design and build a robot to complete a handful of tasks.But the technology isn't cheap, so many teams turn to local tech companies for donations.San Diego based tech-giant Qualcomm is the title sponsor of the competition. They also give money to individual teams. Organizers say the companies see it as a way to excite teens about careers in STEM."They look at this as their future workforce," says Regional Director David Berggren. "If we can get these kids invested in STEM fields now, they're going to be great future employees, and it's money well spent for the company."The actual dollar amounts aren't given, but some schools say companies donate thousands of dollars each year. Logos on t-shirts and team booths show companies like Apple, Qualcomm, Viasat, 3M, Solar Turbines, BAE Systems, leidos and more have made donations.In addition to the money, companies donate time, providing volunteers to mentor the teens through the design and building process. They work hands on with the teams, giving kids an up close look at careers in STEM fields."It's eye-opening, it's surreal," says Southwest High School Senior Alejandro Gendrop. "To not only have someone aid us with how we're supposed to organize our team, put it together, but also to get a view into the industry and how they work and how similar our work is to theirs, it's great."The competition in Del Mar is Friday and Saturday, and admission is free.
